Investing in the future of Channelview

At Precinct 2, we pride ourselves in out-of-the-box thinking to confront some of our community's biggest challenges and empower residents to live their best lives. In 2017, Hurricane Harvey wiped out the East Houston Regional Medical Center, leaving a major void in health services in this part of Harris County.


This summer, Precinct 2 broke ground on the East Harris County Health and Social Services Hub. This project will address many of the community's health needs as well as provide wraparound services to lay the foundation for a more resilient Precinct 2. Thank you, Deputy Berry!

This month, we celebrated Deputy Tommy Berry’s retirement after an outstanding 41 years of dedicated law enforcement service. The occasion is truly bittersweet.


Since 2019, Deputy Berry served as a liaison between Precinct 2 and the Harris County Sheriff's Office. He has been on the forefront of addressing the public safety needs of our residents.


Deputy Berry’s commitment to serving the community has been evident throughout his career. Notably, he played a key role in establishing the mental health unit during Commissioner Garcia’s tenure as Harris County Sheriff, a contribution with a lasting impact on the community.

In recognition of his remarkable service, Commissioner Garcia presented Deputy Berry with a resolution honoring his retirement. This resolution acknowledged Deputy Berry’s unwavering dedication to the citizens of Harris County and his exemplary service as the liaison officer between Precinct 2 and the Sheriff's Office. Deputy Berry’s legacy of commitment and excellence will always be remembered, and his presence will be deeply missed.

Your 2025 Harris County budget

This month, Commissioner Garcia invited all residents to our Budget Town Hall meetings. These town halls provide an opportunity to learn about how the county allocates its resources, gain insights into the budget process, and voice residents' opinions on what matters most to our community. Living legends: Houston's Chicano Squad

This month, we proudly celebrated the Chicano Squad, Houston Police Department’s pioneering Latino homicide unit. Recognized for their trailblazing efforts and dedication, the Chicano Squad faced numerous challenges and achieved remarkable success in solving some of the city’s most violent crimes. The squad's legacy was honored with a proclamation by the City of Houston, acknowledging the 45th anniversary of the squad's formation and their impact in the community.

To further commemorate their contributions, Commissioner Garcia attended a special screening of the Chicano Squad documentary. This two-part documentary, premiering on Labor Day on A&E, highlights the squad’s inspiring journey and their significant role in law enforcement. The screening provided a unique opportunity to appreciate their story in detail. We encourage everyone to watch the documentary and see firsthand the remarkable achievements of this historic unit.

Prioritizing public safety: Illegal Dumping

Illegal dumping harms our environment, slows our storm debris clean-up efforts, and is a crime that could result in up to 2 years in jail and fines of up to $10,000. We urge all residents to dispose of waste properly and help keep our community clean.

Revive2Thrive:

New sidewalks in Channelview

This month, we celebrated the completion of the first phase of the Dell Dale Street Sidewalk Improvement Project. This project is deeply significant to the community and has been a labor of love for our team. In December 2022, Jacqueline Gonzalez tragically lost her life while attempting to cross the street. It was reported that the absence of sidewalks and lighting played a role in this devastating accident. A new 6-foot concrete sidewalk along Dell Dale Street, from Woodforest Blvd to Wallisville Rd, provides a safe walking path for community residents, including children attending the nearby elementary schools. The project is divided into three phases: sidewalks, street lighting, and traffic signals. Phases two and three will follow. 

 

We extend our sincere appreciation to Jacqueline’s parents, Susana and Gerardo Gonzalez, for taking the time to join us this morning. We also want to thank our partners at the Harris County Engineering Department and Harris County Municipal Utility District No. 53 for their support in making Dell Dale Street safer for our residents.

In the last month, Commissioner Garcia led or voted in favor of the following items:

Renewable Energy: Commissioners Court, under Commissioner Garcia’s leadership, unanimously approved the publication of a Request for Proposals (RFP) that will enable Harris County to select projects from renewable energy developers and establish a long-term supply agreement for renewable energy. This initiative is part of the county's broader strategy to reduce carbon emissions and transition to sustainable energy sources. Currently, Harris County purchases renewable energy credits from a retail provider to support existing renewable energy generation. This RFP marks a significant step toward making a more direct investment in bringing additional renewable, sustainable, and reliable energy to the grid.


Single Family Mortgage Bonds: This month, Commissioner Garcia championed the Texas Department of Housing and Community Affairs' Single Family Mortgage Revenue Bond program, which offers a $64.8 million bond to help low- and moderate-income families in Harris County become homeowners. Since its inception in 2020, the program has grown by about $3 million from last year, providing affordable mortgage options and minor down payment assistance to qualified applicants.

Resolution

Honoring Deputy Fernando Esqueda : This month, Commissioner Garcia presented a resolution to honor Deputy Fernando Esqueda, who was tragically killed during an ambush on July 11, 2024, after locating a vehicle linked to an aggravated assault. Deputy Esqueda is remembered as a dedicated hero who loved his job and worked tirelessly. His laughter, kindness, and spirited nature left a lasting impact on everyone who knew him. His unwavering commitment to duty and his sacrifices will always be remembered. The resolution was accepted by his mother, Catalina Gharaibeh, and his brother, Jose Leonardo Esqueda Jr.
