SB 221 (Stalking) Passes Senate Public Safety Committee!

After some initial resistance from the Chair which threatened the passage of the bill, SB 221, authored by Senator Rosilicie Ochoa-Bogh (R-Yucaipa) and sponsored by Social Compassion in Legislation, in the end it did pass with a unanimous vote! The final vote was 6-0. Thanks to your calls and the work of our stellar author who moved the Chair back to a "yes" vote.


The bill will ensure that threats to pets, including service and emotional support animals, and horses are included in the crime of stalking. As we all know, Californians see their pets as family. Perpetrators use that vulnerability to terrorize their stalking victims as excellently described in the hearing by Riverside County Deputy District Attorney, Nik Petersen. His testimony, along with our Nick Sackett, was most compelling.

AB 631 Passes Assembly Business & Professions Committee Unanimously!

Today, AB 631, the Animal Shelter and Rescue Data Collection Act, authored by Assemblymember Alex Lee (D-San Jose) and sponsored by Social Compassion in Legislation (SCIL), passed the Assembly Committee on Business and Professions with an initial vote of 14-0. The bill will require that all animal shelters and animal rescues to post the intake and outcome data for the animals they take into custody on their website or a third-party website, updated at least quarterly, and make the information publicly available for at least five years. 


Since the Department of Public Health stopped collecting and publishing shelter data in 2017, the public and lawmakers have no reliable data to inform policy to help combat the pet overpopulation problem. By making intake and outcome data available, advocates, animal shelters, rescues, and other stakeholders will have the information needed to make informed policy decisions and direct philanthropic dollars where they are most needed.
