By integrating these insights, agencies can better support families and improve outcomes for children.

Response to the Proposed Rule on the SNAP Provisions in the 2023 Fiscal Responsibility Act
In June, APHSA submitted a response to the proposed rule on the SNAP provisions in the 2023 Fiscal Responsibility Act. It outlines our members’ appreciation of the proposed rule’s provisions related to new work requirements and time limit exceptions, as well as screening and assigning countable months. It also provides specific recommendations related to equipping state agencies to deliver positive customer experiences to SNAP applicants and recipients.

Local CEO Retreat Planned for September
After the success of the Local CEO Retreat held in Arlington, VA in conjunction with the APHSA National Human Services Summit, APHSA is planning a Local CEO Retreat for the fall. Local CEO Retreat's bring together city and county human services leaders. The event will be held in Monterey, CA from September 24-26—an official announcement will be released soon.

Transition Age Youth In-Person Convening
Youth Villages and Foster Club held an in-person convening in June that spotlighted permanency and community connections in relation to transition age youth. This national collaborative brought together seven states and 10 lived experience leaders to explore permanency and community connections for transition age youth by identifying resources and success factors.

APHSA Collaborates with Child Support and Workforce Partners
The Office of Child Support Services (OCSS) published a notice of proposed rulemaking (NPRM), Employment and Training Services for Noncustodial Parents in the Child Support Program on May 31. APHSA's Rebekah Sides and Khristian Monterroso have worked with the National Association of State Workforce Agencies (NASWA), the National Council of Child Support Directors (NCCSD), and the National Child Support Engagement Association (NCSEA) to raise awareness about the open comment period and enhance understanding about the challenges and opportunities the NPRM raises for each organization's members.

NASCCA Retreat in August
On August 2, APHSA is hosting a retreat for the members of the National Association of State Child Care Administrators (NASCCA). This one day, in-person event will focus on coming together to determine the challenges and opportunities for NASCCA/APHSA members, and how they can inform organizational structure as we work together to support Child Care and Development Fund (CCDF) admins over the next year and beyond.
