AB 1999 Passes the Full Senate!

Watch Senator Tim Grayson Present AB 1999 on the Senate Floor this Afternoon.

AB 1999 authored by Assemblymember Ash Kalra (D-San Jose) and cosponsored by Social Compassion in Legislation, the California Veterinary Medical Board, California Veterinary Medical Association, and the San Diego Humane Society passed the full Senate today with a unanimous vote of 38 - 0.


“Today’s unanimous Senate vote is a tremendous victory for California’s animals and the people who care for them,” said Judie Mancuso, founder and president of Social Compassion in Legislation and former Veterinary Medical Board Member. “AB 1999 tackles the veterinary access-to-care crisis from multiple angles, from expanding the veterinary workforce available to shelters to eliminating unnecessary barriers that can delay care and increase costs."


"Just as importantly, it closes a dangerous loophole that has allowed owners to perform invasive surgical procedures on their own animals with devastating consequences."

AB 1999 now goes back to the Assembly for a routine concurrence vote, then will advance to the Governor for signature. We will ask you to contact the Governor in support as well. Stay tuned!

AB 2344 authored by Assemblymember Matt Haney (D-San Francisco) and co-sponsored by Social Compassion in Legislation and the Los Angeles County District Attorney's Office will be on the Senate Floor for a vote any day now.

Tell them:

AB 2344 would allow prosecutors to petition the court for the forfeiture of animals seized in abuse cases when the accused owner fails to appear for a scheduled court hearing. Therefore, abused animals will not linger in the shelter for months or years! Please Vote Yes on AB 2344!
