UDOT often uses construction lingo to describe construction projects. This project is what is called a "Mill and Fill."
A mill and fill is a paving process where the top layer of asphalt pavement is removed (milled) and replaced with a new layer of asphalt (filled). This process is used to rejuvenate and repair deteriorated asphalt road surfaces. In our case, this project is removing and replacing 1 1/2" of asphalt.
This process is completed in this approximate order:
- Repair any concrete curb, gutter, pedestrian ADA ramps (we are only replacing ADA ramps).
- Lower utility lids to avoid damaging equipment doing the "milling." The lids are then covered with temporary asphalt so traffic can keep driving in the lane without metal plates.
- Mill the top surface.
- Repair any soft spots. A soft spot is a section that has damage in the subsurface below the asphalt which may cause future issues.
- Place new asphalt.
- Install grooved in lane lines. Grooved in lane lines are used to keep snowplows from ripping up the reflective tape.
- Raise the utility lids.
These processes are quick and can add years to the road.
