Presenting the new

2023 HMIS Release of Information

The HMIS department is thrilled to announce that we have redesigned a simplified HMIS Release of Information (ROI) that should be easier to understand and explain to our clients. We have uploaded both the Sacramento CoC ROI and the Yolo COC ROI onto the HMIS section of our website.

We have also created the 2023 Annotated HMIS ROI Job Aid, which not only provides step by step directions on how to fill the document out correctly but includes sections like:

  • Explaining ROI Consent to Clients
  • When a Client Refuses to Share their PPI
  • Making the Client's Profile Private

Resolving Your Missing ROIs

It's time to start addressing the number of clients with missing ROIs in our system. All agencies must start by identifying which of their active clients are missing ROIs. The custom ROI NEEDED: Missing report will provide you with a list of all active clients in your program who do not have valid ROIs. Correcting these errors will look different for each client, but might include:


  • Getting a new signed ROI for a client who is 18 or older
  • Entering in a Household ROI for a client who is a minor
  • Uploading an ROI you already have but didn't put in HMIS
  • Making adjustments to a client's profile if they don't want to share their PII.


Any of these steps will resolve the error for your client.

Let's Get 700 Missing ROIs into the system by 9/4!!


System-wide, we have currently have over 1100 active clients with no valid ROI, which equates to an 8.18% error rate. We'd like to knock that number down significantly. To do that, we need your help to resolve these errors. We highly recommend that you run the report we mentioned above. HMIS will be following up with agencies who have higher Missing ROI error rates to provide additional support and monitor your progress. Our HMIS Support Hour for July and August is dedicated to this Missing ROI Campaign and you can always email us with questions.
