Climate Resilience in Action

On August 29 FEMA launched the webpage Climate Resilience in Action, which will feature stories about communities affected by climate change and resiliency efforts taking place across the country. The page includes a video (above) spotlighting Princeville, North Carolina, which has been impacted by severe flooding and is rebuilding for a more resilient future.

Municipal-Level Risk Communication Practices in Puerto Rico: Report

Authors: Federico Subervi-Vélez (University of Wisconsin–Madison), Sandra M. Fábregas-Troche (Latino Center for Bioethics and Humanities), Mirelsa Modestti-González (Latino Center for Bioethics and Humanities), Gary L. Kreps (George Mason University)

This project analyzes risk communication practices across 12 municipalities in Puerto Rico. Read on for an excerpt from the report Abstract:

"The 12 sites selected for the study were six coastal and six inland municipalities with high levels of at-risk populations.... Municipal Emergency Management Offices (MEMO) officials were interviewed regarding their risk communication protocols and practices, especially concerning vulnerable populations, and their challenges and most pressing needs for improving communication efforts before, during, and after disasters and other emergency situations. Results show that MEMOs use emergency management protocols tailored to their specific geographic and community needs, that their staff are generally well trained on emergency management but not enough on risk communication, and that MEMOS face multiple challenges related to efficiently reaching out to vulnerable populations. It was evident from our findings that Puerto Rican municipal authorities are struggling to address the needs of populations with cumulative vulnerabilities related to poverty and geographic isolation of older adults."

Caribbean Oral History: Southeast Climate Adaptation Science Center and the U.S. Geological Survey

During the summer of 2018, the Southeast Climate Adaptation Science Center and the U.S. Geological Survey recorded the oral histories of resource managers attending a U.S. Caribbean drought workshop in San Juan, Puerto Rico. The oral testimonies collected here provide lessons learned from the past and solutions for the future. These stories also provide insight into the science needs of the natural resource community in Puerto Rico and the U.S. Virgin Islands – and we learn what types of information could help managers effectively plan for future extreme weather events.
