Legislative Update for April 2024 | |
Below is the legislative and regulatory update summary. We will continue to review, monitor and report.
LEGISLATIVE BILLS
Vehicle Batteries
SB 615 –Electric Batteries – Concerns. Requires an automotive repair dealer that removes a battery from a vehicle that is still in service to participate in a core exchange program established by the battery supplier and be responsible for either returning a removed battery to the battery supplier or sending it to a qualified facility. Status: Assembly Environmental Safety and Toxic Materials Committee.
Employment
AB 518 - Paid Family leave – Concerns. Expands the definition of “family member” for purposes of the Paid Family Leave Program to allow workers to take time off to care for a seriously ill designated person. Status: Senate Inactive File.
AB 1870 – Workers’ Compensation Notice – Watch. This bill would require the existing posted workers’ compensation notice to include information concerning an injured...

ASCCA took a strong role at the recent SkillsUSA event held April 5-7 at the Ontario Convention Center. SkillsUSA is a national nonprofit organization dedicated to supporting educators and students in trade, technical, and skilled service occupations. It is a collaborative effort among students, teachers, and industry professions, all working together to ensure that the United States maintains a highly skilled workforce. Their mission is to empower students to become skilled professionals, career-ready leaders, and responsible community members.
ASCCA Members showed their commitment to the industry at the event by:
- Creating a new competition where none existed before ASCCA’s involvement
- Creating judging rubrics, designing a testing environment, and setting up testing stations
- Holding training sessions for judges and table/booth staff
- Being fully and 100% percent

BAR Public Workshop:
Storage Fees for Automotive Repair Dealers - April 25, 2024
| |
The Bureau will host a public workshop to discuss proposed regulations on storage and towing fees charged by automotive repair dealers. The proposed regulations would bring together and clarify existing statutes governing storage and towing fees as authorized by AB 1263 (Berman, Chapter 681, Statutes of 2023).
This workshop will be held both in-person and via a teleconference platform in accordance with Government Code section 11123.5. The workshop will also be available by live webcast.

is rolling out. Apply now!

BAR regulations establishing the new Vehicle Safety Systems Inspection Program have been adopted as required by Assembly Bill 471 (Low, Chapter 372, Statutes of 2021) and are now effective. The new program will replace the existing brake and lamp inspection programs.

ADA website compliance and web accessibility are two terms that are used interchangeably but they are distinct from one another.
ADA stands for the Americans with Disabilities Act which prohibits discrimination on the basis of disability. Courts are construing Title III of the ADA to mean that websites must be accessible. Thus, with ADA website compliance, we're referring to the law.
