About the Funding


Arizona Emergency Medical Systems, Inc. (AEMS) has received $100,000 in funding from the State of Arizona to support education efforts which expand paramedics in the Central Arizona rural workforce.


Funding will be awarded to rural Fire Departments/Districts and Transport Agencies for the sole purpose of elevating one of their currently employed EMCT-B candidates to an EMCT-P by funding their paramedic training.


For this funding, rural is defined as those Fire Departments/Districts or Transport Agencies serving the Central Arizona Region in Pinal and Gila Counties. Those Fire Departments/Districts or Transport Agencies serving Maricopa County are eligible if they are not part of the Automatic Aid System. Hospitals are not eligible for this funding.


Additionally, we recognize that there are some Central Region Fire Departments/Districts and Ground Transport Agencies that may primarily affiliate with other Regions instead of AEMS. However, this funding is intended for AEMS' affiliated organizations only.

AEMS represents the largest EMS region. While our goal is to grant awards that fully fund an EMCT-B’s paramedic education, the amount of the funding awarded will depend on need, number of applicants, and an organization's ability to share in the cost. Thus, some award recipients may only receive partial funding.


IF your Fire Department/District or Transport Agency is awarded funding, your EMCT-B candidate MUST be identified by May 31, 2023. Funds awarded may only be applied toward costs of tuition, books, and other coursework materials. Additionally, this funding may only be applied to the paramedic education of existing EMCT-B staff.


All funds awarded MUST be expended by *July 31, 2023.

*An extension may be granted pending status of registration process.

The Paramedic Education Funding Process

Four Steps


1. Needs Assessment & Application


Our first step in this funding process is for all eligible organizations to complete a Needs Assessment and Application


Needs Assessment. We ask for your organization’s cooperation in completing this assessment to help us determine your staffing challenges and needs. It is important that you thoroughly detail and document your paramedic needs as it pertains to your organization and area served. The information provided should support your funding request.


Terms of Agreement & Application. Upon completing the Needs Assessment, you will be redirected to the Terms of Agreement and then the Application. It is important that you thoroughly read and understand the Terms of Agreement, which details our expectations and requirements of how the funding must be managed and expended by your organization if you are selected as an award recipient.

is January 27, 2023.

If you plan to participate in this funding process, please be mindful of the following:


  • An Organization's Authorized EMS contact must be the one who completes the Needs Assessment and Application. For a Fire Department/District, the authorized EMS Contact should be the Fire Chief or their Designee. For a Transport Agency, the authorized EMS Contact should be an individual with budgetary responsibilities.


  • Only one Needs Assessment/Application per organization.

  • All applicants are expected to participate in our Funding Priority Distribution Meeting on Thursday, February 6, 1:00-5:00pm, on Zoom. More details about this meeting will be sent to you after we receive your application.


  • While our intention is to offer fully funded education awards, AEMS has a limited amount of funding - $100,000 - for the Central Region, which is composed of over 100 EMS agencies. Therefore, we ask that you request only what you NEED, not what you want. If you are organization can share in the cost, it may allow other organizations to share in the funding.


  • Your organization's staffing needs, as identified in your completed Needs Assessment, should be consistent with and support your Application.

2. Funding Priority Distribution Meeting

The second step in our process is the Funding Priority Distribution Meeting.

Because AEMS supports an equitable, collaborative, and cooperative process, we will be employing our successful Provider Grant process from the past, now known as Funding Priority Distribution Meeting. This will allow ALL those applying for funding to help AEMS determine which organizations should receive the funds, based on a priority rating system. The goal of our Funding Priority Distribution Meeting is to maximize the allotment of these funds so as many organizations as possible may receive some benefit.


All applicants will be expected to partake in the Funding Priority Distribution Meeting where they will be provided the opportunity to present their needs, answer any questions, and prioritize which organizations should receive funding.


It is important to note that we are anticipating more applications than the funding permits. Therefore, not all organizations may receive funding. Through the collaboration and cooperation of all applicants, the Funding Priority Distribution Meeting will help us identify those organizations that have the most need for a paramedic.

3. Funding Distribution

The third step in our process is the Funding Distribution. Per the requirements detailed in the Terms of Agreement, the funding distribution to the awarded recipients will be processed upon receipt of invoice and supporting documentation if received by June 30,2023.

4. Documentation & Final Reporting

The fourth and last step in our process involves Documentation and Final Reporting. Per the requirements as detailed in Terms of Agreement, award recipients must be accountable to AEMS and will be required to submit pertinent information, updates, and a final report relating to funding progress and completion. All funds must be expended by the awarded recipient by *July 31, 2023 (*An extension may be granted pending the status of the registration process.)
