ACTION ALERT: Contact Your State and Federal Legislators TODAY to Protect Housing, and Save Lives

Connecticut is facing a federal funding crisis that could dismantle our permanent supportive housing system and push thousands of people back into homelessness.

Because of the federal government shutdown, HUD released the FY2025 Continuum of Care (CoC) funding notice months late and has said it will not cover the gap. At the same time, HUD’s new rules would cut roughly 70% of Connecticut’s permanent housing funding.

If the State does not act now, people who are currently housed in permanent supportive housing could be forced back onto the streets.

What we are asking for:

We need the Governor and legislative leadership to act immediately

  • Obligate up to $70 million in contingency funding from Connecticut’s Emergency Fund to protect CoC housing statewide.
  • Allow funding to be drawn down only if needed to cover the federal gap and stabilize any federal reductions.
  • If federal funding arrives on time and in full, unused funds would not be spent and can be returned.

This is a conditional bridge to prevent avoidable evictions and homelessness.

Why this matters right now:

  • 6,500 people could lose housing virtually overnight because of HUD’s new CoC rules.
  • Connecticut already has 5,214 people experiencing homelessness, including 1,064 who are unsheltered, living outside in tents and places not meant for human habitation.
  • Our communities cannot absorb a surge this large in the middle of an affordable housing and rental crisis.

Subject: Urgent: Protect Permanent Supportive Housing – Obligate Conditional $70M Bridge

Dear [Senator/Representative Name],

I’m reaching out because Connecticut is facing an immediate federal funding shortfall that could force thousands of people out of permanent supportive housing and back into homelessness.

HUD’s FY2025 CoC funding rules, delayed by the federal shutdown, create a guaranteed funding gap starting in January 2026, and HUD has said it will not cover the gap. The new rules also cut roughly 70% of Connecticut’s permanent housing funding.

I’m asking you to urge your leadership and Governor Lamont to:

  1. Obligate up to $70 million in emergency contingency funding to Connecticut’s Continuums of Care to prevent evictions and program closures; and
  2. Allow draw-down only if needed to cover the federal gap or stabilize reduced federal awards.

This is a conditional bridge—funds are spent only if federal dollars are delayed or cut. Without this backstop, people currently housed in permanent supportive housing will be pushed back onto the streets.

Thank you for acting quickly to protect Connecticut residents and prevent a preventable crisis.

Sincerely,

[Your name]

[Your town]

Federal Call to Action:

Across the country, HUD’s changes to the CoC NOFO will trigger massive cuts, program closures, and the loss of housing for tens of thousands of people nationwide. Providers in Connecticut will not be able to sustain programs unless Congress intervenes.

The National Alliance to End Homelessness (NAEH) has created a simple tool you can use to contact your members of Congress and demand immediate action.

  • When you call or email, be sure to thank Congresswoman Rosa DeLauro, and the rest of the Connecticut delegation, for their work to sign 200 House members onto her letter to HUD requesting the Department work with Congress to prevent 170,000 people nationwide from losing their homes this winter.

  • After you call or email, mobilize your networks! Urge friends, family, colleagues, and partners in other states to contact their members of Congress using the NAEH tool linked above. The more constituents lawmakers hear from, the stronger our voices will be.
