AIA Kentucky Weekly Legislative Report for the Week Ending January 16, 2026.


The 2026 General Assembly began Tuesday, January 6. There have been a lot of logistical changes around the capitol campus. The main capitol building is closed for renovations that will last at least the next three years. In its place, legislators are currently meeting in a temporary building with no public access. The annex building has an increased state trooper presence and limitations on where people can wander or loiter. Additionally, the second floor of the annex – the office floor for members of the Senate – now requires signing in like the office floors for members of the House. 


The Governor has filed his budget for the biennium, but the legislature has not. Speaker Osborne mentioned that it would not be filed until it is ready and gave no timeline for when that would be.   


The General Assembly has filed over 500 bills so far this session. Despite the large number of early bills, there are only a few we are currently watching. 


HB 206, filed by Representative Nima Kulkarni (D), modifies the state building code to allow for single exit residential buildings less than 6 stories. It is unlikely to move.


HB 254 is the return of Representative William Lawrence’s (R) bill on temporary structures, which includes the language we negotiated in 2024. He is not seeking re-election this year so if it does not pass this session, it is likely dead for the foreseeable future. 


There have been a couple of bills (SB 76, HB 405) that place limits on levying occupational license taxes. SB 76, filed by Senator Amanda Mays-Bledsoe (R), increases the population threshold from 300,000 to 500,000 for a county to be able to levy an occupational tax. Currently Jefferson County is the only county in the state that would meet that threshold. HB 405, filed by Anne Donworth (D), places additional requirements on a board of education prior to levying or increasing an occupational license tax but likely will not move. 


HB 68, filed by Representative John Hodgson (R), requires a land development plan or subdivision plan to seek an agreement from an adjacent county if the development would have a substantial impact on the infrastructure of that county. There have also been roughly 20 bills filed that pertain, in some capacity, to affordable housing.
