91 Project Update

Thank you for your interest in the Riverside County Transportation Commission's 91 Project. This monthly e-bulletin offers news and updates about this project, which is under construction in Corona and Riverside. 91 Project Marks 91 Percent Completion
The 91 Project is now 91 percent complete! The new lanes remain on schedule to open in spring 2017. The project has used an innovative design-build approach, which has accelerated project delivery by three to four years, compared to the typical design-bid-build method.
Please watch for updates about the opening of the new general purpose lanes and the new 91 Express Lanes in Riverside County this spring.  Although the lanes will open in the spring, construction will continue through 2017. Night closures should be expected.

Now Open: 
Westbound Lincoln Avenue On-Ramp 
The new westbound Lincoln Avenue on-ramp opened December 27, following a two-month closure that allowed crews to reconfigure the ramp. Now open as a single lane, the ramp will be expanded to three lanes later this month.

Watch for Weekend Closures in January
Two weekend closures of local streets are planned for January, weather permitting. If rain occurs, these closures will be shifted to the following weekends.
  • A weekend closure of the Sixth Street/Paseo Grande intersection is planned from January 6 at 9 pm to January 9 at 4 am. This closure, originally scheduled for December 16-19, was postponed, due to rain. Crews will be repaving this intersection to prepare for the opening of the westbound Maple Street off-ramp and Maple Street bridge.
  • A weekend closure of Serfas Club Drive between the eastbound ramps and Pine Crest Drive is scheduled for Jan. 13-16. Specific times and other information will be provided.

91 Project Continues to Reach Milestones
Work is continuing full speed ahead on the 91 Project, with major milestones expected to be reached in early 2017.

The new westbound Maple Street off-ramp is nearing completion, and the Maple Street bridge is projected to return to two-way travel later this month.

The eastbound Serfas Club on-ramp, which has been closed since September 2015, is expected to reopen in February.

These dates are subject to change, based on weather and other factors.   Last month, crews completed the removal of the support structures of the  Lincoln Avenue bridge. Work is continuing to widen the bridge over the 91.

Nighttime closures of eastbound 91 at Interstate 15 will continue through January for ongoing construction of the Express Connector from eastbound 91 to southbound 15 and from northbound 15 to westbound 91. Crews will be removing support structures on this flyover structure, which measures 3,700 feet long and 70 feet tall.

Also early this year, crews will coordinate restriping of travel lanes on the 91 and on city streets. Additional work will continue along Frontage Road, Wardlow Road and Pomona Road. Please watch for intermittent closures and detour signs.

91 Express Lanes Promotions
The new 91 Express Lanes are on schedule to open this spring in Riverside County. During the heaviest commute times, motorists can expect to save up to 78 minutes per round trip when using the full length of the 91 Express Lanes between the 55 and I-15. Driving the 91 Express Lanes for eight miles between the Orange County/Riverside County line and I-15 is expected to take 7 to 10 minutes.

Motorists will be able to enter and exit the new 91 Express Lanes at three locations:
  • On the 91 west of Green River Road
  • On the 91 at the 15 interchange
  • On the 15 north of Ontario Avenue

Current 91 Express Lanes account holders who refer a friend will earn a $25 account credit.

New customers who open a 91 Express Lanes account will receive one week free tolls. AAA members will receive two weeks of free tolls. 

Remember, FasTrak® transponders can be used anywhere you see the FasTrak® name or symbol. Toll facilities currently using the FasTrak® system include the 91 Express Lanes, the 241, 133, 261 and 73 toll roads in Orange County, the 125 and I-15 Express Lanes in San Diego, the I-10 and I-110 Express Lanes in Los Angeles, and the Carquinez, Benicia-Martinez, Richmond-San Rafael, San Francisco-Oakland Bay and Golden Gate bridges in the San Francisco Bay area.

Project Overview

Led by the Riverside County Transportation Commission (RCTC), the 91 Project will add regular lanes, tolled express lanes, auxiliary lanes and a direct express lane connector from northbound 15 to westbound 91 and eastbound 91 to  southbound 15. Improvements to interchanges, bridges, ramps, and local streets also will be made along the 91.
