City of Carlsbad: VMT Guidelines Analysis


It was discovered that the City of Carlsbad administratively removed the “small project” and “near transit” exemptions from its VMT Guidelines Analysis, citing the recent County of San Diego Court of Appeals decision. It is our belief that not only does this ruling not apply to Carlsbad, but that such a change to the City’s VMT guidelines requires city council action. BIA staff spoke during public comment at Tuesday’s city council meeting requesting that the city council direct staff to correct this problematic change. We will continue to engage with the city council on this issue until it is resolved.


BIAPAC Breakfast Fundraiser


This week the BIAPAC hosted a breakfast fundraiser featuring special guests former Mayor Kevin Faulconer and Chula Vista Mayor John McCann. The BIAPAC will be engaged in the upcoming special election and 2026 elections by supporting candidates that understand the need to build more housing in our region and implement policies that make it easier and less costly to build homes. Be on the lookout for more materials about opportunities to support BIA endorsed candidates!


City of San Diego: Accessory Dwelling Unit Policy


This week, the City of San Diego's Land Use and Housing Committee will be considering amendments to the City's Accessory Dwelling Unit policy.  The proposed amendments include minimum and maximum unit size, conversions, rental terms, the number of permitted units, setbacks, replacement parking and owner-occupancy requirements. The amendments also implement Senate Bill 1211, which establishes the number of ADU homes allowed on lots with existing or proposed multifamily structures, and Assembly Bill 1033, which allows for the sale and conveyance of ADU homes. The City's ADU policy has received considerable attention recently, and we will provide an update summarizing the outcome of this hearing, and what to expect when the policy goes before the full City Council.
