Did you know you can easily report issues like graffiti, illegal dumping, and abandoned vehicles right from your phone? The FREE San José 311 App is a powerful tool that connects you with city services to help keep our community clean and safe.Through the app, you can also schedule a free junk pickup — perfect for getting rid of large items that can’t go in your regular trash bin. When you submit a request through the app, it’s sent directly to the appropriate city team for review, updates, and resolution.
For concerns near freeways, highways, or ramps, the California Department of Transportation (Caltrans) offers a Customer Service Request Form to address those areas.

Tennis Court Renovation

Holi at Discovery Meadow
Holi is the Hindu festival of colors, spring, and triumph over evil. It is my most favorite celebration to welcome spring. Thank you to the Association of Indian Americans for inviting me again to celebrate Holi with all of you. I had a great time with hundreds of San Jose residents playing with colors and dancing.

World Down Syndrome Day Proclamation
The United Nations declared March 21st as World Down Syndrome Awareness Day in 2011 because Down syndrome occurs when there is a 3rd copy of the 21st chromosome in your genes. Hence the date 3/21!
It was an honor to present this proclamation to Veronica Corral, who is an advocate and parent, and self-advocate Dashiell Meier.
We celebrate this day to be inclusive and advocate for the rights of individuals with Down syndrome. It exists across the globe and commonly results in variable effects on learning styles, physical characteristics, and health. Adequate access to health care, early intervention programs, and inclusive education, as well as appropriate research, are vital to the growth and development of the individual.
In District 8, we are fortunate to have the annual Bay Area Buddy Walk at Lake Cunningham Park alongside all our partner agencies such as the Silicon Valley Down Syndrome Network, San Andreas Regional Center, Santa Clara County Office of Education, and San Jose Police Department.

City Hall Update
This week, the City Council approved the Mayor's March Budget Message for the 2025-2026 fiscal year in a 7-4 vote. This budget message serves as a starting point for a broader discussion on how we, as a city, can address key priorities through the budget process. While I support much of the message and the positive approaches it outlines, I had serious concerns about two major policy shifts that should have been considered separately—especially given their legal implications, which could make the city vulnerable to lawsuits.
Reducing homelessness and expanding outreach capacity should absolutely be priorities. However, we have a responsibility to take a thoughtful, compassionate, and data-driven approach to policymaking. Homelessness is not an issue the city can solve alone. To bring people indoors and provide lasting solutions, we must collaborate with the county and other stakeholders to tackle this complex challenge effectively.
I was pleased to see that the Mayor included some of my key requests in the budget message. Throughout my time on the Council, I have emphasized the importance of building stronger, cleaner, and safer neighborhoods. Many of my constituents have felt the impact of irresponsible property owners, and if we can find ways to reduce costs while protecting essential city services, we should prioritize those efforts. That’s why I’m glad to see the Responsible Landlord Engagement Initiative (RLEI) included—it has already proven to save taxpayer dollars by reducing the burden on city services from repeat offenders while fostering community-based resolutions.
Copper wire theft has left many of our neighborhoods without streetlights for months, creating serious public safety concerns. District 8 alone accounts for nearly 30% of all copper wire theft in the city, leading to significant repair and replacement costs. I appreciate the budget’s focus on addressing this issue and ensuring our neighborhoods remain safe and well-lit.
Additionally, the Council recently reaffirmed its commitment to being a welcoming and inclusive city. In a time of increasing uncertainty and threats to human rights, investing in the Rapid Response Network is crucial. I am grateful for the directive to allocate $200,000–$500,000 in one-time funding to support services that protect our immigrant community.
When it comes to wildfire prevention and preparedness, I fully agree that we must strengthen our partnerships to enhance fuel reduction efforts. Parts of District 8 are in high-fire-risk zones along the foothills, and fire safety remains a top concern for our residents.
Looking ahead to the June Budget Message, my office will be hosting workshops where residents can share their priorities for the upcoming fiscal year. Stay tuned for more details in the coming weeks!

Ongoing and Future Closures
- Wednesday, March 19 through Monday, March 24, early morning
INTERSECTION CLOSURE | Wilbur Intersection
The closure of the Capitol Avenue/Wilbur Avenue intersection began on Wednesday, March 19. The intersection of Capitol Avenue and Wilbur Drive is closed to motorists and pedestrians while crews disconnect the existing overhead electrical systems. The 24-hour-a-day operation is scheduled through Monday, March 24, at 4:00 AM. This intersection will be closed during the day and at night for these five days.
Please note:
- Pedestrians cannot cross Capitol Avenue at Wilbur Avenue; they are being detoured to cross on Florence Avenue.
- Vehicles exiting Montevista Apartments via Nuestra Castillo Court must turn right onto Capitol Expressway, and those exiting Wilbur Avenue must turn right onto Alum Rock Avenue.
- U-turns are available at Capitol Expressway and Alum Rock Avenue
ROAD CLOSURE | Northbound Capitol Expressway
Falsework removal will occur on the northbound Capitol Expressway from Ocala Avenue to Story Road beginning on Monday, March 24. Expect overnight road closures with detours between 10:00 p.m. and 5:30 a.m. Construction activities will be conducted in three sections, scheduled Monday through Friday nights from March 24 through March 28, March 31 through April 4, and April 7 through April 11.
LANE CLOSURE | Southbound Capitol Expressway
Lane striping on the southbound Capitol Expressway from Excalibur Drive to Story Road is anticipated for Tuesday, March 25, at night, with K-rail installation on Wednesday, March 26, during the day. The temporary traffic shift will allow for pile-driving construction in the median. Expect lane closures overnight and during the day.
ROAD CLOSURE | Northbound S. Capitol Avenue
Drainage work will occur overnight on the northbound Capitol Expressway and northbound Capitol Avenue. Expect overnight road closures with detours between 10:00 pm and 5:30 am through Wednesday, April 2.
DRIVEWAYS, SIDEWALK, and CURB | Kollmar Drive
Beginning on Monday, March 31, Crews will replace the 10-carport driveway on S. Capitol Avenue that serves K&K Apartments, 5 carports at a time. Temporary parking will be provided on the VTA property located by S&S Market for the tenants inconvenienced during construction. The activity is anticipated to continue through the end of April.
ROAD CLOSURE | Southbound Capitol Expressway
Falsework installation will occur on the southbound Capitol Expressway between Cunningham Avenue and Tully Road from Monday, April 14, through Friday, April 18. Expect overnight road closures with detours between 10:00 p.m. and 5:30 a.m.

If you notice a broken traffic signal in San Jose, it is important to report it right away! Emergency Broken Signals: If you see flashing red lights, a signal head that is turned or not working, or if cars, bikes, or pedestrians are not getting the green light, call (408) 794-1900 immediately. This could be an emergency situation.
Non-Emergency Broken Signals: If a signal is acting strangely, like giving a short green light when there is heavy traffic, or long green lights with no traffic, email traffic.signals@sanjoseca.gov or call (408) 975-3700.
When reporting, remember to include:
- The intersection and direction
- The approximate time and date of the problem
- For broken signal heads, mention if the head is above the street or on the side of the pole.
Requesting a New Traffic Signal: If you think a new traffic signal is needed at an intersection to make things safer, you can request one by emailing Traffic.Safety@sanjoseca.gov or calling (408) 535-3850. The city looks at several factors before installing a new signal, including traffic volume, safety concerns, and nearby schools. Installing a new signal costs a lot, so it's carefully evaluated before a decision is made.

Valley Water's Essential Tips to Get Flood Ready
1. Develop an emergency plan: An essential step toward being flood ready is preparing for an emergency. Discuss with members of your household what to do during a disaster. Identify emergency contacts in and out of town and a caretaker for individuals with special needs and pets. Please visit ready.gov/plan for more details.
2.Put your 3-day emergency kit together: Create an emergency kit with tools, supplies, non-perishable food, and water (3 gallons per person). For a detailed list of recommended supplies, please visit ready.gov/kit.
3. Download disaster and emergency apps: Sign up for Santa Clara County’s official emergency alert and warning system, AlertSCC. Use the information provided by AlertSCC to get the most up-to-date information on emergencies and disasters happening in your area.
4. Know your flood risk: To find out if you live in a high-risk flood zone, visit valleywater.org/floodzone. To check whether your house or business is in a Federal Emergency Management Agency (FEMA) Special Flood Hazard Area (SFHA) and learn how to interpret FEMA flood maps, please visit the FEMA Flood Map Service Center.

5. Get flood insurance ahead of time: Most homeowner's and renter’s insurance policies don’t cover damage from natural disasters such as floods. Visit floodsmart.gov to learn about flood insurance policies.
6. Protect your home from flood threats: Valley Water offers free, filled sandbags for residents of Santa Clara County. Sandbag distribution sites can be found here.
7. Keep debris and trash out of our streams: Healthy, flowing creeks reduce flood risks by carrying stormwaters away from properties and roads. Report blockages like wood or debris and dumping in creeks to the Valley Water Watersheds Operations & Maintenance hotline at 408-630-2378 or through Access Valley Water.
8. Avoid floodwaters - Turn around, don’t drown: Understand shallow flooding risks - never walk or drive through flooded areas, no matter how shallow.
9.Build responsibly in floodplains:
Construction within Special Flood Hazard Area (SFHA) zones require special permits. Learn more at valleywater.org/floodready.
