GINSBURG/SCALIA INITIATIVE
ISRAEL

|
Earlier this year, the Attorney General Alliance, in partnership with the National Association of Attorneys General, led a delegation of state AGs to Poland and Israel as part of the Ginsburg/Scalia Initiative. The delegation, led by North Carolina Attorney General Josh Stein and Virginia Attorney General Jason Miyares, met with top leaders in Israel and gained deep insight into legal matters, major state policy issues, and the current state of antisemitism in the region and throughout the world.
This week, in response to the events in Israel, AGA and NAAG issued a joint statement after being contacted by the Israeli Embassy. Additionally, we have seen an outpouring of support for Israel from the state attorney general community, with so many posting on social media, making public statements, and participating in community events at home.
Several AGs issued formal press releases. Additionally, Kansas Attorney General Kris Kobach, California Attorney General Rob Bonta, and South Carolina Attorney General Alan Wilson worked with other state leaders to light state capitols in blue to express support for Israel.
A bipartisan coalition of 14 state attorneys general, led by New York Attorney General Letitia James, issued a joint statement, which is included below. Further, another coalition of 26 state attorneys general, led by Iowa Attorney General Brenna Bird, issued a joint statement, which is also included below.

New York Attorney General Letitia James led a bipartisan group of 13 attorneys general from Arizona, California, Delaware, Illinois, Kansas, Massachusetts, Minnesota, Nevada, New Jersey, North Carolina, Oregon, Pennsylvania, and the District of Columbia who released the following joint statement on the current situation in Israel and the attacks launched by Hamas:
“We are aghast and outraged at the wanton, calculated attacks on civilians going about their daily lives. The carnage, perpetrated by Hamas and its supporters, has directly led to the loss of hundreds of innocent lives and horrific kidnappings. We grieve with our Israeli siblings and with the loved ones of all those innocent lives lost in Israel and Gaza because of this surprise attack. The targeting of civilians by Hamas as well as the thousands of rockets it has fired indiscriminately at civilian targets are acts that cannot be tolerated or rationalized. Violence and terror are not the ways to achieve a lasting and meaningful peace in this conflict. Only the rule of law, mutual respect and understanding can help all sides realize true security, freedom, justice, and peace.”

Led by Iowa Attorney General Brenna Bird, a group of 26 attorneys general from Alabama, Alaska, Arkansas, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, and Wyoming in a joint statement following the terrorist attacks levied by Hamas against Israel:
"We are outraged by the terrorist attack perpetrated by Hamas against Israel. Hamas, a genocidal terrorist organization, decided to violate the laws of nations and nature in its bloody, pre-planned massacre of civilians.
Hamas murderers slaughtered hundreds of innocents—homebodies and concertgoers, Holocaust survivors and newborns. The dead are not just Israelis, but Americans and citizens of countries around the world. The images, videos, and stories still coming out since that raid are heartbreaking. Many of those videos and images were released by the perpetrators themselves. Kidnapping, torture, and rape violate the laws of all societies, of civilized states, and of war. Innocents both in Israel and in territory occupied by Hamas continue to pay the price for Hamas’s terrorist operations in Gaza and invaded Israeli territory. No sovereign nation can tolerate such terrorist operations within its borders.
We stand with Israel as it defends itself from this inexplicable and obscene violence. Israel’s remarkable resilience and restraint are exemplified by its longstanding commitment to minimizing civilian casualties while defending its people. We regret that Israel’s pursuit of justice and self-defense will cost lives. But responsibility for every life lost in this conflict can be laid at the feet of the cowardly Hamas leadership, residing in comfort in Doha, and their murderous servants. We pray for peace and safety for Israel and the rest of the Middle East."

Wisconsin Attorney General Josh Kaul, as part of Domestic Violence Awareness Month, reminded Wisconsinites of the resources available through the Wisconsin Department of Justice (DOJ) for survivors of domestic violence.

Utah Attorney General Sean Reyes announced a lawsuit, which brings claims under the Utah Consumer Sales Practices Act, against a major social media company.
|
|
|
Rhode Island Attorney General Peter Neronha announced that "an East Greenwich man has been found guilty in Providence County Superior Court of defrauding a British investor of $100,000 in a scheme centered on producing a film project based on the 1990’s HBO series 'Tales from the Crypt.'"
|
|
|
New York Attorney General Letitia James, announced new legislation designed "to help keep children safe online and prevent dangerous health consequences of addictive social media platforms."
|
|
|
Minnesota Attorney General Keith Ellison announced that his office "has obtained a settlement that requires a California student-loan debt-relief company that illegally collected fees from customers and misrepresented its services to consumers to cease operating in Minnesota and provide full refunds to its Minnesota consumers."

COMBATING HUMAN TRAFFICKING AND CHILD EXPLOITATION
|
|
Nevada Attorney General Aaron Ford and Utah Attorney General Sean Reyes provided briefings on how their offices are engaged in the fight against human trafficking with the US Department of Defense's Combating Trafficking In Persons Task Force.

|
|
Illinois Attorney General Kwame Raoul announced the his office has charged a Macoupin County man with allegedly possessing and disseminating child pornography and failing to register as a sex offender.
|
|
|
Montana Attorney General Austin Knudsen announced "a Miles City man was sentenced to 50 years in the Montana State Prison with a 15 year parole restriction on Monday following his guilty plea to sexual intercourse without consent with a minor."
|
|
|
South Carolina Attorney General Alan Wilson announced the arrest of two individuals on 22 total charges connected to the sexual exploitation of minors.
|
|
|
Arkansas Attorney General Tim Griffin announced his office is hosting the inaugural Human Trafficking Summit which will be held on October 16-17, 2023. The Summit is free to attend and is open to the public to gain an understanding of child sex trafficking and how human trafficking is the second most profitable crime in the world.

|
|
The Office of Vermont Attorney General Charity Clark announced an individual was arraigned earlier this week on five felony counts of possession of child sexual abuse material.

CYBERSECURITY AND DATA PRIVACY
|
|
|
As part of Cybersecurity Awareness Month, Indiana Attorney General Todd Rokita is alerting small businesses to rising cyber threats and providing tips for them to protect themselves and their customers.

|
|
Michigan Attorney General Dana Nessel shared consumer protection reminders following a ransomware attack at Grand Blanc, MI-based McLaren Health Care that could affect large numbers of patients.
|
|
|
Pennsylvania Attorney General Michelle Henry announced "a settlement with York-based convenience store chain, Rutter’s, regarding cybersecurity attacks that exposed information from more than a million customer payment cards."

West Virginia Attorney General Patrick Morrisey filed "his office’s objection to the 15% attorneys’ fees adopted by the Mass Litigation Panel based on the recommendation by the commissioner of the Common Benefit Fund in the state’s opioid litigation."

|
California Attorney General Rob Bonta announced sentencing in a homicide case involving a fentanyl overdose death.
|
|
|
Pennsylvania Attorney General Michelle Henry announced charges against seven individuals in connection with a Philadelphia drug-trafficking operation involving xylazine, fentanyl, heroin, cocaine, and several firearms.
|
|
|
Iowa Attorney General Brenna Bird led a 13-state coalition in filing an amicus brief in Triumph Foods v. Campbell.
|
|
DEPARTMENT OF HOMELAND SECURITY
|
|
|
Florida Attorney General Ashley Moody lead a 27-state effort to request rulemaking from the US Department of Homeland Security related to immigration policies along the southwest border.

|
|
Massachusetts Attorney General Andrea Campbell led a coalition of 23 attorneys general in filing an amicus brief with the U.S. Court of Appeals for the Fifth Circuit in the case Career Colleges and Schools of Texas v. U.S. Department of Education, et al.
|
|
|
Michigan Attorney General Dana Nessel announced the appointments of Robyn Liddell to Criminal Trials and Appeals Division Chief and Ashley Steffen to Director of Legislative Affairs.
|
|
|
Mississippi Attorney General Lynn Fitch announced her office, along with partners, will host a Continuing Legal Education class for lawyers to learn more about Mississippi’s domestic abuse laws, available victim resources and volunteer opportunities on October 18, 2023.
|
|
Vermont Attorney General Charity Clark and New Hampshire Attorney General John Formella met on the Norwich, Vermont-Hanover, New Hampshire bridge spanning the Connecticut River to “perambulate” the sister states’ border.
New Hampshire and Vermont laws require state officials, in consultation with the Attorneys General, to meet periodically to “perambulate” the border between their respective states to assure that all markers and monuments of the boundary between the two states are properly renewed and maintained. The last perambulation occurred in 2012.

Rhode Island Attorney General Peter Neronha announced significant promotions and recent hires within the Office, including appointments to a newly created cold case unit and selections to the 2023 class of the Office’s Honors Fellowship Program.

Nevada Attorney General Aaron Ford announced "he will join the U.S. Delegation to the United Nations Human Rights Committee (HRC) in compliance with the International Covenant on Civil and Political Rights (ICCPR) in Geneva, Switzerland from Oct. 17-18, 2023."

|
|
Airlines For America announced "October is National Disability Employment Awareness month as well as the 37th anniversary of the Air Carriers Access Act (ACAA). Throughout the month, U.S. airlines are affirming their progress in improving air travel accessibility for passengers with disabilities."
