Bureau of Automotive Repair       
  • AB 1263 - Bureau of Automotive Repair – Support. The bill, among other things, would maintain the continuation of the BAR Advisory Committee; require employees, such as service writers, who are involved in a BAR violation to attend remedial training; require a salvage rebuilder selling a revived salvage vehicle to provide a consumer with a safety systems certificate and require upcoming BAR towing and storage regulations to reference the civil and vehicle codes and insurance code regulations. Status: Senate.      
 
Catalytic Converter Theft Bills      
  • AB 641 - Catalytic Converters – Watch. Makes it a misdemeanor for someone to possess 6 or more used catalytic converters that have been cut from a vehicle unless they are a licensed dismantler.  Status: Senate        
  • AB 1519 - Catalytic Converters – Concerns.  Makes it a misdemeanor to remove, alter or obfuscate any VIN engraved, etched or otherwise marked on a catalytic converter, or from possessing 3 or more catalytic converters that have been...

BAR Advisory Group Committee Meeting Notes

Legislation & Regulations. The BAR presented the following legislative bills: The catalytic converter bills (AB 641, SB 55 & AB 1519); AB 1263 (Sunset Review); SB 301 (Aftermarket Conversion) SB 544 (Open meetings); SB 615 (Electric Vehicle Batteries) and SB 429 (Transportation Network Companies). Discussion surrounded AB 1263 Sunset Review and amendments. BAR regulations adopted recently include ARD application updates and citation and remedial training. Pending BAR regulations include smog check inspection equipment, CAP incentive increases and station requirements; vehicle safety systems inspection program and ARD registration renewal requirements. The vehicles safety inspection program generated many questions including whether the upcoming January 1, 2024...

Proposed Bylaws Amendments - Update
A previous notification was sent regarding proposed Bylaws Amendments to adopt two new sections. The proposed amendments will not be voting on during the Annual Business Meeting as originally reported. All eligible voting members will receive an electronic ballot to vote on the proposed amendments in the foreseeable future. Additional proposed amendments are currently being drafted for review and vote by the membership. Once the notice and voting period is established, you will receive notification of your opportunity to vote.

Online License Printing
On August 15, the Bureau of Automotive Repair announced the new online license feature is now available to all stakeholders at www.bar.ca.gov/license-print

BAR’s new license print feature offers licensees the convenience of self-service license printing, eliminating the need to wait for the license mailed by BAR’s print vendor or request a duplicate/replacement license.

The ADA Checklist: 2021 Compliance
Guidelines for Website Accessibility
ADA website compliance and web accessibility are two terms that are used interchangeably but they are distinct from one another.

ADA stands for the Americans with Disabilities Act which prohibits discrimination on the basis of disability. Courts are construing Title III of the ADA to mean that websites must be accessible. Thus, with ADA website compliance, we're referring to the law.
