March 19, 2019 - In This Issue:
The Automotive Service Councils of California Supports AB 1303

On March 13, ASCCA sent a support letter Assembly Member Patrick O'Donnell who introduced AB 1303. This bill would allow students to gain critical career and college readiness skills by increasing funding for the Career Technical Education Incentive Grant Program and consolidating K-12 CTE programs. It would also provide ongoing funding of $450 million per year a 1:1 local match.
 
ASCCA believes career technical education (CTE) prepares students for the world of work by introducing them to key workplace skills, and makes academic content accessible to students by providing it in a hands-on context. In this way, students develop career-relevant, real-world 21st Century skills.
 
The letter to Assembly Member O'Donnell stated, in part:
 
"The ongoing funding of high-quality CTE programs in our schools is essential to serve the needs of all students and to meet the state's labor market demands. Programs that provide quality career exploration, guidance, and support will prepare students to transition smoothly into postsecondary education as well as directly into the workforce."

The Automotive Service Councils of California Opposes AB 755 - Tire Tax

On March 18, ASCCA along with other interest groups sent an oppose letter to Assembly Member Chris Holden who introduced AB 755. This bill would increase the California tire fee from $1.75 to $3.25, with the additional revenue going to municipal storm-water projects that prevent or remediate zinc pollutants.
 
While ASCCA recognizes the threat to aquatic life and public health by storm-water runoff, we do not understand why the focus is on tires when they contain a minimal amount of zinc in order to accelerate the vulcanization (making rubber durable). Since Zinc is in countless consumer products, ASCCA believes that any new fees and taxes for storm-water projects should be shared fairly among all the zinc surfaces/products that cause pollutants to enter storm runoff.
 
The letter to Assembly Member Holden stated, in part:
 
"Most troublesome with the proposal is that this tax will fall hardest on those with the least ability to pay, namely low-income individuals and hard-working families. AB 755 institutes a "regressive" tax that, combined with the current tire fee, will increase the cost of a set of new tires by $13.00.
Tire retailers have countless stories of potential customers delaying tire purchases when they find out the cost of new tires and the add-on fees (the current $1.75 fee and disposal. fee). They have watched low-income consumers deciding to defer their tire purchases and simply drive away on dangerous balding tires. The bill is only going to worsen the problem and fails to share the tax burden fairly."

Apply for ASCEF Scholarships Today!

Applications are currently being accepted for the Automotive Service Councils Educational Foundation (ASCEF) 2019 scholarships! Each year, the ASCEF awards 18 scholarships ranging from $500 - $1,000. These scholarships provide assistance to current under-graduates who are in the automotive service field.
 
To be eligible for these scholarships, an applicant must be a:
  • California high school senior who plans to enroll in post high school technical and academic training or
  • California college under-graduate in the automotive service field.
Applications must be submitted by March 31, 2019.
 
 
The ASCEF is a nonprofit corporation dedicated to supporting and advancing the entire automotive industry through technical education and training, scholarships, and other industry inspired programs.
