The APP is very pleased to welcome Davies Transportation Consulting Inc. (DTCI) as our newest Associate Member. With over 35 years of experience as a transportation economist, Founder and Principal Philip Davies brings a wealth of knowledge to the Association. “We specialize in drayage, port operations, goods movement and land use, intermodal facilities and shortline railways, and economic analysis and program review,” he said when asked about the services of DTCI. Indeed, a quick review of Davies’ website shows numerous examples of large and complex projects that encompass transportation economics, logistics, social impacts, environmental issues, and technology.

Upon rejoining, HDR’s Frank Proctor, Maritime Market Sector Leader for the Pacific North West, noted that he was looking forward to participating in the APP’s efforts to build relationships and create networks among Pacific Ports. “HDR Engineering works with ports of all sizes to provide a wide range of services, including economics and finances, engineering, environmental services, planning, project delivery, research and much more,” he said, adding that the HDR team strongly believes that collaboration is the best way forward for any endeavor. Tips and Tools for Valuation of Ports and Port Projects

The APP is pleased to present this webinar (via Zoom) in which Kate Quiqley and Lauren Knapp and from the National Oceanic and Atmospheric Administration’s Office for Coastal Management (NOAA’s OCM) provide an overview of economic valuation methods and tools for port projects and for ports themselves. Some of the methods explored include benefit cost analysis, cost-effectiveness analysis, input-output analysis, and regional economic accounting. Other methods useful in valuation of resilience projects are also discussed. Special focus will be paid to economic terminology and working with an economist to get what you need as well as useful data sets for valuation.
This session will be useful for ports in any country.

New RV resort, bike & pedestrian path now open on Chula Vista Bayfront
May 5, 2021 — The Port of San Diego, the City of Chula Vista and Sun Communities, Inc. celebrated the completion and opening of the first major developments of the Chula Vista Bayfront Project to be built – Sun Outdoors San Diego Bay RV resort and Sweetwater Bicycle Path & Promenade – (Sweetwater Path) on Tuesday, May 4, 2021.
“Sun’s premier, waterfront RV vacation experience and the beautiful Sweetwater Path allow visitors and the public to enjoy more of the Chula Vista Bayfront and its natural resources than ever before,” said Commissioner Ann Moore, Chula Vista’s representative on the Port of San Diego Board of Port Commissioners. “This is just the start of the Chula Vista Bayfront transformation that the South Bay community has wanted for a long time. The Port is proud to be a part of making it happen.”

Albion Zero – true zero-emission ferry
May 4, 2021 — Albion Marine is proud to be on the front lines of new electric and hybrid propulsion technologies for existing fleets and new builds. It is already a few years since we have completed a concept design for an actual zero-emission cable ferry- Albion Zero. The concept utilizes solar power and the power of river streams to generate sufficient charge for ferry operation. The ferry carries eight vehicles or two large trucks and capable of operating in shallow waters. The vessel does not need an electric grid, and it does not utilize engines during the regular process.

COVID-19 Update – Port of Alaska maintaining normal cargo operations during pandemic
May 1, 2021 — Matson and TOTE deliver more than 80 percent of all containerized cargo shipped into Southcentral Alaska in two ships each per week that generally arrive in Anchorage on Sundays and Tuesdays. These vessels normally depart Port of Tacoma (WA) on Wednesdays and Fridays and take a little less than three days to reach Anchorage, depending upon weather, tides, etc. TOTE services Alaska with two ships that sail directly between Tacoma and Anchorage. Matson uses three ships that also provide twice-weekly service to Kodiak and once-weekly service to Dutch Harbor.

PortLink partners with Wärtsilä on innovative smart port project
April 29, 2021 — PortLink and Wärtsilä Voyage have partnered with Tanger Med Port Authority, the largest Mediterranean and African container port, to take a new step forward in global port efficiency by co-developing a new cutting-edge Port Management Information System.
Both organizations sealed their long-term commitment to deploy modern Smart Port tools for port operations and #digitalization – including implementing Just-In-Time #JIT solutions, #machinelearning and #AI as well as other innovative solutions.

Port of Skagit Commissioner Bill Shuler to retire
April 28, 2021 — After nearly 12 years as a Port Commissioner and decades of meaningful service to our community, Port of Skagit Commissioner Bill Shuler is retiring at the end of the year.
Shuler has served on the Port Commission since 2010 in District 3, which includes Sedro-Woolley and eastern Skagit County. During his time as Commissioner, his commitment to identifying and building opportunities for economic development and good family-wage jobs was steadfast.
“The Port has been truly fortunate to have a man of Bill Shuler’s experience and wisdom filling the role of District 3 Commissioner for the past 11 years, and he fully deserves a major part of the credit for all the things the Port has accomplished during that time frame,” stated Port of Skagit Commission President Dr. Kevin Ware. “On a personal note, Bill has a dry, self-effacing sense of humor that has made him just a delight to work with. We will all definitely miss his presence at our meetings next year.”

Grant funds will help with Port of Newport projects
April 28, 2021 — A temporary pause on a Port of Newport project happened for the very best of reasons, as Port Commissioners learned at their monthly meeting on Tuesday night.
Commissioners had given General Manager Paula Miranda the go-ahead at the end of February to proceed with a structural evaluation of the Rogue Seawall at a price tag of $58,500. The project would be partially underwritten by a $12,900 grant from the Lincoln County Community and Economic Development Fund, with the Port on the hook for the balance. Miranda had one other funding opportunity in mind and reported the outcome of those efforts to commissioners this week.
“We have been awarded another grant in the amount of $43,875 for the Rogue Seawall Engineering Inspection by Business Oregon,” the GM reported. Thanks to the additional grant, the Port is now responsible for only $1,725 of the total cost.

Port of Long Beach welcomes Spacex
April 26, 2021 — The Long Beach Board of Harbor Commissioners on Monday approved a new sublease agreement with Space Explorations Technologies Corp. – known widely as SpaceX – to provide the company with a marine terminal for its West Coast rocket recovery operations.
On Saturday, May 1, the pioneering space technology company will take over part of a waterfront, wharf-equipped Long Beach facility vacated just over one year ago by Sea Launch, a commercial satellite launching company that had been based at the Port for 20 years.
“We’re extremely pleased to reach an agreement that will bring Space Exploration Technologies Corp. to the Port of Long Beach. This pact will benefit both parties,” said Long Beach Harbor Commission President Frank Colonna. “We welcome SpaceX to the Port family.”

HDR partners with OSU to permit marine renewable energy test facility
April 26, 2021 — The Federal Energy Regulatory Commission has issued Oregon State University a license to build and operate the first commercial-scale, utility grid-connected wave energy test site in the U.S. HDR supported OSU through the FERC licensing process and led development of the FERC license application documents for the unprecedented marine renewable energy test facility.
“This is a significant milestone for Oregon State and for PacWave, but it is also an important milestone for the industry, because of the project’s approach to addressing environmental uncertainty and its overall commitment to advancing the state of marine renewable energy,” said PacWave Project Manager Justin Klure. “The knowledge developed during this process and the precedent set for how to approach new projects like this will likely be used for years to come.”

Port of Columbia County sees economic growth ahead
April 23, 2021 – (By Doug Hayes, Executive Director) The Port of Columbia County plays an important role in the attraction, retention, and expansion of businesses in the port district, which spans the entire 51-miles of Columbia River frontage of Columbia County, Oregon. The top priority for the Port in 2021 continues to be economic growth, specifically development at the Scappoose Airport, McNulty Creek Industrial Park in St. Helens, and Port Westward Industrial Park in Clatskanie.
The Port recently completed a 31,500-square-foot building at Scappoose Airport that is currently available for lease to a light industrial tenant for aviation uses. The building includes 27,000 square feet of clear-span hangar space with complete fire protection and 4,500 square feet of office space. The Port worked closely with local and State Fire Marshal’s offices, State Building Codes Division, and other key stakeholders to implement a suitable and affordable fire protection solution for this project, possibly making it a model for new airport projects statewide.
