Dear ASCE,

April brings one of my favorite weeks of the year: the Masters golf tournament. I hope everyone is enjoying this spring weather, before the heat of summer kicks in.



I want to start by thanking the ASCE Florida Section and all of the volunteers who made the 2024 ASCE Southeast Student Symposium (hosted by the ASCE Florida Section here in Orlando 3/21-3/23) such an amazing event. Congratulations to all of our ASCE student chapters on their participation and successes! There were over 650 students from 22 schools that competed in a variety of civil engineering events. Our Branch had a very large presence of judges/volunteers, making it a very memorable weekend for all!

It’s that time of year to nominate your engineering colleagues who go above and beyond to further our profession. Please see the below details on how you can nominate them for our Annual Branch Awards. Winners at the Branch level are also nominated for Florida Section awards. Nominations are due this Wednesday, April 10, so I encourage each of you to nominate someone whom you know makes a difference! Additionally, our Branch is also accepting applications for our Annual Scholarship awards (due April 19)!

ORLANDO MUNICIPAL THEATER

The Bob Carr Theater is a historic landmark in the city of Orlando. This property was originally used for the Orange County Fair (currently known as the Central Florida Fair) (see Figure 1). It’s original cost was $175,000 and it’s located at 401 W Livingston St.


The Municipal Auditorium hosted stage productions, organ recitals, beauty pageants, cooking shows, dog shows, fashion shows, Buddy Ebsen Dance recitals, speeches, graduations, Junior League follies, church meetings and briefly served as a movie house.


Over the years, it housed the Orlando Philharmonic Orchestra, Orlando Opera, and the Orlando Ballet. Other notable performers included Elvis Presley, Andy Griffin, Liberace, Nelson Eddy, Grace Moore, and the Florida Theatrical Association. During World War II, the city turned the Municipal Auditorium over to its service men twice a month for dances.


The Orlando Municipal Theater has had many renovations. In 1962 air conditioning was added; from 1975 through 1977, the theater underwent a complete renovation (by local architect Tom Price). The renovation included gutting the interior, installing every other row seating, increasing legroom, improving technical equipment, installing an acoustical shell for orchestral performances, and a larger backstage area. In 1978 the theater was dedicated to the former mayor of the City of Orlando, Bob Carr, who was in office when the renovations had begun. The most significant alteration was the exterior glass shell which enclosed the original brick façade (see Figure 2). The glass shell was considered to honor and preserve the theater’s rich past while elevating it to a more contemporary style. These improvements shifted the focus of the facility to musical and theater productions.


When the Orlando Municipal Auditorium first opened in 1926, Florida was going through a land boom and a massive increase in the population especially in Central Florida. The Auditorium was the first major site for Orlando to host concerts, conventions, plays, and town meetings indoors.

The Bob Carr Theater is also the current home of the Orlando Philharmonic Orchestra as well as the Florida Youth Symphony Orchestra. It was added to the historic landmark list on May 15, 2017

New ERP Stormwater Rules: What They Mean for Future Stormwater Management in Florida

Description


The Florida Legislature recently passed SB 7040 which ratified updates to the FDEP’s Environmental Resource Permitting program relating to stormwater management. The updates shift the basis for crediting stormwater treatment from technology-based (presumptive) to performance-based and updated nutrient treatment performance standards. This will likely require adjustments to conventional stormwater treatment designs to satisfy the updated criteria within FL, such as the incorporation of Green Stormwater Infrastructure (GSI). The updated rules also increase requirements for ensuring stormwater system operation and maintenance over time. The UF Institute for Food and Agricultural Sciences (UF IFAS) Center for Land Use Efficiency, in partnership with the Florida-Friendly Landscaping program and The Nature Conservancy-Florida, has developed several publicly available resources to support professionals in these efforts. During this 50-minute presentation, Dr. Eban Bean, PE, will introduce the new ERP stormwater rules and highlight these resources which include GSI maintenance guidance and plant selection materials, a maintenance training program, example projects around Florida, and tools for removing local regulatory barriers. This session is approved for 1.0 PDH per ASCE Florida Section.

Volunteer Opportunities


●      Central Florida RECON (CFR) Waterway Cleanup Fleet – CFR RECON is a group of friends and concerned citizens protecting Central Florida’s surface waters and natural environment by removing trash and debris from lakes, rivers, and streams. All those who enjoy canoeing and kayaking and would have a couple of hours are welcome to join upcoming events! The RECON fleet is growing and currently has 9 kayaks available to use at events. Orlando Science Center – Science Fair Judges


Orlando Science Center is currently seeking judges for their upcoming science competition season. Their competitions at Orlando Science Center provide opportunities for students in Kindergarten through Grade 12 to showcase their accomplishments and work toward future careers in STEM.

Creativity Fair at OOTM State Competition



The Creativity Fair at the OOTM State Competition was a huge success that saw 100-200 students engaged in hands-on STEM activities. Thank you to all the ASCE volunteers who came out to help with the Creativity Fair. Anna Long the Florida State Chair sent the message below:


Can you let everyone know, that the ASCE presence at the OOTM State Tournament was a HUGE hit!! I have received emails, as well as personal comments during the event that having the interactive activities was a great addition. Favorite – the shaking element that they put their “construction” onto. I can’t thank you and the folks enough. I was asked how they could request a copy of Dream Big by a couple of coaches and two parents.

 

I sure hope that you all will consider being a part of the tournament next year!!

April Monthly Report


Although the past month was focused primarily on preparing and competing in the 2024 Southeast Symposium, we still wanted to keep other parts of the chapter running. For instance, many students attended the departments Civil, Environmental, and Construction Engineering (CECE) Career Fair. This was a great opportunity for students to talk to companies directly, and to see what opportunities are out there! Additionally, we held a General Body Meeting that was sponsored by DMRP! Students were able to learn more about DRMP and their role in the civil engineering field. Our conference captain held a required meeting about the upcoming symposium at this event as well. Finally, after many various meetings and practices for all of the competitions, our chapter was able to compete! Students were able to show off their hard work while having fun and meeting many other professionals. Some standouts are our first placements for competitions - Jacobs Solutioneering, Geowall, and Concrete Canoe Technical Proposal and Technical Presentation. Additionally, our chapter ranked 4th place overall! We are grateful to all our advisors and sponsors for assisting us with the various competitions.

Job Requirements


Minimum 10 years of highway project engineering experience. Experience should include the development of FDOT construction plans for highway projects.


Qualifications

  • Bachelor's degree in Civil Engineering.
  • Registered Professional Engineer in Florida.
  • Experience working on FDOT projects is required (and with District 5 a plus).
  • Experience with MicroStation and Geopak is required.
  • Experience with OpenRoads is also valuable.
  • Drainage design and permitting experience is a plus.
  • Experience in business development a plus – client engagement, LOR’s, Interviews/ presentations, negotiations.
  • Proficiency with Microsoft Office programs (Word, Excel, PowerPoint)

Job Summary


The essential functions of the position include writing legal descriptions, reviewing legal descriptions, entering and maintaining property information in GIS for the Right of Way Section, performing property vacations, assisting with property title reviews, and assisting with property acquisition. The position is responsible for creating maps and GIS solutions for resolving business/operational problems, collecting and maintaining GIS data, troubleshooting technical problems, providing professional customer service at all times, and performing related work as assigned. The position is also responsible to acquire right-of-way (ROW) through donation or purchase for road construction operations, stormwater, trails and other projects of the Public Works Department.


May be required to assist with emergency support functions in the event of a declared emergency and/or any other emergency duties as assigned.

Minimum Qualifications


Any equivalent combination of education, training and experience may be considered. Requires an Associate’s degree in civil or transportation engineering, urban planning or a closely related field with four years of related experience or six years experience in Stormwater Design and Road Design. 


Requires a valid Florida driver’s license. AutoCAD certification preferred.
