Team Weekend - Sunday Report
|
|
On Sunday, November 22, members of the 2020 and 2021 Board of Directors held a strategic planning session to map out goals for the new year. Assisted by Dori Eppstein and Dr. Martha Rader, the ASCCA leadership discussed ways to improve communication with the Chapters and membership, develop and leverage the benefits available to members, and the various methods available to grow membership.
Over the course of four hours, the group arrived at the following goals:
- Bring more value to our members.
- Grow our membership.
- Improve communications with ASCCA Chapters in both directions.
- Highlight and leverage all the various free training available to ASCCA members
- Provide a plan and training to increase the diversity of ASCCA and promote the value that diversity brings
At a future meeting, the ASCCA Board of Directors will review the outcome of the session and finalize the goals as well as the steps to take to achieve these goals. ASCCA is continually looking for members interested in helping us reach our goals. If you have an interest, please reach out to info@ascca.com.

Governor Newsom Announces Tax Relief and
Grants Now Available to Business Owners

California Governor Gavin Newsom has authorized new tax relief and grants to businesses impacted by COVID-19 restrictions. The Bureau of Automotive Repair is encouraging licensees to determine their eligibility for relief, which includes the following:
Tax Relief for Businesses Impacted by COVID-19
The Governor will direct the California Department of Tax and Fee Administration to do the following:
- Provide an automatic three-month extension for taxpayers filing less than $1 million in sales tax on the return and extend the availability of existing interest and penalty free payment agreements to companies (with up to $5 million in taxable sales).
- Broaden opportunities for more businesses to enter into interest-free payment arrangements.
- Expand interest-free payment options for larger businesses particularly affected by significant restrictions on operations based on COVID-19 transmissions.
$500 Million for New COVID Relief Grant for Small Business
The Governor announced the creation of a $500 million COVID Relief Grant administered by the California Office of the Small Business Advocate (CalOSBA) at the Governor’s Office of Business and Economic Development for small businesses that have been impacted by COVID and the health and safety restrictions. Funds would be awarded to selected intermediaries with established networks of Community Development Financial Institutions to distribute relief through grants of up to $25,000 to underserved micro and small businesses throughout the state by early 2021. Non-profits would also be eligible for these grants. CalOSBA is establishing the program and will make it available to small businesses as soon as possible – for updates on availability visit business.ca.gov.
Increase Funding for the California Rebuilding Fund by $12.5 Million
The Governor announced the opening of the California Rebuilding Fund, which makes available $25 million to help impacted small businesses rebuild from the economic crisis and keep local economies strong. This program is built to be a resource in the market for the next year as businesses pivot and recover.
An increase of $12.5 million would allow the Fund to be fully capitalized. The additional funding will help the 3rd party administrator of the fund raise $125 million to make more low-interest loans to small businesses with less access to loans from traditional banking institutions.

U.S. Senate Has Not Scheduled Consideration
WASHINGTON, D.C. – Nov. 23, 2020 – The U.S. House of Representatives voted, prior to leaving Washington for the Thanksgiving Break, to pass H.R. 8294, The National Apprenticeship Act of 2020. The vote was (246-140) along party lines, with House Democrats voting in favor and House Republicans voting against. Twenty Republican members crossed the aisle to vote in favor of the legislation.
This bill was introduced by Representative Susan Davis (D-CA) in an effort to expand the National Apprenticeship system to include apprenticeships, youth apprenticeships, and pre-apprenticeships, as well as set national labor and welfare standards for apprenticeship programs. Additionally, if passed, the National Apprenticeship Act would codify the structure of the Office of Apprenticeship and the National Advisory Committee on Apprenticeship within the U.S. Department of Labor (DOL) and authorize dedicated funds for DOL to award apprenticeship grants.
The National Apprenticeship Act of 2020 invests nearly $3.5 billion over five years to expand the scale of apprenticeship opportunities, promote apprenticeships in new, in-demand industries, and streamline the process of access to apprenticeship opportunities for employees and employers. This legislation is projected to create nearly one million new apprenticeship opportunities over the next five years.
Apprenticeship programs have long been a central tenet to the American workforce, and opportunities for students to participate in post-secondary education that is not a traditional 4-year university is of great value. According to the Department of Labor, 94 percent of apprentices who complete a Registered Apprenticeship program are employed upon completion. However, only a small number of Americans are currently enrolled in apprenticeship programs. This bill seeks to expand opportunities for those apprenticeship programs to allow students to enter the workforce with sufficient knowledge and experience in an important trade.
The National Apprenticeship Act, H.R. 8294, will now move to the United States Senate for debate and vote. This bill is unlikely to have bipartisan support for passage. Republicans are concerned about the exclusion of Industry-Recognized Apprenticeship Programs (IRAPs) for funding. IRAPs were created by the Trump Administration to provide more flexibility in an apprenticeship program. However, IRAPs have not been well-defined, and Democrats argue that including them in the National Apprenticeship Act could sacrifice some important quality assurance measures for apprenticeship programs.
ASA supports federal apprenticeship programs and will continue to work with Congress as they develop a final national apprenticeship initiative.

New California Laws for 2021

ASCCA’s Legislative Advocate, Jack Molodanof, has provided a summary of all the new laws in California that are taking effect in 2021.
Every year, hundreds of new laws are enacted that impact California automotive repair
dealers. Below is a brief summary of some of the key measures and programs, in no particular order, that take effect January 1, 2021, unless otherwise noted.

Minimum Wage Increase. Reminder that effective January 1, 2021, the minimum wage for employers with 26 or more employees will increase to $14.00 per hour. The minimum wage for employers with 25 or fewer employees will increase to $13.00. (SB 3 of 2017) Please note that local minimum wage ordinances may be higher.

BAR Auto Shop Locator Program. In August this year, BAR launched a new auto shop locator program where consumers can easily find auto repair services in their area using a mobile-friendly search tool and also see any disciplinary actions against the shop. The locator displays shops on an interactive map using the consumer’s location or a specific city or zip code. Service categories are tied to primary and secondary business type information (e.g. auto body, tire, transmission repair, etc.) provided by the automotive repair dealers upon licensure or renewal...

Each year, the ASCEF awards scholarships ranging from $500 - $1,000. These scholarships provide assistance to current under-graduates who are in the automotive service field.
