Welcome to a new school year! While this year will be unlike any school year to date, the Delaware Department of Education (DDOE) is committed to ensuring that you have the information you need to support educators to be successful in supporting student learning. This A.C.C.E.S.S. newsletter will be published monthly and will serve as your one-stop-shop for all the information you need to prepare for implementing the revised evaluation system beginning in 2021-2022. This newsletter will also include resources and tools to support you to implement DPAS-II this year, and ensure that teachers receive the feedback and support they need to be successful. Implementing DPAS-II for Teachers and Specialists During the 2020-2021 School Year
|
|
On October 1, DDOE released updated guidance on DPAS-II for Teachers and Specialists for the 2020-2021 school year, which has been revised in light of the impact of COVID-19. Key features of the updated guidance include:
- Experienced and novice educators will still receive a summative rating for the 2020-2021 school year. The rating will be based on observations from the 2019-2020 and 2020-2021 school year, and will not include Component V.
- Within Components I-IV, only a subset of criteria will be measured. They are: 1b, 1d, 1e, 2a, 2c, 3a, 3d, 3e, 4a, and 4b.
- Educators will engage in goal setting to assess and monitor student learning throughout the year, and to review student growth data at the summative conference in the spring. Educators will continue to use the DSC to track student growth and to allow for a review of student growth data across the state
- All steps for DPAS-II will begin on November 1, 2020.

Please welcome Angela Socorso to DDOE in her new role as an education associate for Educator Growth and Development in the Educator Effectiveness workgroup. Angela will be responsible for the state teacher and specialist evaluation systems, supporting quality instructional pedagogy through her work to support leaders, teachers and specialists. Angela will lead DDOE's efforts to implement the redesigned teacher evaluation system.

Angela is coming to DDOE from the Smyrna School District with 32 years of experience in education. While with the Smyrna School District, Angela served as a middle school math specialist, an instructional technology specialist, site coordinator for the Comprehensive Induction Program and human resources supervisor. Additionally, Angela has supported both DDOE's school leadership priorities as well as the state’s evaluation system for administrators, teachers, and specialists.
As a lifelong learner, Angela received her bachelor's degree in elementary education from the University of Delaware, a master's degree in school leadership and instruction and has recently enrolled in the Doctorate of Educational Leadership program at the University of Delaware.

Re-engage in the Redesigned Evaluation System
|

Start Preparing NOW for the 2021-2022 Pilot
|
Over the past 2 years, DDOE has partnered a steering committee of educators from across the state to redesign the teacher evaluation system. The steering committee completed a redesign of the teacher evaluation rubric and process, and systematic testing in classrooms across Delaware. DDOE and the steering committee will focus during the 2020-2021 school year on preparing to pilot the redesigned evaluation system beginning in the fall of 2021. This pilot will help prepare for state-wide implementation in the 2022-2023 school year. Please note: All Delaware schools will continue to use the DPAS-II Teacher Evaluation System during the 2020-2021 school year.
Initiatives for the 2020-2021 transition year include:
- Providing information sessions and focus group opportunities for educators across the state to learn more about the redesigned rubric and process
- Developing evaluation guidance for special education and early childhood contexts
- Identifying and partnering with districts who will participate in the 2021-2022 pilot
- Implementing training sessions for educators in pilot districts to prepare for fall 2021

Get Caught Up: Overview of the Redesigned Rubric and Process

Earlier this spring, DDOE released two pre-recorded webinars. The first details the structure and content of the new rubric as well as the process the steering committee took to create the rubric. The second details the design of the evaluation process and key features of the approach to evaluation to be piloted in the 2021-2022 school year. DDOE is looking for districts that are interested in piloting the redesigned evaluation system beginning in Fall 2021. Pilot districts will have the opportunity to get a head start on implementing the evaluation system, and will have the unique opportunity of shaping the full implementation across the state. Planning for Virtual Teaching and Learning Courses
Educators looking for ways to build their knowledge and skill in social-emotional development of classroom climate, planning decisions for well-structured lessons, formative assessment, criteria for success, and effective feedback are invited to register for the virtual courses beginning in October. Synchronous sessions are brief along with asynchronous activities to support learning. Session dates are October 5, 6, 13, 15, and 20. Each of these five sessions will run from 4:00pm to 6:00pm with additional asynchronous learning. Participants are required to attend all five sessions, for each session builds on the next session. Educators will receive clock hours for attending all five sessions.

DPAS-II Teacher/Specialist System Credentialing
For all new evaluators and any credentialed observers whose credentials have expired, you will need to complete the courses listed below. Completion of these courses will meet current credentialing requirements and the credentialing assessment would not be required.
