Legislative Visit Day is a day dedicated to advancing the business interests of our members through interaction with elected officials. Everyone who attends will be given talking points to guide them in the meetings, and you will have the opportunity to establish your firm as an authority on important industry issues.

We will be hosting a PAC Fundraiser on Tuesday, May 14th. The LVD events will begin on Wednesday, May 15th with a Welcome Breakfast program beginning at 8:00 am (breakfast will be available at 7:30 am). The breakfast will be followed by legislative office visits, a policy luncheon, and more legislative office visits after lunch. Additionally, we are pleased to offer a special "Legislative Training Session" for first and second time attendees.

We will end the day with a reception honoring legislators, state officials, and staff from 5:00 pm to 7:00pm. This is yet another opportunity to interact with elected officials face-to-face and strengthen the relationships important to your firm and our industry.

 Legislator Spotlight: 
Senator Jim Beall
Senator Jim Beall (SD15) sent out his gratitude to ACEC California and Santa Clara Chapter member Bill Wagner. A special meeting to honor Senator Beall, hosted by the Santa Clara Chapter, took place on Monday, April 15th, 2019.

Also attending and speaking at the meeting were Caltrans District 4 Director, Tony Tavares; Deputy Director of Planning and Project Delivery (City of San Jose), John Ristow; and VTA Chief of Engineering (City of San Jose) Carolyn Ganot.

ACEC California thanks all the speakers for coming to help recognize Senator Beall for his contributions to infrastructure.

Tax on Services Survey

As you may have already heard, a potential legislative effort to extend the state's sales tax on goods and services is expected during this legislative cycle. ACEC California is a principal in a coalition to oppose the bill. As part of that coalition effort, a multi-industry study is being conducted on the negative effects that a tax on business services would bring, and in order to facilitate that research, your help is needed - please consider taking a few minutes to fill out this anonymous survey as soon as possible.

2019  ACEC Annual Convention 
Washington D.C.
The 2019 Annual Convention is scheduled for May 5-8th, 2019 at the Marriott Wardman Park in Washington D.C.

With featured speakers such as former interim Chair of the Democratic National Committee, Donna Brazile and former White House Press Secretary, Dana Perino, this year's convention will be one not to miss.

The new congress has brought a new and bipartisan focus on moving major infrastructure legislation in 2019. In addition to addressing traditional infrastructure needs - roads, bridges, transit systems, airports and water - congressional leaders, particularly in the House, envision a broader effort that may include vertical projects such as schools, as well as broadband access and even energy initiatives. More importantly, lawmakers on Capitol Hill are taking seriously the idea that the infrastructure agenda this year must include significant and sustainable funding in order to be successful.

Gov't Code 1090 (AB 626)

ACEC California has sponsored legislation this year, AB 626 (Quirk-Silva), to provide Continuity of Services reform to the state's conflict of interest statute, Government Code 1090, and prevent firms from being barred from participating on later phases of a public agency project simply for having worked on an earlier phase. We encourage ACEC California members to attend our Legislative Visit Day, May 15th (outlined below in this newsletter), to help lobby the passage of this reform.

ACEC California Salary Survey Now Closed 

The time period for participating in the 2019 Salary, Benefits & Practice Survey has now closed and we have great news: Firm participation is up from our 2017 survey and we have a 15% increase in employees covered by the survey. This will be the most comprehensive salary survey ACEC California has ever conducted and will provide firms with a robust planning resource for making compensation and benefit decisions as well as identifying prevailing business trends.

Participating firms will be contacted for pre-sale opportunities shortly. The general membership will have the ability to purchase the survey by June 1.

Scholarship Raffle and Silent Auction Prizes Needed 
Each ACEC California chapter is asked to make a donation to the 2019 Scholarship Raffle. This year we will again have a silent auction in conjunction with the raffle. Some items donated will be used for the silent auction and may be combined with other donated prizes (sponsorship of the prizes will be attributed to all donors). 2019 Publications
T he finalized package of CEQA regulation updates are here and included in our 2019 publication!

 The last comprehensive update to the CEQA Guidelines occurred in the late 1990s. Beginning in 2011, the Governor's Office of Planning and Researching and the Natural Resources Agency began informally collecting ideas on possible improvements to the CEQA guidelines. The December 28th, 2018, finalized package of regulation updates to approximately thirty sections and three appendices is the result of more than five years of research and substantial public input.
