Dear AFRA members,

The AFRA BMP has been a useful tool for continual improvement and growth in the disassembly and recycling of aircraft and aerospace materials. One essential element in the AFRA Accreditation process is the annual AFRA audit. An additional and even more useful tool for AFRA accredited companies is the annual requirement for a self-audit or internal audit. The AFRA BMP includes a Checklist for the Self-Audit and is revised when the BMP is revised.
The Self-Audit is often overlooked during the course of a year as the business-side of things tend to crowd the calendar. As an AFRA Auditor, I have seen great value to companies that consistently complete an annual self -audit as it provides them the time to look inside the processes, policies and procedures through a different lens. An auditor once told me that the familiarity of a company's procedures can be compared to wallpaper. You see it every day, and yet you do not notice the patterns or shapes in the wallpaper, nor could you describe it if asked to. Often, a company is surprised when an outside auditor finds things right away that had been overlooked, and never noticed as being out of place. It's all wallpaper!
The AFRA Self-Audit program can be a vital tool to take a new look at what a company does and how they do it. Some have commented that the AFRA Self-Audit Checklist seems to be very repetitive and that is indeed true. The Checklist actually looks for both procedures and then verifies that those procedures are being followed. A closer review of the Checklist actually flows well for a self-audit. The first half of the Checklist is asking for a procedure. In BMP lanuguage, any time a procedure is called for, it is asking for a written procedure. This can be included in a manual, or work instructions and in some cases as part of a contract with the customer. The BMP is not prescriptive as to where the procedure needs to be written. From the Facility sections of the Checklist on through to the end, the checklist is calling for a verification that the written procedures are in place. For example, the BMP requires that all personnel involved in the disassembly or recycling process be properly trained. In the second half of the Checklist, the training requirements are asking for verificationthat the required training is documented. This is the case for each major section of the BMP Checklist.
There has been much activity in the past year by the BMP Development Committee, discussing and recommending revisions and improvement to the BMP. Any BMP or Standard is a living document, and revisions are necessary as practices and the industry change. It is vital for everyone to participate in this process in order to see robust and meaningful audit and accreditation processes move forward. Part of this process will of course look for ways to improve the AFRA Self-Audit Checklist. The self-audit is a necessary part of growth and forward motion for the industry.

Government Affairs Program

The Government Affairs Committee recently had a teleconference in mid-February and provided an overview of relevant European legislative and regulatory initiatives that would be of interest to AFRA, specifically, the Circular Economy Package as well as the European regulation, REACH. The Committee also identified key EU contacts and stakeholder organizations for outreach and engagement efforts. In addition, on Thursday, March 2, AFRA staff attended the Annual U.S. Chamber of Commerce Aviation Summit in Washington, D.C. The summit provided AFRA with the opportunity to network with stakeholders representing all areas of the supply chain and provided insightful educational panels that discussed innovation, market forecasts, and industry challenges.

AFRA BMP Development Committee

The BMP Development Committee met via teleconference in early January and discussed potential changes to strengthen the BMP. Concluding the past teleconference, Committee members have submitted comments, edits, and new feedback regarding improvements to the BMP.  If you'd like to get involved, please contact staff to be added to the participant list.
