Ports and Technology: Now What? In Saipan, Konrad Mech spoke about trends affecting ports, and the similarities and differences that influence management decisions of each unique Pacific Port. That presentation concluded with a tool kit to help port managers make great decisions about their infrastructure. In this presentation, Konrad expands on the trends that place competing demands on budgets and personnel resources. What’s more important – inspecting and repairing piles? Repaving the deck? Upgrading Ship-to-Shore and gantry cranes? Does it make more sense to hire contractors and professionals, or do you train up and invest in your own equipment? Konrad provides a framework for project decisions, so that port owners, stakeholders, contractors and service providers are aligned. In the end, it’s all about the workflow.

OCIANA: Collaborative Platform for Logistics Optimization and Security -- This presentation from Robert Marshy, Chief Technology Officer with GSTS, introduces OCIANA, an intuitive web-accessed platform that provides both security and logistics optimization, backed by AI and global satellite data. Several ports, pilotages and vessel operators contributed directly to OCIANA’s growing suite of capabilities. This will include a live demonstration.

Port of Alaska Modernization Program (PAMP) update and seismic resiliency considerations -- John Daley, Engineering Manager, Port of Alaska Modernization Program, will give an update on the status of recently completed, on-going, and planned work for the Port of Alaska Modernization Program. He will also outline seismic resiliency considerations that are being advanced with the program.

APP welcomes (back!) Business Oregon
The Association of Pacific Ports is pleased to welcome (back!) Business Oregon as our newest Associate Member. With one in six jobs in the State attributable to port activity, Oregon’s Economic Development Agency – Business Oregon – places a high priority on working with the 23 public ports in Oregon to support economic development initiatives. “We are involved in all sorts of public infrastructure investments with the aim of supporting economic development in the state,” said Courtney Flathers, Business Oregon’s Ports Program Policy Coordinator. “We also support private businesses through tax incentive programs, innovation, entrepreneurship, and global recruitment, for example.”
As the key point person for ports, Flathers works with colleagues across the agency to facilitate projects that fall under the Port Planning and Marketing Fund as well as the Port Revolving Loan Fund.

Seaport San Diego proposal moves forward, Board of Port Commissioners advances it to environmental review
November 9, 2022 — The Port of San Diego Board of Port Commissioners has authorized staff to begin the environmental review process for the Seaport San Diego project proposed by 1HWY1 for the potential redevelopment of the Central Embarcadero along San Diego Bay.

Port Alberni Port Authority puts 97′ concrete float up for sale
November 9, 2022 — The Port Alberni Port Authority (PAPA) is selling a 97′ long by 8/wide section of concrete float/ as is where is. The dock is thirty-plus years old. AU sealed bids must include name, address and phone number of bidder and dollar amount bid. There is a minimum of five (5) days from the offering until the closing of the sealed bid collection. The sealed bidding is for public and PAPA employees alike and limited to one entry per person. A review of the bids will be conducted by the Director of Finance and one other PAPA employee that is not involved in the sealed bid process to obtain the asset.

Singapore, Long Beach, L.A. Ports to establish green, digital shipping corridor
November 7, 2022 — The Maritime and Port Authority of Singapore (MPA), Port of Long Beach, Port of Los Angeles, and C40 Cities have begun discussions to establish a green and digital shipping corridor between Singapore and the San Pedro Bay port complex. The corridor will focus on low- and zero-carbon ship fuels, as well as digital tools to support deployment of low- and zero-carbon ships.

November 4, 2022 — Best Best & Krieger LLP is pleased to congratulate Ruben Duran, who was awarded the International Municipal Lawyers Association’s “Brown, Mulligan, Rocha Distinguished Public Service Award” at the 87th IMLA Conference on Oct. 21-22 in Portland, Oregon. New gate booths build resiliency at Port of Guam
November 4, 2022 — Progress continues at the Port Authority of Guam as the agency has completed the construction of new concrete gate booths. The two new state-of-the-art gate booths replace the smaller corroded metal booths and are a part of the Port’s efforts to modernize the commercial seaport. The gate booths are the entry and exit points for all inbound and outbound cargo.

Port of Hueneme welcomes new Liebherr electric-hybrid crane
November 3, 2022 — The Port of Hueneme, known as the fourth largest container Port in California, welcomed another Liebherr electric-hybrid crane–an investment made by Ports America stevedoring. The crane’s arrival marked another important step in the Port’s partners continued investment in zero-emissions technology and focus on operational reliability, as the new crane is also going to be replacing another one that’s going to be decommissioned.

Matson to add three LNG-powered Aloha Class containerships
November 2, 2022 — Matson, Inc. (“Matson”; NYSE: MATX) has announced that its subsidiary, Matson Navigation Company, Inc., a leading U.S. carrier in the Pacific, has signed contracts with Philly Shipyard Inc. to build three new 3,600 TEU* Aloha Class containerships for an aggregate price of approximately $1 billion. The first vessel is expected to be delivered in the fourth quarter of 2026 with subsequent deliveries in 2027.

Port of Stockton awarded $9.6 million grant for rail upgrade
November 2, 2022 — The United States Department of Transportation (USDOT) Maritime Administration (MARAD) announced $703 million in grant awards for the Port Infrastructure Development Program (PIDP), a greater amount than any year in the program’s history. The Port of Stockton received $9.63 million for the Rail Rehabilitation & Upgrade Project. The Project will improve the Port of Stockton’s lead track by replacing and upgrading approximately 13,400 feet of existing rail. “We have tirelessly been working to make improvements to the Port to ensure critical cargo is transported efficiently and safely, this grant will help enormously with the plans we’ve had in place for modernizing the Port.” – Kirk DeJesus, Port Director.

Port of Redwood City conducts full scale emergency preparedness exercise and announces Port Securit
October 31, 2022 — The Port of Redwood City facilitated its annual full scale emergency preparedness exercise on Thursday, Oct. 13. The Port’s strategic location allows the agency to serve the Silicon Valley region and support emergency preparedness and response. This year’s event focused on active shooter, hostage aboard a vessel and building collapse exercises that included an emergency operations center and field play response simulation with over 130 players. Port Commissioners and staff were joined by safety and security partners including City of Redwood City Police, Fire and Communications Departments, Woodside Fire Protection District, Central County Fire Department, Menlo Park Fire Protection District and members of FEMA Task Force 3 for the half-day exercise. Due to the pandemic, this year’s full scale exercise was the first operation since 2019.

Anchorage to get $69M for port repairs as part of federal infrastructure bill spending in Alaska.
October 31, 2022 — (Anchorage Daily News) — Congressional and local officials this week welcomed news that the Port of Alaska is set to receive $68.7 million in grant funds from the U.S. Department of Transportation. The money is part of a larger bundle of federal spending on “port-related infrastructure and ferry terminal projects” approved under the Infrastructure Investment and Jobs Act that passed last year in Congress, according to U.S. Sen. Lisa Murkowski’s office.

Hualien Port builds Sea Weather and Real-time Response System
October 28, 2022 — In order to grasp the marine weather information of various commercial ports in Taiwan in real time, Taiwan Port Co., Ltd. cooperated with the Transportation Research Institute of the Ministry of Communications to build a “Sea Weather and Real-time Response System”. The Hualien Port was completed on October 7, 111. , The “Sea Meteorology and Immediate Response System” can detect swell, wave height, wind speed and visibility in the Hualien Port area. The visibility meter is installed on the green lighthouse platform of the West Embankment of Hualien Harbor, and the wave current meter is installed in the port area. The three piers #25, #17, and #9 inside and outside the port and 0.2 nautical miles outside the dike mouth, monitor the dynamic data of waves, tides and currents inside and outside the port at any time, and provide the most real-time marine meteorological observations.

MARAD awards $25.5 million PIDP Grant for Port of Grays Harbor Terminal 4 Expansion & Redevelopment Project
October 28, 2022 — The United States Department of Transportation Maritime Administration (MARAD) has awarded the Port of Grays Harbor a $25.5 million Port Infrastructure Development Program (PIDP) grant for the Terminal 4 Expansion & Redevelopment Project. The grant will be matched by $21.35 million in non-federal funds.
