Legislative Update for August 2024

Below is the legislative and regulatory report. 

 

The legislature has returned to Sacramento from summer recess. Lawmakers have about 1,300 bills remaining, with a deadline of August 31 to send them to the Governor. We anticipate the usual “gut and amend” bills, where amendments strip the original contents of a bill and introduce unrelated language. We will continue to monitor closely and provide updates.


LEGISLATIVE BILLS

Electric Vehicle Batteries

SB 615 –Electric Vehicle Batteries – Concerns, amendments requested. This bill, among other things, requires that automotive repair dealers who remove electric battery from a vehicle for repair, remanufacturing, or recycling must ensure that the battery is disposed of properly, adhering to the end-of-life requirements specified in the legislation. Status: Assembly Appropriations Committee.

 

Employment

AB 518 - Paid Family leave – Concerns. Expands the definition of “family member” for purposes of the Paid Family Leave Program to allow workers to take time off to care for a seriously ill designated person. Status: Senate Inactive File.

AB 1870 – Workers’ Compensation Notice – Watch. This bill would require the existing posted workers’ compensation notice to include information concerning an injured employee ability to consult a licensed attorney to advise them of their rights under...

The Automotive Service Councils Educational Foundation

Awards 2024 Scholarships to 20 Aspiring Automotive Students

Sacramento – The Automotive Service Councils Educational Foundation (ASCEF) is proud to announce that the Board of Trustees awarded 26 scholarships to 20 deserving students for a total of $26,500. ASCEF scholarships have grown out of a single donation to fully funded scholarships in the name of past ASCCA Members, Past Presidents, or individuals whose influence and dedication to the automotive industry warranted recognition for all time.

 

“On behalf of the Board of Trustees, we are proud to continue ASCEF’s history of supporting up-and-coming automotive students with their education,” said John Eppstein, Foundation Chair. “Awarding these scholarships to students pursuing a degree in automotive technology is crucial for fostering innovation and excellence in the automotive industry. By supporting these students, we invest in their future and ensure the development of skilled professionals who will drive the advancements and sustainability of the automotive sector.”

 

Through its successful Cars4Careers program, ASCEF turns donated cars into education and training for individuals wanting a career in the automotive service industry. Each year, ASCEF awards scholarships ranging from $500 - $1,500 to high school seniors who plan to enroll in post-high school technical/academic training or college undergraduates in the automotive service field. Since establishing the Foundation in 1998, ASCEF has awarded $229,250 in scholarships.     

 

“We look forward to welcoming them into the ASCEF family of highly qualified automotive technicians,” said David Kusa, ASCEF President. “Judging from the winners and the rest of our applicants, it’s clear to see our industry has a bright future.”

 

The 2025 scholarship application opens in October, and we encourage all those to apply by March 31, 2025.

The conversation highlights the transition from viewing independent shops as “mom and pop” operations to recognizing them as sophisticated businesses led by “solopreneurs” or “mechanical and technology specialists.” Michael also introduces the concept of psycholinguistics, explaining how the words we use shape our beliefs and self-perception. For instance, identifying oneself as a “mechanic” can reinforce a limited self-image, trapping individuals in a cycle that hinders growth and innovation. To break free from this cycle, there must be a conscious effort to change the language used within the industry.

The ADA Checklist: 2021 Compliance
Guidelines for Website Accessibility
ADA website compliance and web accessibility are two terms that are used interchangeably but they are distinct from one another.

ADA stands for the Americans with Disabilities Act which prohibits discrimination on the basis of disability. Courts are construing Title III of the ADA to mean that websites must be accessible. Thus, with ADA website compliance, we're referring to the law.
