Important Reminders

Good Afternoon,



Thank you for your continuing to provide affordable housing for families in need. I would like to remind you of several changes implemented in 2025. Cincinnati Metropolitan Housing Authority initiated a 7% cap on contract rent increases above the 2024 Contract Rent amount, as long as it is reasonable and affordable to the family. Owners may still only request a rent adjustment once in a 12-month period following the initial term of the lease agreement. If your lease is for more than a 12-month period, you must wait to submit your request until after the initial lease term. The effective date of an increase will depend on CMHA’s requirement to provide families with a 30-day notice of any increase to the tenant’s portion of rent to the owner. Additionally, CMHA will not apply a change in the contract rent amount retroactively.

 

Another change that is now in effect is the new requirement for CMHA to utilize the HUD published Small Area Fair Market Rents (SAFMRs) to establish subsidy standards. CMHA’s payment/subsidy standards are set at 100% of HUD’s SAFMRs. The subsidy standards are used when calculating the family’s share of rent and affordability for all new HAP Contracts. SAFMRs are based on the zip code in which the unit is located. You can find a listing of subsidy standards by zip code on the HUD website: click here.

 

In addition, CMHA is going paperless. Families must complete recertification and all report of household changes online as of December 2024. HCV plans to implement the online Request for Tenancy Approval (RTA) process soon. Once implemented, submission of all RTAs will be via the online process. As such, this will eliminate RTA Express in the near future and will bring about more efficiency in processing the request. Please stay tuned for additional information on this process.
