After a multi-year hiatus, the Northern California Chapter of the Appraisal Institute proudly revived one of the region’s most respected education and networking events in 2021. Formerly known as the Monterey Bay Appraisal Seminar (MBAS), this iconic program has now entered a new era as the Coastal California Conference. With a renewed focus and expanded scope, the conference now addresses appraisal challenges and opportunities unique to California’s diverse coastal communities.


Originally launched in 1960 through a collaborative effort by the Society of Real Estate Appraisers (SREA), the American Society of Appraisers (ASA), and the American Right of Way Association (ARWA), the event has long been a cornerstone for professional development along California’s Central Coast.



Now reimagined for today’s appraisal professionals, the Coastal California Conference continues that rich legacy — offering timely insights, top-tier education, and invaluable connections in one of the most beautiful settings in the state.

An Appetite for Change

If you missed my message from May 19 regarding national issues, our LDAC delegates meeting and member interaction with National Executives - review here.

 

On Wednesday, May 21, 2025, the Appraisal Institute's National Board voted to remove Craig Steinley as vice president or a member of the board. See President Paula Konikoff's email announcing the Board's action. In additon, she posted a follow-up message on June 5.


 

LDAC: Delegates Sounded Off

The voice of membership was heard during the Leadership Advisory and Development Council meetings held May 15-17 in Washington, DC. LDAC attendees, Chapter leaders from around the country shared their feelings and expressed their concerns. There was near unanimous belief that leadership was not transparent. All National Board meetings have been closed for some time now. Unheard of for a membership organization. Executive sessions are understood to be necessary for some matters, but it should be an exception.

 

There are many other grievances expressed by members across the country, although the appetite for change may have been satisfied by the one executive removal. I think most Northern California members hope more change will be coming.


 

Let Your Voice be Heard

9 Regional Representatives from the Northern California Chapter attended the Region I meeting on June 10. Our members continued to bring questions regarding governance. In addition, we brought forth requests to provide chapter staff with essential member service tools that were lost with the conversion to netFORUM and to push for chapters to be able to offer synchronous courses for BE/QE, PD, and AE/DE on the local level.

 

If things are working right, the members elect National Directors to the Board through their regions. The greater our chapter member participation, the bigger our voice. Change is clearly needed. It will not happen unless, chapter by chapter we can come together.



Connect Locally

We do that at Chapter "Simply Socials" and in-person educational offerings. We do that by jumping on a two-hour virtual CE workshop hosted by our local chapter and members. We do that by hanging out and sharing our feelings with each other.

 

Three upcoming CEC webinars that you can hopefully attend are listed below:

 

Norm Hulberg, MAI, and Stephen Roach, MAI, SRA, AI-GRS, two litigation support icons in our profession will teach us how to build a litigation support practice on August 7. We have taught many workshops and seminars over the years on how to do litigation support but this webinar will focus on how we meet attorneys, CPAs and other users of litigation support services, and stay in front of them. Save the date - watch for registration to open in early July.


Jim Park, the former Executive Director of the Appraisal Subcommittee and current President of the Collateral Risk Network will join us for fireside chat on August 21. He will share with us his view of the current state of appraisal regulation. What is the future of the ASC and what changes are needed? How do stakeholders view the current regulatory climate? What is the future of the appraisal profession?


I will be teaching a program titled, Marketing and Selling Appraisals - A Data Driven Approach on November 13. I have always wanted to teach this class and hope you will take something from it. I will look at different marketing campaigns that have been used over the years to position appraisal services to clients. I will explain how the data you research every day in your practice can be used to highlight your expertise and get your services in front of new potential clients.

 

I hope to chat with many of you at our next "Simply Social" planned by our East Bay Branch Chapter Chair Colin Morrison, MAI, on Thursday, June 19 at Sauced in downtown Walnut Creek.


But, most importantly, I want to see and hear from you at our June Chapter Business Meeting via ZOOM this Friday, June 13 at 10:00am. Don't miss this opportunity to connect with your local leaders and peers.

We had fantastic weather and enjoyed the patio seating where old and new friends visited. We were pleased to host several visitors including two San Jose State students!

we literally closed the place down as there was still much visiting going on at last call.

What is a Chapter Business Meeting?

Chapter meetings are vital for identifying individual concerns, networking, and receiving information.

 

To meet these needs, Chapters are required to conduct at least four regular Chapter Meetings each year to permit timely discussion of matters to be considered by the National Board of Directors at its meetings.

 

One of the regular meetings shall be to elect Chapter Officers and Directors for the subsequent year.

 

Chapter Business Meetings can be held either in person or by interactive technology.

 

To encourage attendance and Member participation, CBMs have typically been scheduled to coincide with workshops or webinars.

Committee Activity

The California Government Relations Committee held an in-person meeting on Saturday, March 8, 2025 at the offices of California Advocates in Sacramento. In attendance were committee members: Charles Baker (Chair – So Cal), Steve Salmon (Vice-Chair – NorCal); Alex Lui (Treasurer/Secretary – SoCal); Carole Laval (NorCal rep), John Maus (ASFMRA rep), Neil Lefmann (NorCal rep), Kevin O’Hara (San Diego rep), Brent Johnson (San Diego rep), Ben Kunkel (San Diego rep), Melissa Bach (NorCal rep), Ron Garland (Nor Cal rep), Paul Chandler (NorCal rep), Ariana Arredondo (SoCal rep), Jeanine Kraus (NorCal rep), and Neil Cambra (San Diego rep), along with Mike Belote, Cliff Costa and Adam Quinones of California Advocates, and Scott DiBiasio with the Appraisal Institute.


BREA Update

As of February 13, 2025, there were 7,924 dues paying licensees, down 69 licensees from January 1, 2025 and down 794 licensees (9.1%) from January 1, 2024.


Once every five years, state regulatory boards are subject to a sunset review period. This process allows the Legislature, the Department of Consumer Affairs (DCA) and the boards themselves to discuss the performance of the boards and make recommendations for improvements

This year, the BREA is up for Sunset Review, a process every licensing organization in California is required to go through every five years. In November 2024, the BREA published their Sunset Review Report. It is available on the BREA website.


A few observations from the report:

  • 70% of the Bureau’s revenue comes from appraiser license renewal fees. However, the number of renewals is diminishing by 50 to 60 per month.
  • Bureau Chief Jemmott reports that the bureau needs to do a better job of creating new licensees as existing demographic trends foreshadow continuing declines in renewals.
  • Demand for traditional appraisal services is declining and will continue to do so. While the report highlights the need to attract new appraisers to the industry, it is silent on a projected timeline for stabilization.
  • The major thrust of the report cites appraiser recruitment as the antidote for avoiding or demurring a slide into financial paralysis.
  • License renewal revenues have declined 28.6% from FY 2020-21, while the number of licensees has declined about 20%.
  • A third of the bureau staff has left over the past 3 years resulting in new license application processing times taking as long as 80 days, however that number has dropped since.
  • There are 1,357 open standards violation investigations but only 1,023 cases have been closed during the period FY 2020 through FY 2024.
  • The Sunset Review document is optimistic that the legislature will approve a fee limit increase for BREA.

Prerequisites must be completed BEFORE general Candidates for Designation can register. No exceptions.




Due to the nature of the program and its schedule: refunds, time extensions and transfers (into another offering) are not permitted. 


Required Equipment: Please bring an HP-19BII, HP-17BII, HP-12C, or a similar calculator.
