AIA Kentucky Weekly Legislative Report for the Week Ending April 3, 2026.


Last week marked the final days before the veto recess, with the General Assembly passing well over 100 bills in a flurry of late-session activity. The final day extended late into the night and was not without drama, featuring heated exchanges, explosive testimony, and even majority party members taunting the minority with bingo cards of frequently used floor remarks. Despite the theatrics, lawmakers advanced several priority measures, including HB 500 (the executive branch budget), HB 757 (the revenue bill), and HB 900 (the one-time expenditure bill).


The Governor now has 10 days from enrollment, excluding Sundays, to either veto legislation, sign it into law, or allow it to become law without his signature. The General Assembly is scheduled to return on April 14 for the final two legislative days, during which they can override vetoes and attempt to move any remaining legislation across the finish line.


SB 225, relating to the residential building code, was ultimately folded into SB 9, the broader housing bill, along with several other housing-related measures. SB 9 has passed the House with a committee substitute incorporating these changes but still requires Senate concurrence. That action is expected to be among the first items taken up when lawmakers return.


Meanwhile, SB 195, addressing tort reform for roadway infrastructure projects, has cleared both chambers and is now awaiting action from the Governor.


Although the final two days will largely focus on veto overrides, nearly 100 bills technically remain in play. As last week demonstrated, legislation previously considered “dead” can quickly reemerge as amendments to viable bills. Accordingly, maintaining close attention in the final days of session will be critical.
