Conchita Taitano, Port Authority of Guam, elected as new president of the APP


The Association of Pacific Ports (APP) is pleased to welcome Conchita Taitano as our newly elected President. Representing the Port Authority of Guam, Ms. Taitano assumes the role following the tenure of Ian Marr, President and CEO of the Port of Nanaimo, host of the recent APP 111th Annual Conference. “Guam is honored with this opportunity to lead,” said Ms. Taitano, adding that she was looking forward to welcoming Association members to Guam for the APP’s 112th Annual Conference in August 2026.


Serving on the Port Authority of Guam Board of Directors since 2022, Ms. Taitano, currently Vice-Chairperson for the Board, leads the portfolios of Port Sustainability and Climate Change Resilience, Liquefied Natural Gas (LNG) development, and Environmental, Social, and Governance (ESG) frameworks. She was the focal point for Guam’s groundbreaking Zero Waste Plan and served as Executive Director of the Zero Waste Working Group under gubernatorial appointment.

Highlights of the APP's 111th Annual Conference


As host port of the APP’s 111th Annual Conference (August 10 to 13, 2025), the Port of Nanaimo is to be congratulated for organizing such a successful conference! Comments from the exit survey noted the interest and relevance of sessions balanced with fun and engaging networking events. “Fun location, great hosts, good scheduling and activities; a good variety of sessions; very interesting and informative…” were just a few of the comments provided as feedback.


Indeed, high marks were given to all presentations, particularly those from Keynote Speaker Maksim Mihic, DP World, the Host Port Spotlight Panel on the “Waterfront Workforce: People & Pilotage”, and “One Waterway, Two Legal Systems” with Alan K. Goldstein representing the U.S. system, and Peter Swanson representing the Canadian system. And with strong local support, the Port was able to highlight many local, regional and national best practices, including the close relationship and collaboration with the Snuneymuxw First Nation; the partnership with terminal operators DP World and SSA Marine to highlight logistic efficiencies; and Canada’s National Supply Chain Office which provided insights into supply chain initiatives.


A special ceremony which held great significance for both the Port of Nanaimo and the Port of Kaohsiung, Taiwan International Ports Corporation (TIPC), was the Sister Port Agreement signing. Representing Nanaimo, Donna Hais, Board Chair, and Ian Marr, President and CEO, joined Taiwan representatives Chin-Jung Wang, President, TIPC, and Tsu-Chiang Chen, Harbour Master of the Port of Kaohsiung, on stage to sign the agreement that committed each to foster greater understanding, build lasting friendships, and advance bilateral trade.

Port of Long Beach releases draft supplemental rail facility study


September 5, 2025 — The Port of Long Beach has released a draft supplemental report examining the environmental impacts of minor additions and changes to the Pier B On-Dock Rail Support Facility project. The modifications to the project would consist of relocating utilities and connections, adding construction staging and equipment laydown areas, adjusting rail tracks, pavement restriping, and closing portions of Grant Street and Southern Pacific Drive in Wilmington. In addition, the Berths D52-D54 transit shed at 555 N. Pico Ave. would be reconfigured to accommodate realigning Pico Avenue. The shed has been determined to be eligible for listing in the National Register of Historic Places. View the draft supplemental environmental impact report at www.polb.com/ceqa.

Mexico’s Navy holds first Pilot National Demonstration Event-Mexico Test Biofouling


September 4, 2025 — The Ministry of the Navy, as the National Maritime Authority, through the Unit of Port Captaincies and Maritime Affairs (UNICAPAM), held the “First Pilot National Demonstration Event-Mexico Test Biofouling” in coordination with the Sixth Naval Region and the Administration of the National Port System (ASIPONA) of Manzanillo. The event took place from August 27 to 28, 2025, attended by Haniel Ascencio Estrada on behalf of ASIPONA Puerto Vallarta.

Liebherr Board offshore cranes equip floating production unit of HD Hyundai Heavy Industries


September 3, 2025 — Liebherr lifts offshore ambitions with BOS cranes for Mexican Gulf deployment. The BOS 4200 selected for this deployment stands out for its technical configuration and design. It is considered one of the most powerful and versatile machines for supplying offshore platforms and performing maintenance work. The contracting entity for the semi-submersible FPU is a global energy company headquartered in Australia. The FPU is currently being built by HD Hyundai at its shipyard in Ulsan, a major port city in southeastern South Korea. The Liebherr cranes will be delivered to the port by the end of the year and subsequently installed on the FPU. To minimise erection time, the cranes leave Rostock fully assembled, which is a major advantage of the Rostock location that streamlines the installation process.

Port of Everett to begin $6.75M marina bulkhead, wharf rebuild starting in early September


September 2, 2025 — On May 22, the Port of Everett Commission awarded a $6.75 million contract to Oregon-based Bergerson Construction to complete the final phase of bulkhead replacement at the Port of Everett Marina and rebuild the Segment E wharf near Port Gardner Landing and the Grand Avenue Park Bridge. Work will begin in early September and is expected to be completed by May 2026. The project is replacing approximately 165 lineal feet of the aging wooden Segment E bulkhead with steel piles to provide a stronger and more stable support for State Route 529/West Marine View Drive (WMVD) — a critical commuter, freight, and military corridor. The section of overwater wharf directly above it will also be replaced, with new decking and landscaping added in its place.

Kongsberg Discovery targets global roll out of advanced passive acoustic technology


September 2, 2025 — Kongsberg Discovery is targeting a global roll out of advanced passive acoustic technology, helping markets such as the oil, gas and naval sectors detect operational anomalies from the outset, safeguarding critical subsea assets and environments. The push comes with the full integration of Bergen, Norway’s Naxys Technologies into the company, following on from its acquisition in January this year. Kongsberg Discovery is a world leader in advanced ocean sensors and robotics, while Naxys has forged a position as Norway’s leading innovator in passive acoustics, serving the nation’s thriving energy sector.

Polyshield® joins Vector Corrosion Technologies product line


August 29, 2025 — Vector Corrosion Technologies (VCT) is pleased to announce that Polyshield® polymer concrete baseplate and foundation systems are now part of its product portfolio. Polyshield® was included in VCT’s recent acquisition of the ElectroTechCP™ product line from Structural Technologies, LLC, a Structural Group, Inc. company. Polyshield® is a polymer concrete foundation and baseplate system used for pumps, compressors, and other rotating or vibrating equipment. Designed as a single, prefabricated unit, it replaces the traditional combination of a steel baseplate and cast-in-place concrete foundation. The system is chemical-resistant, durable under dynamic loads, and can be installed more quickly than conventional foundations, helping facilities reduce downtime and maintenance challenges.

Matson promotes three executives to new leadership roles


August 29, 2025 — Matson has announced that Vic Angoco, senior vice president, Alaska, has been promoted to Executive Vice President, Operations, based at Matson’s new corporate office in Walnut Creek, California. In his new role, Angoco will oversee Matson’s network operations, including West Coast terminals, vessel operations and engineering, equipment operations and engineering, and corporate facilities.
