Terminals: Innovations and Efficiencies


The goal of this session is to highlight best practices in terminal operations to achieve greater efficiencies and sustainability. Panel members include:

  • Moderator: Joe Carrillo, Regional Vice President, SSA Pacific: Joe Carrillo serves as Northern California’s Regional Vice President for SSA Pacific Inc., a subsidiary of global terminal operator SSA Marine. Joe is in his 17th year with SSA Marine and has gained a wealth of knowledge regarding global supply chain processes. 
  • Stephanie Snider, Manager, Operating Performance (Burnaby/Westridge Terminals), Trans Mountain: Stephanie has worked with Trans Mountain since 2012, beginning on the Expansion Project and now works with Burnaby Westridge terminals team to monitor and optimize performance. Stephanie brings the perspective of liquid bulk terminal operators to the panel.
  • Abigail Struxness, Director of Sustainability, SSA Marine: Abigail and the sustainability team support the development and implementation of zero emission equipment projects across all company divisions, to support decarbonization goals. She also collaborates with stakeholders on infrastructure development, including strategies to secure and implement grant funding. Abigail represents both cruise and bulk cargo perspectives for the panel.
  • Joel Werner, Chief Operating Officer, DP World Canada: Joel has over 25 years of operational management, infrastructure delivery and consulting experience. He has spent the last 20 years in the port industry, managing port operations, equipment acquisitions and terminal expansions. Currently holding the role of Chief Operating Officer for DP World in Canada, his responsibilities include leading the strategic execution of all Canadian operations.

One Waterway, Two Legal Systems



American Maritime Lawyer Alan Goldstein and Canadian Maritime Lawyer Peter Swanson discuss where Canada and the U.S. agree, disagree, cooperate and conflict on major maritime issues.


Peter Swanson, Partner, Bernard Barristers | Solicitors: Peter is a founding partner of the firm with over 35 years of professional legal experience. Peter’s maritime case work involves carriage of goods by sea, civil and regulatory liability for ship source pollution, collisions, chartering and other contract disputes, maritime lien enforcement or response, ship arrest and sale, advice in response to port state control actions, immigration in the context of shipping, as well as constitutional issues arising in the context of “navigation and shipping”. 


Alan K. Goldstein, Principal, Law Office of Alan K. Goldstein: Alan specializes in admiralty and maritime law including the laws governing ports and port authorities. Recognized in America’s Best Lawyers, as a Super Lawyer and as AV Preeminent by Martindale Hubbel, the highest possible rating. Alan is based in the San Francisco Bay area and practices across a broad geographic region including the Pacific Rim. 

Leadership, Recruitment, Retention and the Role of the Port Commission


Shey-Harding Executive Search’s Managing Partner Susan Dvonch is joined by Katie Miller, Deputy Port Director, Administration, Port of Stockton, to enlighten attendees on the keys to building an effective team. Renown for their successful recruitment strategies, Miller and Dvonch will review the current state of the industry for hiring and retaining Port leaders then delve into the role of the Board in hiring new executives and how a strategic plan comes into play in recruitment. Additional topics to be covered include salaries, perks and titles, as well as retention considerations.


Susan Dvonch, Managing Partner, Shey-Harding Executive Search: Susan brings over 20 years of experience in executive search and management consulting. Joining Shey-Harding in 2003, she has successfully completed numerous executive search assignments for diverse clients across various industries. In 2007, she assumed the role of Managing Partner and has since led numerous C-level searches for both public and private sector clients across the United States.


Katie Miller, Deputy Port Director, Administration, Port of Stockton: Katie leads strategic initiatives in talent acquisition, risk management, compliance, and board consulting, while overseeing a diverse portfolio that includes human resources, information technology, emergency management, and organization-wide records and public records requests. She brings over three decades of experience in human resources across public, private, and non-profit sectors. 

The Elephant in the Room -- Ship Dismantling and Recycling


Alex Rueben, Executive Director for the Association of British Columbia Marine Industries (ABCMI) and Catherine Hofmann, Principal, Catherine Hofmann Law, highlight the issues and implications of regulations covering ship recycling and the resulting implications for ports. Rueben will focus on results from a recent Transport Canada study; and Hofmann will discuss the global context in which it sits.


Catherine Hofmann, Principal, Catherine Hofmann Law: Catherine recently retired from and is a former managing partner of Bernard LLP, one of Canada’s leading law firms focused on the marine industry. She frequently advised clients on the purchase, (de)construction, sale, importation, and financing of vessels and negotiated all manner of marine and other commercial agreements, including leases and licenses of crown and federal land. Ship recycling and the development of new federal and provincial law and policy in this area is a particular passion of Catherine’s and she has spoken at conferences and forums in Canada and Europe on this topic.


Alex Rueben, Executive Director, Association of British Columbia Marine Industries: Captain Alex Rueben, PEng, MSM, retired from the Royal Canadian Navy (RCN) in 2012 after 35 years of service. A marine engineer, he held various senior appointments in the RCN concluding as Chief of Staff of the Navy on the Pacific Coast. Alex was the founder of the West Coast Shipbuilding and Repair Forum and helped found the ABCMI where he has been the Executive Director since January 2018. Alex also helped found the Centre for Ocean Applied Sustainable Technologies (COAST) and remains part of its Advisory Council.

Port of San Diego wins Green Port Award at Breakbulk Europe


May 29, 2025 — The Port of San Diego won the Green Port Award at the 2025 Green World Awards presented at the Breakbulk Europe Conference on May 13, 2025. This international recognition celebrates the Port’s leadership in sustainable maritime operations through the implementation of the Port’s Maritime Clean Air Strategy (MCAS), advancing zero-emission (ZE) technologies, and helping improve community air quality. To date, the Port and its partners have committed more than $227 million toward ZE initiatives.

Port Authority of Guam reviews Division progress and challenges in mid-year update


May 29, 2025 — The Port Authority of Guam has released its Management Performance Assessment (MPA) for the Fiscal Year 2025 Mid-Year Review, highlighting steady progress across all divisions and the continued implementation of reforms aimed at improving accountability, operational performance, and financial stewardship.

Port of Everett’s new economic benefits study: Building hybrid ferries in state good for Washington economy


May 28, 2025 — A new independent study by Pennsylvania-based Martin Associates confirms the economic value of building the new Washington State Ferries hybrid fleet in-state, showing that each ferry constructed in the state would generate 1,298 jobs and $31.9 million in state and local taxes.

Port of Skagit honored with two awards


May 22, 2025 — The Port of Skagit has received two awards from different organizations this month, recognizing their work on important projects at the Port’s marina and airport.

The Washington Public Ports Association (WPPA) honored the Port of Skagit with the 2025 Environmental Stewardship Award for the Vessel Turn-in Program the Port hosted at the La Conner Marina last summer. The Port partnered with several different agencies to coordinate and host the event including Dept of Natural Resources, Dept of Ecology, Skagit County, Swinomish Tribe, NW Straits and others.

Port of Hueneme leads global conversation on trade and resiliency at 12th Annual Trade Month Summit


May 22, 2025 — President Franklin Roosevelt established World Trade Week in 1935 to recognize the importance and benefits of global trade to the local and national economy. This year, the Port of Hueneme welcomed trade partners from around the world with a focus on “Resiliency – A Path Forward” that included participation from The Department of Commerce officials, local elected officials, business leaders and consuls who shared information focused on the current state of the supply chain, the economy, and global trade.
