Note from Commissioner Noack regarding the Winter Storm
As we now repair pipes, remove/replace sheetrock and begin to put things back together, I’d like to share my gratitude and a few photos I took during the winter storm.

First, I’d like to thank my awesome Precinct 3 team for the countless hours they worked and for their dedication to our community. Many of my employees suffered property damage/loss because they worked around the clock taking care of our precinct.

The Montgomery County Sheriff’s Office worked closely with Precinct 3 throughout the storm, helping close roads, bridges and overpasses while keeping us all safe.

A tow truck driver with Red Line Towing happened to show up twice when we needed assistance with vehicles on the icy roads.

Church Project opened its doors and hearts to keep people warm.

The Fire Department and the Hospital District ran record numbers of calls to make sure people received the care they needed.

Sgt. Hoffmeyer worked day and night escorting the sand trucks and keeping our Precinct 3 employees safe.

And a BIG Thank YOU to those who brought food and fed the Precinct 3 team during this event.

I can’t tell you how proud I am of our community and how grateful I am to be in a position to serve YOU.

The Woodlands Marathon Traffic Guide
The Woodlands Marathon

According to The Woodlands Marathon Traffic Guide:

What to expect:

  • Traffic will be impacted from 6:30 a.m. - 1:30 p.m.
  • PLAN AHEAD and USE ALTERNATE ROUTES around the racecourse.
  • Expect 15-30 minute delays if you cross into the designated center area of the racecourse.
  • When leaving your neighborhood from inside the racecourse onto Lake Woodlands Drive, expect delays.
  • Add 10-15 extra minutes to your travel times.
  • Map your own drive route prior to race day.
  • Email or call with questions if you are unsure.

Recommended commute and driving practices during the event:

  • Only residential traffic is recommended through and around the racecourse during the hours of 6:30 a.m. and 1:30 p.m.
  • Travel routes that are OPEN:
  • Northbound Kuykendahl 9:30 a.m. (fully open)
  • Northbound/Southbound Gosling 10 a.m. (fully open)
  • Eastbound Research Forest Drive 8:45 a.m. (fully open)
  • Lake Woodlands Drive (westbound - converted to contra-flow for eastbound traffic) 6:30 a.m.- 11 a.m.
  • Woodlands Parkway Westbound On-Ramp/Grogan's Mill - 11:30 a.m. (fully open)

Businesses and neighborhoods will be accessible during the race.  

NOTE: Eastbound Lake Woodlands Drive will have all lanes closed between 6:30 a.m.-11 a.m. from Kuykendahl to Lake Front Circle.  Lake Woodlands westbound will have contraflow.

-Proceed to Grogan's Mill turn right in NB lane
-Proceed to Research Forest Drive turn left in EB lane (using lane closest to median)

-Proceed to Lake Front Circle turn right onto Waterway (using trolley path)

-After crossing bridge turn left on Southside Waterway Pathway system.
-Proceed to Timberloch Drive using the pathway system closest to the water

Road Project Updates
Rayford Road-Birnham Woods Drive Improvements east of Grand Parkway continue


Project Update: The Rayford Road-Birnham Woods Drive widening, intersection improvement and signalization project started at the end of October. D&W Contractors has completed most of the excavation along Rayford Road for construction of the two new eastbound lanes between Waterbend Cove and Birnham Woods Drive. D&W continues to make progress on pouring concrete for the new lanes and has almost completed all concrete work at the Rayford Road-Cochran Park Trail intersection. Residents should expect additional detours in the coming months when concrete pavement work is completed at the other intersections along the project. Bridge work just east of Spring Trails Park Drive will be starting soon.

Scope of project: The project will widen Rayford Road to four lanes from approximately 40 feet east of Waterbend Cove to approximately 400 feet east of Birnham Woods Drive. A new concrete roadway will be constructed on the south side of the existing Rayford Road lanes to create the two new eastbound lanes. The existing road will be for the two westbound lanes along that stretch. Left-turn lanes also will be added for eastbound and westbound traffic at most of the intersections.

The construction includes an additional bridge for eastbound Rayford Road traffic just east of Spring Trails Park Drive.

The project also involves constructing a traffic signal at the Rayford Road-Birnham Woods intersection and widening Birnham Woods Drive to four lanes from approximately 600 feet north of Rayford Road to approximately 600 feet south of Rayford Road. All four Rayford Road-Birnham Woods Drive intersection approaches will have a dedicated left-turn lane.

Contract length: 360 calendar days
Kuykendahl Road widening project underway


Project Update: WadeCon LLC started the Kuykendahl Road widening project Jan. 11. The contractor has been clearing the approximately 1.5-mile stretch for the new northbound lanes and bridge. Excavation, embankment and ditch work will commence as right-of-way preparation continues.

Scope of project: The project will widen Kuykendahl Road from a two-lane half boulevard to a four-lane full boulevard from Lake Woodlands Drive to Research Forest Drive.

Project design includes construction of two 12-foot-wide northbound vehicle lanes from north of Lake Woodlands Drive to south of Bay Branch Drive with an 8-foot-wide outside shoulder along the new northbound lanes. There will be a new bridge constructed over Bear Branch for the northbound lanes that have the shoulder as well as a walkway, mirroring the existing bridge.

The two existing lanes will become the southbound lanes once construction is completed.

Contract: 365 calendar days
Pavement Repair Highlights

  • A contractor repaired a section of southbound Gosling Road south of Lake Woodlands Drive in the inside line along the median curb

  • Precinct 3 crews completed asphalt road repairs along Sweetgum Road at Black Oak Drive

Precinct 3 crews hard at work!
In an effort to better serve you, Precinct 3 recently migrated to a new work order system! Precinct 3 is working on fine-tuning the new reporting system so there will not be any work order summary reports until next month. The new work order system will allow us to provide more detailed and customized reports to the residents. We are excited to debut some of these reports in next month's newsletter.

Between Jan. 14, 2021, and March 2, 2021, Precinct 3 crews opened and completed 364 work orders. These are your tax dollars hard at work.
