Our Leadership Berkeley program will strive to introduce you to decision-makers and leaders and share public policy issues. We need to understand and address these issues to move our county, region, and state forward.

|
Mr. Deon Jackson was selected as Berkeley County School District’s Superintendent on May 19, 2021 and officially assumed the role on July 1, 2021. Prior to being named Superintendent of Berkeley County School District, Mr. Jackson served as the Chief Administrative Officer for Pupil Services. Before his role as the Chief Administrative Officer for Pupil Services, he served as the Senior Associate Superintendent of Operations and Administration, where he was responsible for Safety & Security, Transportation, Counseling Services, Health Services, Programs for Students At-Risk, Athletics, Physical Education, ROTC, Military Relations and Drivers Education. While in that role he was also second in command on the administrative level of BCSD and represented the Superintendent when needed.

Frank A. Rainwater is the Executive Director of the South Carolina Revenue and Fiscal Affairs Office (RFA). RFA is responsible for providing data, independent analysis, and other resources to state and local governments as well as other entities. These resources cover a broad array of topics and services including census and demographic statistics, state and local government finance reports and analysis, state economic trends and forecasts, fiscal analysis of legislative proposals, health care data and analysis, GIS services and mapping of legal boundaries and other items, political redistricting, web-development services, and more. Frank is a native of Columbia, SC and earned his B.A. in Political Science from Clemson University, M.A. in Economics from the University of South Carolina, and J.D. Doctor from the University of South Carolina School of Law. His career in state government has spanned over thirty years and includes service as the Deputy Chief of Staff in the Governor’s Office, Deputy State Treasurer, Chief Economist, as well as service to the South Carolina Senate and House of Representatives, Denmark Technical College, Budget & Control Board, and Tax Commission.

Frank Hefner, Ph. D., is a Professor of Economics and director of the Office of Economic Analysis at the College of Charleston. He received his B.A. Degree in Economics from Rutgers College and his M.A. and Ph.D. Degrees from the University of Kansas. He taught at Washburn University in Topeka while he was a research assistant in the Institute for Policy and Social Research at the University of Kansas and at the University of South Carolina where he served as a research economist in the Division of Research. Dr. Hefner's research interests include regional economic development and forecasting. He participates in the Regional Advisory Committee of the S.C. Board of Economic Advisors. He is a past president of the Southern Regional Science Association. He has been frequently quoted in the press and has commented on economic conditions on local television and radio stations and before a number of organizations.

Brent Gibadlo is the team leader of Brookfield’s Charleston office.
