USDA REFUSING TO TAKE PUBLIC COMMENTS ON PROPOSED RULE TO KEEP PEOPLE IN THE DARK ABOUT PUPPY MILLS
USDA FLAGRANTLY VIOLATING FEDERAL RULE MAKING PROCESS  
In an effort to protect puppy mills that abuse and neglect their animals from public scrutiny, USDA is proposing regulations that would prohibit the public from having access to USDA inspection reports of such facilities. Currently USDA has a “policy” prohibiting the release of inspection reports of puppy mills. Now, however, USDA hopes to permanently deny such information to the public and is proposing to adopt “regulations” that would prohibit the release of such reports.

Most shocking, USDA has closed the comment period on the proposed regulations prior to the 30 days allowed for public comment.

  • Please explain that public access to inspection reports of puppy mills is critical for oversight of the industry in order to ensure public safety, consumer protection, and the health and welfare of the dogs. 

  • Remind Secretary Perdue that USDA’s own staff has confirmed that public access to inspection reports is a strong deterrent to Animal Welfare Act violations. 

  • Tell Secretary Perdue to comply with the federal rule making process. Remind him that USDA unlawfully adopted the “teachable moments” rule and the “self-reporting” rule without public comment as required by law. Let him know that USDA is once again violating the federal rule-making process by limiting public comment on its proposed rule to deny access to inspection reports.
