Policy Update

HFS Submits SLP HCBS Waiver Amendment

Last month, HFS submitted the SLP HCBS waiver amendment to federal CMS implementing recent legislative changes, including the legislation that codifies the $6.15 add-on for the provision of two meals and the increase in the link to the nursing facility rate moving from 54.3% to 54.75% effective January 1, 2025. To read the comments that AALC submitted to HFS, click here

Don’t Forget to Check Out the Updated SLP Preadmission Screening Resource Guide

Staff from the Illinois Department on Aging partnered with HFS to revise. The overall processes and requirements have NOT changed. The main difference you will see is the removal of Department of Human Services, Division of Rehabilitation Services (DRS) staff involvement with the completion of the SLP Initial Screen and DONs for individuals under the age of 60. CCUs will be completing these preadmission screenings statewide for individuals under the age of 60 for nursing home & SLP admissions. To review the Resource Guide, click here.


Illinois Screening and Assessments for Long-Term Care (SALT)

The Maximus training team will host a one-hour training opportunity on October 10, 2024, for new providers throughout the state. These informative sessions will introduce processes and teach new users how to submit PASRR (Preadmission Screening and Resident Review), SLP (Supported Living Program), and SMHRF (Specialized Mental Health Rehabilitation Facility) referrals and screens in AssessmentPro. Medicaid Provider Revalidation

The Centers for Medicare & Medicaid Services (CMS) requires state Medicaid programs to revalidate all actively enrolled Medicaid providers at least every five years. This requirement is for all Medicaid providers, including FAO, Groups, Individuals, and A-typical providers.


Currently enrolled Medicaid providers will receive two email notifications regarding their Revalidation due date. The first notice will be distributed 90 calendar days prior to the Revalidation Cycle end date and the second notice will be distributed 30 calendar days prior to the Revalidation Cycle end date.

AALC launched its annual AALC PAC campaign on May 1st with the goal of raising $292,000. As of today, we have surpassed our goal and have raised $295,000 in contributions. Thank you!

Legislative Update


AALC hosted a legislative fundraiser for House Majority Leader Robyn Gabel this past month. Leader Gabel has been instrumental in AALC’s lobbying efforts and is one of three greatest legislative champions of the Supportive Living Program.


AALC is in the process of creating its 2025 legislative agenda and is working with the AALC Board of Directors to craft our legislative priorities for the upcoming legislative session.

Free Zoom Meeting: Resident Rights

Held by: The State Long-Term Care Ombudsman Program’s Virtual Residents and Families Support Council. 


In recognition of October as Resident Rights Month, we will engage in meaningful conversations with residents of long-term care facilities about what their rights mean to them. Explore what it looks like when their rights are honored—and when they are not.


These meetings take place at 3:00 pm on the 2nd and 4th Tuesday of each month (Oct 8 & 24) and focus on important issues affecting residents and families in the long-term care system. Topics are shaped by attendee input, and each session includes time for questions and answers.

Community Spotlight:

Knollwood Retirement Community SLP Dementia Care Setting


At the end of September, Knollwood Retirement Community celebrated the grand opening of its SLP dementia care setting. The Illinois Department of Healthcare and Family Services (HFS) in December 2023 announced the approval of eleven applications to proceed towards certification in the Supportive Living Program for Dementia Care Settings. Knollwood was one of the 11 applicants approved.


"The Supportive Living Dementia Care Settings allow a person with Alzheimer’s disease or related dementia to access care in a home-and community-based setting,” Affordable Assisted Living Coalition Executive Director Karin Zosel said.  “We are thrilled to see Knollwood’s expansion. Knollwood’s dementia care setting offers a quality alternative to more costly-institutional care for residents and families that allows residents to preserve their dignity and independence."

SL 2024 Trivia Team Regional Champions

AALC's Regional Trivia Competitions where held last week and the competition was fierce! More than 20 teams from across the state competed against each other to earn the rights to attend AALC's State Championship playoff, held in Springfield, IL on October 29. In addition to the three teams listed below, a wild card team, Brookstone Estates of Matoon, was selected to compete against the regional winners.
