Summer is in full swing and a great time to enjoy the Sunshine State's beaches and waters. It's also a great time to consider your involvement with ASCE. Among the many activities and events coming up (as discussed within), the East Central Branch is looking to fill the incoming Secretary position for the next term (Sept 2019 thru Sept 2020). Being involved with ASCE provides career building networking and professional development opportunities while also strengthening the civil engineering profession. If you personally, or someone you know, is interested in the Secretary position or getting more involved with ASCE, please let me or one of the other Board Members know.

Spotlight
The purpose of this section is to shine a "Spotlight" on volunteer members, within ECB, that are known to go out of their way, above and beyond expectations. This month's Spotlight is shining on Ms. Rocio Rodriguez, P.E. Read below on how her involvement with ECB is making a difference.

Rocio Rodriguez, P.E.
Rocio Rodriguez has worked in the heavy industry all of her career.  She is originally from Costa Rica where she earned her Licentiate degree in Civil Engineering from the University of Costa Rica.  In 1998 she came to the US and obtained her Master of Science degree in Structural Engineering from the University of Kansas.  After graduating with her Master's degree she started working at Black & Veatch in Overland Park, KS.  After moving to Orlando in 2010 she worked at Siemens Gamesa designing towers for wind mills all over the world. Being a fairly new industry, there has been a lot of learning in the design process.  She was part of the team that designed the first concrete wind tower in the US for the Mid-American Energy company. The tower currently stands at 115 [m] in height in Adams County, Iowa, and is one of the tallest wind towers currently installed in the US (https://youtu.be/qXN1UAv1anQ).
 
 
Rocio has been an active member of the ASCE since 2016, the same year she won the second place of the ASCE's dream big contest (https://youtube/lmSsrHHCvcI).  She has volunteered with the ASCE East Central Branch since 2017 as the History and Heritage chair. She also enjoys volunteering whenever possible at her children's schools, talking about engineering and helping with the science fair.  
 
 
 
Currently, she lives in Orlando with her husband, 3 children, 3 parakeets, and 2 chinchillas.  She enjoys outdoors activities and loves to race in triathlon.  If Rocio sounds like someone you'd enjoy having part of your design team, you're in luck! Rocio recently parted ways with her previous employer and is currently seeking new opportunities as a structural engineer. Government & Public Relations 
Florida Governor Ron DeSantis has signed HB 827/ SB 616 into law. This bill impacts the process of obtaining a Professional Engineering License and how Professional Engineers conduct business. Significant to those pursuing a P.E. License, the bill will allow graduates with Bachelors of Science Degree to sit for the P.E. Exam prior to acquiring 4-years of professional experience. This does not remove the 4-year requirement from obtaining a professional engineering license. States like South Carolina have already adopted similar policies. The bill goes into effect October 1st, 2019.

The Florida Board of Professional Engineers (FBPE) must draft rules to implement the changes required by HB 827 / SB 616. The Chair of the FBPE asked ASCE (and FES) to recruit members to assist the Board in this effort. At their June meeting the Board created four subcommittees to do this:
  • Null & Void (process to reinstate a license which has become null & void)
  • Engineering Technology (process to license graduates with a degree in Engineering Technology)
  • Certificate of Authorization (process to register firms practicing engineering)
  • special Inspector (revise process to license Threshold Inspectors)

History and Heritage  
Bumby Hardware Store

Built in 1886 by Joseph Bumby Sr., this late Victorian commercial style structure (one of Florida's first non-wooden buildings) was used as a hardware business until 1966, after 80 years of operation by the Bumby family.

Joseph Bumby and his wife moved to America from England in 1873. They were one of the first families in the Orlando area. They bought a land of 160 acres that stretched from Summerlin to the Executive airport. He grew oranges and delivered mail between Orlando and Mellonville (now Sanford). To supply the community with its agricultural needs Mr Bumby built a wooden one-story building at the northwest corner of West Church and Gertrude Street. In 1886 he started his hardware enterprise.

Joseph Bumby was one of Orlando's most beloved pioneers. When Joseph Bumby died, the Hardware store passed to his six sons, and it stayed in business until 1966.

Figure 1 shows how the structure looked back in 1960 and how it looks nowadays. As can be seen, the facade has not been modified significantly.

The Bumby Hardware Store was built along a couple of other structures also built by Joseph Bumby Sr. Figure 2 shows these structures and some of their interior details.

Visiting the Bumby Block, as was known back in the day, made me feel like traveling back in time, with the brick street, the almost unchanged facades, and the typical smell of old structures. If you happen to be around the downtown area, stop by the area to check this beautiful historical place!

The building was designated a landmark in 1978.

Geo-Institute Chapter 
How Geogrids can Supplement Asphalt and Aggregates to Extend Pavement Life

Please join us on June 25th for our next technical luncheon by Rob Adamson, P.E., South Area Engineer for Tensar International Corporation (www.tensarcorp.com).  Rob's presentation will be on How Geogrids can Supplement Asphalt and Aggregates to Extend Pavement Life. The presentation will introduce the unique function of geogrids in pavements and will then focus on how to implement geogrids into a paved roadway design, or into an unpaved access road or haul road design. We will first discuss how to economically establish an effective subgrade to build on, then go into how geogrids work in conjunction with various aggregate and asphalt materials and thicknesses to provide a longer lasting and more reliable pavement section (based on AASHTO 93 Design Methodology). We will discuss the U.S. Army Corps of Engineers laboratory testing at Vicksburg and the general importance of lab testing, and then transition into the importance of field verifying the lab data through APLT (Accelerated Plate Load Testing) to validate that actual pavement performance is as good as or better than designed, and to build confidence when designing with geogrids in pavements.

Transportation & Development Institute 
Please join TD&I for the Wekiva Sections 5 & 6 Construction Site Visit to learn about the progress of this project.  

After an enjoyable lunch served in the field trailer and project presentations by the CEI Staff, a tour of the actual construction of Wekiva Sections 5 & 6 will be conducted. Roadway and Bridge construction sites will be visited. After finishing lunch, the tour itself should take 2-3 hours. Everyone should be on their way home by 4:00 PM. Please bring safety vest and hard hat if possible (a limited number of safety vests and hard hats will be available).

Activity Update
 
Two of our officers from ASCE, our underclassmen representative, Hannah Waddell, and fundraising chair, Antonio Gibson, had the opportunity to travel to La Cuesta, Honduras with Global Engineering Brigades. The goal of this brigade was to design and budget a water system with the help from a local engineer and the councilmen of the community. Throughout the week they got to map out the local area and use a GPS system to plot points. With the information they gathered, the team got to design the water system and create a budget that was presented to the community.

Senior Roadway Engineer - Florida PE with 10+ years of Experience

AIM is seeking a Senior PE with a strong technical focus in Roadway Design to lead roadway design efforts in our Orlando Office. Position will include mentoring of staff, overseeing the roadway design component for the majority of our FDOT and municipal roadway projects, quality control and technical support for our project managers.

The duties of this position include preparing detailed engineering designs and overseeing the work of junior project engineers in preparing plans for roadway and drainage design work using FDOT and/or AASHTO standards. Must be able to promote an all-inclusive approach to working in the team environment. Along with design, this position will also be responsible for preparing and overseeing the preparation of Plans, Specifications and Estimates. This position may assist in the management of larger projects or manage smaller projects that involve preparing scopes, schedules and budgets and include the following management work elements: day to day communication (verbal and written) with client, support and advise junior engineers and technical staff, act in an advisory capacity to senior management on engineering related matters, write reports and technical memos and coordinate with sub-consultants.

  • 10+ years of experience having performed geometric design of roadways, preparing plans and specifications and computing quantities and design construction estimates
