Dear APWA Mid Atlantic Chapter Members and Friends:
I hope everyone had a Merry Christmas and a Happy New Year and is having a productive and safe start to the New Year so far. Our Chapter was busy to finish 2025 and will be busy again in 2026 with many events planned for the year.
On November 12-13, 2025, the Mid Atlantic Chapter Board of Directors held the fall Chapter business meeting and a strategic planning session to benefit the Mid Atlantic Chapter leaders and members. This event was held in Harrisonburg, VA. On December 3, 2025, as an Advisory Board member, I attended the WV LTAP Board Meeting in Morgantown, WV. This meeting was also attended by APWA Mid Atlantic Chapter members Damien Davis, the City Engineer for Morgantown, WV, Kim Carr and Andrew Morgan, staff members for WV LTAP. We discussed many topics such as public works, transportation, workforce development and other hot topics throughout the State of West Virginia. This meeting adjourned after the business meeting and a tour of the WVU Personal Rapid Transit System.
| | | | There are several upcoming events that our Chapter will be attending and sponsoring. The first is the inaugural APWA Region III Equipment ROADEO on March 19-20, 2026, in Knoxville, TN. There will be twenty participants from the 5 Region III Chapters. This is a new event that will be very popular in the years to come. | | Another upcoming event that our Chapter is a sponsor for is the WV Construction and Design Expo in Charleston, WV on March 25-26. 2026. This is a very popular event that will draw 3000-5000 attendees from West Virginia, Virginia, Ohio and Kentucky. I will be presenting again this year with one of our Chapter Directors, Julian Brooks. | | The next session of the Mid Atlantic Public Works Institute will be held March 24-26, 2026, at the Virginia Crossings. If you have future leaders or need training for employees in your organization, this is a great professional development opportunity. More information can be found here. | | | | |
Finally, our APWA Mid Atlantic Chapter Conference will be held in Ocean City, MD from May 13 to 15, 2026. Abstracts for presentations are still being accepted, and sponsorship opportunities are still available.

RVA Activities Committee Hosts Hard Hat Tour at CarMax Park

On December 18th, 2025, the RVA Activities Committee hosted a hard hat tour at the under-construction CarMax Park in Richmond. This park will be the new home of Minor League Baseball’s Richmond Flying Squirrels come April. It was a popular event with over 30 people in attendance. Proper PPE (hard hats, safety vests, etc.) was distributed to everyone before the tour began to ensure everyone’s safety.
The tour was led by both Nick Cooper with LaBella Associates and Patrick Albright with Gilbane Building Company. They guided the group around certain areas of the park and gave a detailed history of what’s taken place since breaking ground. At the time of the tour, sod had been installed on the field, seats were being installed in the stands, and the luxury boxes were under way.
The tour was followed by a YP Social at Parlay Bar & Lounge in Scott’s Addition where there was excited talk about the new stadium over food and drink. The event was extremely fun and successful, and we are all looking forward to attending a game in
the 2026 season!

Understanding the Emergency Management Assistance Compact (EMAC) course
April 21 - April 23, 2026
Emmitsburg, MD.
FEMA’s National Emergency Training Center (NETC) will host the course.
MD State Highway Conference is April 12, 2026.
