Moderator:

Matt Maxfield joined Seton Medical Center Harker Heights in April, 2011. Prior to joining Seton and LHP Hospital Group, Maxfield served as CEO of Brownwood Regional Medical Center. In addition, he was previously Associate Executive Director of Operations for Scott & White Hospital and Clinic in Temple, Texas. He served as CEO of Coryell Memorial Hospital in Gatesville, Texas and CEO of Burleson Memorial Hospital in Caldwell, Texas.

Maxfield is a member of the Board of Trustees of the Texas Hospital Association, and is a Fellow in the American College of Healthcare Executives. He is presently serving on the Texas Workforce Investment Council state by appointment of Governor Rick Perry.

Maxfield was born and raised in Temple, Texas. He graduated from Texas Tech University with a BBA in General Business, and received an MBA from the University of Dallas.

Panelists:

Bill is a physician board certified in Preventive Medicine, Public Health and Health Care Administration with over 25 years of experience practicing clinical preventive medicine, developing public health policy and leading Army health care providers in Chief of the Medical Staff and Chief Executive Officer positions.  Currently he is assigned to the US Army Medical Command in San Antonio.  In addition to stateside assignments in California, New York, Maryland, D.C., Georgia and Texas, he served 12 years overseas in Korea and Germany and in combat tours in Iraq and Afghanistan.  Having earned his MHA from the Army-Baylor University program, he is an avid Baylor Bears fan.  Sic 'em Bears!

Dr. Buyse is an experienced physician executive who is board certified in Pediatrics and Clinical Genetics and has served in numerous leadership positions.  She is Chief Medical Officer of Scott and White Health Plan since 2009.  Scott & White Health Plan is the number 1 rated plan in all of Texas for Medicare and Medicaid. The Plan is part of a large integrated delivery system in central Texas, Baylor Scott & White Health Care.  She is responsible for all clinical quality and service delivery for all lines of business at the SWHP.  She has developed innovative approaches to transitions of care, contracting and benefit design and service delivery. Designed and produced a successful bid to launch a Medicaid product in 2012 and the Model of Care for the Medicare Special Needs plan in 2014

She previously served as president and CEO of the Massachusetts Association of Health Plans where she played a major role in policy development for 9 years including the first in the nation health care legislation providing universal health care coverage in Massachusetts. She has served as president and CEO of the Massachusetts Medical Society and served on numerous tasks forces, board and committees. In 1994 she was appointed by the governor to the Massachusetts Board of Registration in Medicine where she was Chair of the physician licensing committee.  She also served as Vice-President of Health Affairs and Medical Director for Untied Health Care of New England as well as numerous other executive positions.  She has served on the faculties of all 3 Boston Medical Schools and  been the recipient of numerous honors and awards.  She has published numerous scientific as well as policy articles and is a member of the medical honor society Alpha Omega Alpha.

She graduated from Hunter College and earned her medical degree from the Drexel University School of medicine and her masters in Preventive Health and Administrative medicine from the University of Wisconsin, Madison. She currently lives in Temple Texas with her husband who is on the faculty of Baylor University Law School.

Lisanne G. Gross, FACHE 

Lisanne Gross is currently a Group Practice Manager of Killeen Medical Home for the Department of Family and Community Medicine, Carl R. Darnall Army Medical Center. There, she is responsible for the supervision and operations of an 8,000 empaneled community based family medicine clinic. She previously served as the Senior Administrator, Primary Care and Ancillary Services; Chief, Clinical Operations Division and Chief, Managed Care Division.  Ms. Gross served in the U.S. Army Medical Service Corps, both active duty and U.S. Army Reserves and in 2002 retired as a Major for the U.S. Army. Ms. Gross received her Master's in Health Care Administration from Baylor University, and is a Fellow of the American College of Healthcare Executives.  

Jeff Cook oversees negotiating managed care agreements with all managed care payers on behalf of Seton Healthcare Family and the Seton Physician Enterprise. In addition to these functions, he develops and manages Seton's hospital pricing strategies. In the recently created Seton Health Alliance, an accountable care organization, Jeff is responsible for all aspects of development and operations.

With more than 18 years of senior managed care experience, Jeff has served in numerous roles throughout Texas, Colorado and Arizona. Prior to joining Seton in 2009, he held escalating positions within United Healthcare including Texas vice president of Network Development and, most recently, chief executive officer of United Healthcare in Texas. Jeff has a strong background in developing various forms of provider reimbursements such as global/partial capitation, specialty capitation and upside/downside incentive contracts. He has led various health plans to strong financial performance through managing premiums, creating innovative plan designs and strictly managing health care costs through various clinical redesign programs.

Jeff earned a Bachelor of Business Administration degree from Baylor University and a Master of Health Administration degree from Texas State University. He has served on various boards, including the Lymphoma & Leukemia Society, in the Austin and San Antonio areas.
