(C4ISRNET) The American military is entering an era of great power competition, where agility and quick adaptation matters more than ever. For too long, emerging capabilities failed to bridge the valley of death and get integrated into Department of Defense programs of record. In recent years, the DoD has launched groups aiming to change the tech insertion reality, such as the Defense Innovation Unit, Joint Artificial Intelligence Center and Army Futures Command, which accelerate adoption of innovative technologies across the department.

(Protocol) President Biden's American Jobs plan has numerous explicit opportunities for the tech industry — such as ‎broadband expansion, massive investments in R&D and securing supply chains. However, some of the most ‎interesting, and potentially powerful, investments are more implicit. At the most fundamental level, Biden's ‎plan does not distinguish between — but rather interconnects — America's physical and digital infrastructure in ‎nearly all elements of his vision. Like an iceberg, this means much of the opportunity for the tech industry is ‎hidden under the surface.‎
Federal IT Experts Cite Host of Roadblocks to Tech Modernization
(Wall Street Journal) Federal lawmakers are pressing government agencies to accelerate long-running efforts to update aging information-technology systems, which are hampering services and creating security risks, they say.

The obstacles holding agencies back, federal IT experts say, are equally old: tight budgets and a short supply of skilled workers.
Senators Introduce Fresh Slate of Cybersecurity-Centered Bills
(Nextgov) “Extensive breaches and attacks of public and private networks in just the last few months have compromised our national security and shown our nation is not adequately prepared to tackle evolving cyber threats,” Sen. Gary Peters, D-Mich., said Friday. Peters and Sen. Rob Portman, R-Ohio, that day put forward the Cyber Response and Recovery Act of 2021. 
How the Federal CISO Views Zero Trust
(Nextgov) Amid a swarm of industry offerings that employ the cybersecurity buzzword, Federal Chief Information Security Officer Chris DeRusha described the essential components of what he considers zero trust. 

“I really believe it's rooted in three core principles: verifying every user, validating every device, and then within that, limiting access intelligently,” he said. “This is obviously a shift away from the prior trust model that assumed if a user is behind a firewall, then you know they can be trusted. Obviously, this isn't bearing out anymore.”

ADI Member Casey Coleman of Salesforce Testifies to Senate on IT Modernization: Cloud Adoption Is A Must
(ADI News) On Tuesday, April 27, 2021 ADI member organization Salesforce participated in a hearing for the U.S. Senate’s Emerging Threats and Spending Oversight Subcommittee of the Committee on Homeland Security and Governmental Affairs. Casey Coleman, Senior Vice President for Global Public Sector at Salesforce, was invited to testify to share her insights as the former CIO of the General Services Administration (GSA). The key takeaway from Coleman’s testimony was that modern, cloud-based platforms can support federal IT modernization.
