In 2019, the Kansas Legislature passed tolling legislation that includes the following requirements:
- Existing lanes cannot be tolled.
- Tolls can only be collected on new lanes.
- Tolls collected on a roadway can only be used on that roadway.
- KDOT cannot toll a roadway without community support.
- Communities have to ask KDOT to request tolling be evaluated further.
During KDOT Local Consult meetings in 2019, U.S. 69 improvements were identified as Johnson County’s most important priority.
The 69Express project began in October 2020. It involved conducting an Environmental Assessment (EA), as required by the federal National Environmental Policy Act (NEPA), to determine if there were significant environmental impacts associated with proposed improvements. The 69Express project team determined that adding express lanes for northbound and southbound U.S. 69 traffic would offer better travel-time reliability and a more-sustainable alternative. The process was completed in late 2021. Results from these analyses were approved by the Federal Highway Administration, and the project is now nearly complete.
In delivering the 69Express project, KDOT has received significant support from its project partners – the City of Overland Park, which is providing a local contribution through the tolls collected, and KTA, which will manage express lane tolling. With the hard work of all partners and KDOT’s contractor partner, this complex project is moving quickly toward a successful end of construction and beginning of traffic management in this growing area of Kansas.
