This month I'd like to share with you some exciting announcements from the Florida Section (ECB's parent organization) as well as remind everyone to please vote for the next ASCE Society (national level) President-Elect. You will also find information on many of ECB's past and upcoming events within this issue.
 
Florida Section Quarterly Meeting in Orlando
 
East Central Branch, in partner with the UCF Student Chapter, hosted the Florida Section Quarterly meeting on May 4th at UCF's campus. The meeting was attended by the Florida Section Board Members including President Rachel Haeseler, President Elect Chris Sharek, and Executive Director Judy Nichols. Board Members and Officers from other Florida Branches, Young Member Groups, and Student Chapters were also in attendance. These meetings are held to share information and coordinate ASCE business on a state level. During this meeting, it was announced that two of ECB's long-standing members are being elected to serve Florida Section.

Spotlight
The purpose of this section is to shine a "Spotlight" on volunteer members, within ECB, that are known to go out of their way, above and beyond expectations. This month's Spotlight is shining on Mr. Bill Huffman, P.E. Read below on how his involvement with ECB is making a difference.

Bill Huffman, P.E.
Mr. Bill Huffman works for Patrick Engineering of Lisle, IL as their Florida Senior Engineer for the Utilities and Renewables Team.  His major focus is natural gas transmission and distribution but also assists with the industrial and intermodal transportation (ports and rail) sectors.

For the past several years, Bill has been the Co-Chair of Special Projects for the ECB Utility Engineering & Survey Institute, arranging the UESI professional luncheons and assisting with scholarship planning.  It has been a challenge for the committee members to find speakers for the broad array of topics the UESI covers, but they have facilitated meaningful presentations on state-of-the-art drone surveying, innovative underground utility accommodations, pending upgrades to ASCE's Subsurface Utility Data Standards, and trenchless pipe replacement technologies.

Bill has been associated with ASCE since his student membership while earning a BSCE at Drexel University (1976).  Subsequently, he spent 40 years in civil engineering and infrastructure construction including two tours as a Peace Corps engineering volunteer in Africa (Kenya 1976-78, Mali/Cameroon 2010-2012).  He holds Florida PE and CGC licenses and a Masters of Engineering degree from University of Florida (2012).

Bill lives with his wife Ruth in Lake Mary and enjoys visiting often with his daughter, son-in-law and two grandkids in south Florida.

Next time you see Bill, please help us thank him for his outstanding service. Also, if you are aware of an ECB member deserving to be in the Spotlight, please let a branch officer know so they can be properly recognized in a future Spotlight.
History and Heritage  
The Beacham Theater [1]

The Beacham Theater was built in 1921 by Braxon Beacham (Figure 1) with a simple 20th century commercial style. The lack of beautiful architecture from its time, is offset by its significant cultural history, though.

The property where the building is now located had previously been a jail building for Orange County. The theater is thought to be haunted because it was precisely in that lot where condemned prisoners were executed.

On the inside of the building, the auditorium has "square columns adorned with feathered capitals that climb gracefully to a high ceiling decorated with rectangles of intricate plasterwork".

The building also has tunnels from the "stage trap" that run into the basements of 2 nearby hotels, with the purpose of probably protecting the performers from being mobbed by the crowds or storing and hiding alcoholic beverages during prohibition. The tunnels were later sealed during a renovation early in the 1980's.

This theater has been used as a series of concert venues and night clubs, saving it from demolition. The building has also undergone a lot of modifications during its lifetime. Here are a few of them:
  • Parapets, cornices and windows were removed (1954).
  • The proscenium was modified to install a cinema widescreen (1964)
  • The theater's interior and stage were remodeled, balcony seating was added, and the proscenium was rebuilt (1975 )
  • The balcony was extended (1981)
  • The theater cinema's 765 seats were removed, and the sloped auditorium floor was terraced. Back stage area was remodeled (1984)
The building was considered a landmark in 1987.

Environmental & Water Resources Institute
EWRI's 35th Annual Seminar was held on Friday, May 3, 2019. The facility was well attended and featured a full day of technically interesting speakers.

Earth Day Volunteer Event

On 4/20/2019, ASCE EWRI members, friends and family participated in Orange County EPD Earth Day Volunteer Event

We planted trees and aquatic plants to help reduce nutrients loading, labeled storm drains and removed trash.

 
 
Orange County Mayor Jerry Demings, District 6 Commissioner Victoria Siplin, and District 4 Commissioner Maribel Gomez Cordero came out to show their support. Orange County EPD extended a special thank you to ASCE!

The Geo-Institute Chapter of the ASCE East Central Florida Branch has been planning several technical presentations. 

G-I May Technical Luncheon - Geotechnical Applications for Manufactured Lightweight Aggregates

Please join us on May 28th for our next technical luncheon by Jack Moore, Marketing and Technical Manager - South Region for Arcosa Lightweight ( https://arcosalightweight.com).  Jack's presentation will be on Geotechnical Applications for Manufactured Lightweight Aggregates.  Frequently challenging site conditions arise during geotechnical investigations for mechanically stabilized earth (MSE) structures. The concerns are typically related to settlement, stability, and bearing capacity. This presentation will explore the use of expanded shale and clay lightweight aggregates as a cost effective solution when unsuitable soil conditions are present. The content of the presentation will include a general overview of common ground improvement methods and where lightweight fill options fit.  Specific applications will be reviewed along with select project case histories.
G-I June Technical Luncheon - How Geogrids can Supplement Asphalt and Aggregates to Extend Pavement Life.

Please join us on June 25th for our next technical luncheon by Rob Adamson, P.E., South Area Engineer for Tensar International Corporation (www.tensarcorp.com).  Rob's presentation will be on How Geogrids can Supplement Asphalt and Aggregates to Extend Pavement Life. The presentation will introduce the unique function of geogrids in pavements and will then focus on how to implement geogrids into a paved roadway design, or into an unpaved access road or haul road design. We will first discuss how to economically establish an effective subgrade to build on, then go into how geogrids work in conjunction with various aggregate and asphalt materials and thicknesses to provide a longer lasting and more reliable pavement section (based on AASHTO 93 Design Methodology). We will discuss the U.S. Army Corps of Engineers laboratory testing at Vicksburg and the general importance of lab testing, and then transition into the importance of field verifying the lab data through APLT (Accelerated Plate Load Testing) to validate that actual pavement performance is as good as or better than designed, and to build confidence when designing with geogrids in pavements.

Team 7477 Super 7 2018-19 Season Summary
  
Team Super 7 is one of the three FIRST Tech Challenge (FTC) Teams th at have been supported by ASCE for over 9 years. FTC is one of the programs within the FIRST (For Inspiration and Recognition of Science and Technology) organization that was founded in 1989 to inspire young people's interest and participation in science and technology. Based in Manchester, NH, the 501(c)(3) not-for-profit public charity designs accessible, innovative programs that motivate young people to pursue education and career opportunities in science, technology, engineering, and math, while building self-confidence, knowledge, and life skills.  

FIRST Tech Challenge teams (up to 15 team members, grades 7-12) are challenged to design, build, program, and operate robots to compete in a head-to-head challenge in an alliance format. However, FIRST is way more than just building robots. Guided by adult coaches and mentors, students develop STEM skills and practice engineering principles, while realizing the value of hard work, innovation, and working as a team.
This is the 6th year for Team Super 7 in the FTC. The team has become an extended family to all these kids and mentors. The team is coached by Prasad Chittaluru (ASCE ECB Past President) and his wife Shri Varadarajulu, a Senior Design Engineer with AMD. For the 2018-19 season, Team Super 7 included students from the following seven schools in Central Florida:
  1. Seminole High School
  2. Winter Springs High School
  3. Lawton Chiles Middle School
  4. Jackson Heights Middle School
  5. Crooms Academy
  6. Winter Park High School
  7. Bishop Moore Catholic High School
The team worked hard throughout the season. They qualified for the State of Florida Championship after progressing from the Space Coast league. At the Florida State Championship, the team won the 3rd place Inspire Award and the Think Award for the best Engineering Notebook and was one of the 7 teams that advanced from Florida to the World Championship in Houston. At the World Championship, the team finished 14th in their division of 80 team, and finished with a 6-1-2 (win-loss-tie) record. The team's robot performed fairly reliably and the 1st-year drive team performed admirably. Barring a couple of errors, the team could have finished in the top 6 or 7 teams in their division. This was a great learning experience for the team and they are excited to work hard next year to improve their performance.
 
The team is grateful for the support of ASCE through the years. The team will demonstrate their robot at the ASCE Florida Annual Conference in Orlando in July 2019. Some pictures and links from the season are included below.

Tasks will be designed to develop knowledge, skills, and abilities in these technical disciplines and the business of professional consulting services.

REQUIREMENTS:

This position requires a minimum Bachelor's degree in civil or environmental engineering with exposure to core civil / environmental engineering disciplines through coursework. The preferred candidate will hold an MS or higher degree in environmental or civil engineering with an emphasis in environmental, water resources, or a closely related discipline. Experience with or the capability to learn modeling and design software tools such as ICPR, EPA-SWMM, HEC-HMS, HEC-RAS, MODFLOW, ArcGIS, and AutoCAD is preferred. The ability to obtain P.E. (Professional Engineer) registration in Florida within five years of employment is mandatory.

Senior Roadway Engineer - Florida PE with 10+ years of Experience

DRAINAGE PROJECT ENGINEER
 
Requirements:
  • B.S. in engineering branch related to water resources, with at least 2-4 years post graduate experience
  • EI Certification
  • Recent FDOT experience
  • Able to work effectively with an interdisciplinary team to meet challenging design and schedule requirements
  • Capable of developing technical writing and communication skills
  • Proficiency with Microstation, GEOPAK Drainage, ASAD, ICPR software desirable
  • Familiarity experience with PONDS, HY-8, WSPRO, HEC-RAS software a plus
  • Experience preparing BHRs including scour analyses a plus
Responsibilities:
  • Hydrologic and hydraulic analysis of conveyance systems, analysis and design of cross drains, design of storm water management facilities, floodplain compensation analysis
  • Design and inspection of best management practices for erosion and sediment control
  • Prepare technical documents including drainage reports, pond siting reports, bridge hydraulics reports and permitting documents
  • Prepare construction plans consistent with FDOT standards
SENIOR DRAINAGE ENGINEER

Requirements:
  • B.S. in engineering branch related to water resources, with at least 10 years post graduate experience
  • Registered Florida PE
  • Well versed in FDOT design standards and criteria related to both drainage design and plans production; able to interpret and apply technical information contained in procedures and manuals to accomplish the design process for assigned projects
  • Ability to work effectively with an interdisciplinary team to meet challenging design and schedule requirements
  • Strong technical writing and communication skills
  • Knowledge of ERP permitting requirement with water management districts throughout the state
  • Proficiency with Microstation, GEOPAK Drainage, ASAD, ICPR software
  • Experienced with PONDS, HY-8, WSPRO, HEC-RAS software
  • Experienced in the development of BHRs including scour analyses
Responsibilities:

LEAD BRIDGE ENGINEER

Position Requirements:
  • B.S. in the field of Civil or Structural Engineering, M.S. is a plus
  • Minimum 15 years of relevant post graduate experience
  • Registered Florida Professional Engineer
  • Well versed in FDOT and AASHTO design standards and criteria related to transportation structures design, plans production, and project delivery processes
  • Able to demonstrate a strong technical ability in all aspects of bridge design and plans production, which may include reinforced, prestressed and post-tensioned concrete bridges, steel plate and box girder bridges.  
  • Excellent verbal, written and interpersonal skills
  • Ability and interest in guiding, training, and mentoring younger team members
  • Detail oriented team player with an ability to contribute to a positive work environment
Responsibilities:
  • Participate or lead a variety of project pursuit activities on both traditional bid-build and design build projects, including feasibility evaluation, directing preliminary design activities, authoring and assembling proposals and pursuit documents, and representing the firm at client presentations.
  • Work closely with staff, clients, contractors, consultants, and other project stakeholders.
  • Prepare work scopes, manhour estimates, and other contract related documentation.
  • Lead structural design and production activities from conceptual stage through final design and construction phase support to ensure successful project completion.
  • Manage task schedules and costs in a challenging and dynamic environment to deliver projects on time and under budget.
  • Motivate and inspire team members to produce the highest quality deliverables and consistently exceed our client's expectations.
SENIOR BRIDGE ENGINEER
