Take Action Now - FILE A WITNESS SLIP

Illinois House Bill 4456 Called for Hearing

The Public Utilities Committee will hear House Bill 4456, sponsored by Representative Laura Faver-Dias (D-62), on Tuesday, February 17th at 3:00 p.m. We need to generate as many witness slips as possible to demonstrate grassroots support for the bill. Please submit a witness slip now, as we need as many as possible before the hearing.

Why Support HB 4456?

  1. The bill clarifies the legislature's intent to establish low-income discount rates that work with LIHEAP to improve energy affordability for hundreds of thousands of Illinois households.
  2. LIHEAP eligibility could be increased to 300% of poverty if DCEO decides to do so.
  3. Administrative limits would be increased for Community Action Agencies.
  4. The bill will save utility ratepayers over $32M by forgoing a potential 2027 meter charge increase.

What's a Witness Slip?

A witness slip is an online form that records your support for the bill. Filing a witness slip takes less than two minutes. Witness slips are reviewed in committee meetings and are a way to make your voice heard.

How to File a Witness Slip

  1. Use your personal email address. Unless you are authorized to file a witness slip on behalf of your organization (such as an Executive Director or Board Member of a Community Action Agency), you should use your personal address and email address.
  2. Watch the short video below to learn how to file a witness slip. The process is simple, but be sure that you record yourself as a Proponent for House Bill 4456. That means you support the legislation and want it to pass.
  3. Confirm that your witness slip was filed. You should receive an email that your witness slip was submitted. You can also check at this link or by using the button below.
  4. Forward this email to your friends and family members. Any Illinois resident can file a witness slip. Ask your friends and family to complete a witness slip for this important legislation. Share on social media.
