What will it do?
The South Carolina Hands Free bill (S.248, 2021) will require motorists to not hold a cell phone while operating a motor vehicle. The bill is designed to also enable hands free technology and low cost equipment, define clearer parameters for allowed and restricted driver behavior, and propose reasonable penalties for breaking the law.
Why is it important?
This bill is important because 10% of fatal crashes, 15% of injury crashes, and 14% of all police-reported motor vehicle traffic crashes in 2015 were reported as distraction-affected crashes. Passing Hands Free bills has been associated with 7-15% decreases in fatalities.
Why in South Carolina?
South Carolina has the #1 highest traffic fatality rate per million miles traveled in the USA. We need a strict, fair, and easily enforced distracted driving law. At least 21 states already have enforceable distracted driving laws, and itβs time South Carolina did the same.
