FAA Proposes to Amend SMS Regulations
On Jan. 11, the Federal Aviation Administration published the long-awaited proposal to amend the applicability of Safety Management System regulations to include aircraft manufacturers and charter, commuter and air tour operators. Noticeably absent from the proposal is Part 145 approved maintenance organizations.

SMS is a set of policies and procedures where companies identify, monitor and address potential operational hazards early, before they become serious problems. U.S. airlines have been required to have SMS since 2018. The rule would support the FAA’s preventive approach that detects and corrects potential safety issues before they result in accidents or incidents. 

The proposed rule goes beyond the requirements of the Aircraft Certification, Safety and Accountability Act of 2020, which directed the FAA to mandate SMS only for aircraft manufacturers. The rule also addresses recommendations from the National Transportation Safety Board and independent review panels. Compliance times would vary between one and two years after the rule took effect, depending on the operation. The public comment period on the proposed rule will run for 60 days.

FAA NOTAM Outage Grounds Flights
This morning, the Federal Aviation Administration ordered airlines to pause all domestic departures until 9 a.m. Eastern Time on Wednesday, Jan. 11, to allow the agency to validate the integrity of flight and safety information and restore the Notice to Air Missions (NOTAM) system following an outage.

By 8:50 a.m. Eastern Time, the FAA announced that "Normal air traffic operations are resuming gradually across the United States following an overnight outage to the FAA’s Notice to Air Missions system that provides safety information to flight crews. The ground stop has been lifted. The agency continues to look into the cause of the initial problem." More...

Scholarship Available to Attend AEA Convention
Deadline to apply for Monte Mitchell scholarship is Feb. 1
This scholarship honors Monte Mitchell’s service of more than 40 years to the Aircraft Electronics Association and the general aviation industry. It will be awarded to an AEA member employee.

So, what differentiates the repair station from the competition? This is a discussion clarifying the difference between certification versus qualification. Many people use these terms incorrectly, making certification and qualification synonymous. Tens of thousands may be certificated to perform a maintenance task, but only a fraction are truly qualified. Thousands of repair stations may be certificated to perform a maintenance task, but on any given day, only a few hundred are qualified.

Avionics maintenance is a safety-critical specialization requiring highly skilled technicians operating in a quality environment. Enhanced Aero Expands Beyond Avionics
It’s been a whirlwind year for Rob Nelson, who took over his friend’s southern Illinois Part 145 repair station in 2021. In the brief time since, Nelson has built a reputation for providing high-quality avionics services, added staff, expanded into more hangar space, earned back the repair station’s aircraft maintenance contract from the airport, and won the bid to offer flight training.

When talking with Nelson in September, he was still excited a week after receiving his new repair station certificate. It meant the FAA had officially accepted his repair station manual changes and he could now operate under the name Enhanced Aero rather than Southern Sky Aviation. Innovative Solutions & Support (IS&S) received FAA supplemental type certification for its ThrustSense Autothrottle for installation on Beechcraft King Air 200 and 300 aircraft equipped with G1000 and NXi flight decks. This certification allows ThrustSense to be installed on all certified glass cockpit systems for the King Air.

West Star Aviation now offers STC for Latitude Technologies Corp. DL150 Satellite Data Unit and Iridium Antenna on Bombardier Global Express (BD-700-1A10 and BD-700-1A11) aircraft.

Pro Star Aviation announced that Clark Gordon, director of sales and marketing, retired Dec. 30, 2022.

Duncan Aviation announced that Tracy Bohaboj has accepted the position of sales representative for government programs at the full-service facility in Lincoln, Nebraska.

Genesys Aerosystems and U.K. aircraft manufacturer Britten-Norman are collaborating to certify the latest S-TEC 3100 autopilot system on Britten-Norman’s range of Islander aircraft. The modification will be available as standard on all new aircraft as well as retrofit.

Satcom Direct completed installation of the first Plane Simple Ka-band antenna on a business jet. Equipped on the company’s SD Gulfstream G550, the prototype terminal, consisting of only two line-replaceable units – the tail-mount antenna and SD Modem Unit – is testing the advanced technology hardware’s compatibility with Inmarsat’s Jet ConneX in-flight broadband service, powered by its Global Xpress constellation. Also, Satcom Direct has installed a 1,200-panel solar farm at its Melbourne, Florida, world headquarters in its ongoing efforts to reduce its carbon footprint.

Avionics Services International announced the completion of instrument panel upgrades on Beech and Piper cabin-class aircraft. The updated panels are intended to better optimize capabilities of the aircraft, reduce pilot workload and minimize maintenance costs.

Garmin announced FAA supplemental type certification for the GI 275 electronic flight
instrument in Airbus AS350 helicopters.

Southeast Aerospace received FAA STC number ST01985WI for installation of the Garmin GI 275 3.125-inch round display electronic flight instrument in Part 25 aircraft on an approved model list as an electronic standby instrument.

Carlisle Interconnect Technologies' umbrella company, Carlisle Companies, announced a commitment to achieve net-zero greenhouse gas emissions across its entire value chain by 2050.

Blackhawk Aerospace sold its majority ownership to New State Aviation Holdings, the general aviation-focused platform of the middle-market private equity firm New State Capital Partners.

Honeywell Aerospace selected AvAir, an inventory solutions provider for the aviation aftermarket, to be the exclusive worldwide distributor of its 85- and 95-series auxiliary power units, including spares for all commercial and defense applications. Honeywell also received certification to operate its JetWave MCX Ka-band Satcom terminal on the Wideband Global Satcom network used by the United States military.

MD Helicopters announced that HeliService LLC of Apopka, Florida, has signed a purchase agreement for an MD 530F helicopter.

D.L.S. Electronic Systems received the Customer Quality Service Award for 2022-2023 from the Washington, D.C.-based American Council of Independent Laboratories.

uAvionix received FAA approval to conduct beyond visual line-of-sight small unmanned aircraft flights in North Dakota. uAvionix, with support from the Northern Plains UAS Test Site, demonstrated to the FAA that it established adequate risk mitigations to satisfy required safety standards for the specified BVLOS operation within the national airspace system.

StandardAero appointed Dan Satterfield as chief financial officer. Satterfield is responsible for StandardAero’s global financial strategies, day-to-day financial, accounting and tax operations, as well as performance, reporting and long-range business planning, including investor relations, treasury, controller and audit operations.

CubCrafters acquired Summit Aircraft Skis, including the company's design and manufacturing assets, unique patents and related intellectual property, from the Summit Aircraft Corp. of Sandpoint, Idaho.

Avmax announced the sale of one DHC 8-200, MSN 468, to Auric Air in Tanzania.
