ART FEE ORDINANCE
WE NEED YOUR HELP! JOIN US APRIL 7TH TO TESTIFY AGAINST THE COUNTY ART FEE!


On February 4th, the Los Angeles County Board of Supervisors postponed the Percent for Art Ordinance hearing until Tuesday, April 7, 2020 .

If passed, the ordinance will place a 1% project valuation fee on residential development for the creation of art. We are mobilizing our membership to push back on this ordinance because adding costs to housing construction in the midst of a housing crisis is absolutely the wrong approach.   • Residential Development: In previous versions of the ordinance, County staff came to the determination that residential development should not be included due to its negative impact on housing. Additionally, unlike other development types, residential offers community benefits that can include art.
  • Housing Crisis: During a housing crisis any inclusion of housing development in the ordinance should be on a voluntary, incentive basis. We cannot support any type of mandated program that will just exacerbate our Regional Housing Needs Assessment (RHNA) deficit, which is near 88,000 units for the County, and increase our affordability and homeless housing challenges.
  • Increased Cost to Housing: In addition to adding costs to the production of housing, this ordinance will add administrative expenses and bureaucracy that didn’t exist before, making housing more difficult to produce.
  • Art in Development: When building to today’s standards, market-rate housing is already art-rich by providing various types of art integrated building within housing developments.
