APTA GEORGIA: NOTEWORTHY NEWS
Minority Scholarship Award

APTA Georgia is proud to announce Ms. Michelle Dennis, SPT from Mercer University, is the recipient of the Minority Scholarship Award.  Ms. Dennis will be recognized at a ceremony and reception hosted by the PT Fund on Sunday, Aug. 14th, in Washington D.C. at the Omni Shoreham Hotel.  The Honors and Awards Ceremony will immediately follow the 27th John H.P. Maley Lecture beginning at 7pm E.T Ballroom.  The event will be live streamed for those not attending the ceremony.

Neurology Symposium
 
The 7thAnnual Neurology Symposium on Concussion Management will be held on October 15, 2022 from 8:00 am to 12:00 pm. The symposium will be held virtually. Stay up to date on speakers and registration information via the APTA Georgia website and Perspectives.

Federal Advocacy Update
 
Prior Authorization: In its April 2022 report titled “Some Medicare Advantage Organization Denials of Prior Authorization Requests Raise Concerns About Beneficiary Access to Medically Necessary Care,” the HHS Office of Inspector General (OIG) found that 13% of prior authorizations denied in a one-week period analyzed by the office met Medicare coverage rules and 18% of denied payments during that week also met those requirements. OIG looked at a random sample of denials during a week in June 2019 from 15 of the largest Medicare Advantage Organizations to estimate the rate of prior authorization denials and payment denials that met Medicare coverage rules. The report also found that Medicare Advantage (MA) plans denied the prior authorization requests in many cases by applying plan clinical criteria not required by Medicare. Additionally, OIG found that 18% of pay denials were for claims that met Medicare coverage rules and MA plan billing rules, “which delayed or prevented payments for services that providers had already delivered.” The report also notes that MA plans denied payments to providers because of human error during manual reviews or inaccurate programming of claims processing systems. Among the denied requests for prior authorizations and payments that met Medicare coverage rules and MAO (Medicare Advantage Organizations) billing rules, OIG said imaging services, stays in post-acute facilities and injections were three prominent service types. OIG recommends that CMS issue new guidance on the appropriate use of MA plan clinical criteria in medical necessity reviews; update the agency’s audit protocols to deal with the issues identified in the report, such as MA plans’ use of clinical criteria, to take steps to identify and fix vulnerabilities that can lead to manual review error and system errors. CMS agreed with all three recommendations. 
 
The report has highlighted the APTA-endorsed Improving Seniors’ Timely Access to Care Act (H.R. 3171/S. 3018) which aims to address prior authorization under MA plans. Reps. Suzan DelBane (D-WA), Mike Kelly (R-PA), Ami Bera (D-CA) and Larry Bucshon (R-IN), who are sponsors of the bill, called the OIG report scathing, and say it “underscores the need for reforms in the current prior authorization system.”

Lisa VanHoose, PT, PhD, MPH, fellow of the American Academy of Physical Therapy and Catherine Worthingham fellow of the American Physical Therapy Association, will deliver the third Lynda D. Woodruff Lecture on Diversity, Equity, and Inclusion in Physical Therapy on June 16, 2022, at 6 p.m. ET.
 
Immediately following the virtual lecture, a live panel discussion will feature:
  • Julian Magee, PT, DPT, ATC (moderator), inaugural assistant director of diversity, equity, inclusion, and belonging, and assistant professor, Program in Physical Therapy, Washington University, in St. Louis, Missouri.
  • Emmanuel B. John, PT, DPT, PhD, MBA, MPH, associate professor and chair, Department of Physical Therapy, Chapman University, in Irvine, California.
  • Tim Vidale, PT, DPT, MBA, CEO of Momentous Sports Medicine in Washington, D.C.
  • Adrienne N. Pinckney, PT, DPT, PhD, associate director of clinical education and assistant professor of instruction, Department of Physical Therapy, University of Delaware, in Newark.
 
The Lynda D. Woodruff Lecture is cosponsored by the Physical Therapy Learning Institute, American Academy of Physical Therapy, National Association of Black Physical Therapists, American Council of Academic Physical Therapy, the APTA Academy of Education, and APTA. This lecture is held annually around Juneteenth.
