Construction Update

Upcoming Activities

Overnight work (Sunday through Thursday 7:00 p.m. though 7:00 a.m.) continues through project completion (scheduled for the end of July). Area residents can expect an increase in overnight noise, dust, vibration, and area lighting.

As early as Monday, June 9, asphalt removal and replacement (mill and fill) will begin lasting 2-3 weeks. Side streets and driveways between Redwood Road and Bangerter Highway will experience intermittent traffic closures of a few minutes while equipment passes. Please obey instructions from flaggers.

Schedules are subject to change due to weather and material/equipment availability.

Ongoing Activities

All ADA pedestrian ramps have been completed along with lowering all utility lids.

What is a "Mill and Fill?"

UDOT often uses construction lingo to describe construction projects. This project is what is called a "Mill and Fill."


A mill and fill is a paving process where the top layer of asphalt pavement is removed (milled) and replaced with a new layer of asphalt (filled). This process is used to rejuvenate and repair deteriorated asphalt road surfaces. In our case, this project is removing and replacing 1 1/2" of asphalt.


This process is completed in this approximate order:

  • Repair any concrete curb, gutter, pedestrian ADA ramps (we are only replacing ADA ramps).
  • Lower utility lids to avoid damaging equipment doing the "milling." The lids are then covered with temporary asphalt so traffic can keep driving in the lane without metal plates.
  • Mill the top surface.
  • Repair any soft spots. A soft spot is a section that has damage in the subsurface below the asphalt which may cause future issues.
  • Place new asphalt.
  • Install grooved in lane lines. Grooved in lane lines are used to keep snowplows from ripping up the reflective tape.
  • Raise the utility lids.


These processes are quick and can add years to the road.

This lid has been lowered into the road surface and covered with temporary asphalt. This allows the equipment to drive and mill right over the lid, preventing damage to the equipment.
