May was a fantastic month for the ECB, as the 15th Annual ECB Icebreaker broke attendance records and raised $6,000 for our scholarship fund. Scholarship nominees were transmitted to the Florida Section for the opportunity to receive even more scholarships, but you have to attend to find out the results.
June 23 is National Women in Engineering Day and the ECB/YMF is planning a tour of the Brightline Maintenance Facility. If you have not seen this, it is a fascinating operation and well works the time. Celebrate the women engineers in your office on the 23rd and let them know you appreciate them.

15th Annual ASCE Icebreaker Recap
On May 11th, the ECB hosted the 15th Annual Icebreaker at the Orlando Science Center! The event hosted over 330 professionals and raised nearly $6,000 for scholarships and education outreach, making it a record year! Our 2023 Icebreaker Chair Alexis Perry and the planning committee spent four months organizing this event which included food, drinks, networking, raffles, games, and the ASCE Future World Vision VR Experience. A special thank you to the 40+ companies who sponsored this year's event, as well as everyone who attended and helped organize the event!

JOINT EWRI-CFAEP LUNCHEON
EWRI and CFAEP will be holding a joint luncheon on June 22nd at the Tap Room at Dubsdread Country Club (549 W Par St Orlando, FL 32804). Dr. Erich Marzolf, Division of Water and Land Resources Director for the St. Johns River Water Management District, will be delivering a 50-minute presentation that highlights the ongoing restoration projects at Lake Apopka to meet current water quality, water supply, habitat, and flood protection missions. This event is approved for 1.0 PDH per ASCE Florida Section.

The 38th Annual ASCE ECB EWRI Water Resources Seminar

Second Harvest Food Bank in Orlando
There were 110 attendees at the seminar, including 10 speakers, 5 exhibitors, and 14 sponsors. Our Gold Sponsors were FEG and Singhofen & Associates. The speaker’s range of topics included
- Impacts from Hurricane Ian (government, municipal and regulatory perspectives),
- FDOT D5 drainage updates,
- Use of drones in tracking harmful algal blooms in the Indian River Lagoon,
- Review of Orange County’s fertilizer ordinance,
- Baffle box performance, and
- Use of Biosorption Activated Media.

After the seminar, EWRI hosted a networking event for attendees to visit and meet with exhibitors. Balmoral Group and ADS were the Networking Event Sponsors.
Scholarship winners were announced during the Seminar. Congratulations to Madalyn Smith, Embry Riddle, Macey Hatton, UCF, and Mackenzie Hatton, UCF. Each was awarded a $2,000 scholarship by EWRI.

The Sustainability Committee at the Annual Icebreaker
The Sustainability Committee implemented sustainability practices at the Annual Icebreaker event hosted by the East Central Branch on May 11th at the Orlando Science Center. The Committee coordinated with O-Town Compost for their Green Event services which included coordinating with the caterer in order to process food waste from preparing the food for the event and placing food waste bins to separate compostable waste from recycling and trash. O-Town then turns the food waste into compost. Other sustainability initiatives included reusable cups as well as digital signage to reduce the need for printed itineraries and maps.

Volunteer Opportunity
Central Florida RECON (CFR) Waterway Cleanup Fleet – CFR RECON is a group of friends and concerned citizens protecting Central Florida’s surface waters and natural environment by removing trash and debris from lakes, rivers, and streams. All those who enjoy canoeing and kayaking and would have a couple of hours are welcome to join upcoming events! The RECON fleet is growing and currently has 9 kayaks available to use at events. The ASCE ECB Education Committee is seeking nominations of local teachers of Science, Technology, Engineering, or Mathematics (STEM). The award is open to Pre-K through high school teachers working in public, private, or charter schools within Lake, Orange, Osceola, Seminole, Sumter, and Volusia Counties.
This award is to recognize teachers who teach or support STEM in their classrooms. The nomination should include the name of the teacher, their school, and a brief description of their efforts in teaching and/or supporting STEM in the classroom. Please send nominations to Michael Olka at mike.olka@lakecountyfl.gov by August 1st, 2023. The award includes a prize of $250.

Event Recap
Last week we hosted our annual canned food drive! While we normally host this closer to the holidays, we decided to mix it up this year and try it out as a summer event. We collected 356 pounds of food for Second Harvest Food Bank! Thank you to everyone who joined and donated, and to our sponsor Inwood Consulting Engineers.

June Update
Students have been preparing for next year throughout the month of May. Additionally, the Sustainable Solutions team has been preparing to go to the National Conference in Wisconsin. Students attended the ASCE Annual Icebreaker at the Orlando Science Center. They got to network with many professionals in the Central Florida Industry and got to enjoy each other’s company as the summer semester began.
To prepare for next year, many different students conducted meetings. Past officers met with recently elected new officers to train them for their position. Additionally, new committees for Steel Bridge and Concrete Canoe met to brainstorm ideas for the 2024 ASCE Conference. Concrete Canoe has also hosted its first-row practice to get a headstart on our row training.

Performs difficult professional work related to the management, design, review, construction, and inspection of public works and development projects; does related work as required. Work is performed under general supervision. Considerable independent judgment and initiative are required in performing assigned tasks thoroughly and without error. Considerable tact and courtesy are required in frequent contact with applicants, developers, contractors, consultants, department managers, the department director, division staff, other department staff, other City departments, City officials, other governmental agencies, and the public. Reports to designated supervisor dependent on position assignment in Utilities or Roads/Stormwater.
ESSENTIAL FUNCTIONS

- Performs project management for City capital projects to include the development of project scope, budget, and project schedule from conception through final construction.
- Develops, or assists with the development, and implementation of current, long-range, and/or other department planning projects.
- Manages City construction projects including, but not limited to, water, sewer, and drainage system(s), roadways, sidewalks, parking lots, etc.
- Prepares presentations, as needed; attends meetings to inform citizens and/or City officials about water, wastewater, stormwater, reclaimed water, and transportation-related City projects.
- Reviews development project drawings and reports to ensure compliance with engineering standards.
- Attends pre-application and preconstruction meetings.
- Calculates utility impact fees for development projects and building permits.
- Reviews capital improvement project design drawings and reports, prepares contract documents and facilitates the bidding process.
- Prepares utility capacity letters and creates utility tie-in maps for consultants, developers, and the general public; drafts maps using the digital mapping application currently in use by the Engineering Division; drafts engineering drawings using the appropriate computer-aided design software application as needed; updates the City Utility Map when required.
- Participates in different field inspections (e.g., utility, stormwater, construction) as necessary.
- Prepares engineering drawings, maintains records and files, and responds to citizens’ questions and concerns.
- Coordinates and prepares permit requests for City construction projects to send to the appropriate authoritative agency, such as the St Johns River Water Management District, the Florida Department of Environmental Protection, and other County and State agencies.
- Coordinates and directs City consultants.
- Assists in the selection of consultants and contractors for various City projects ranging from system surveys to system design, to system construction.
- Develops or assists with the development of engineering design standards.
- Assists the emergency management team as necessary during an emergency event such as a hurricane, tornado, etc.
- Attends meetings to inform citizens of particular City projects.
- Performs related tasks as required.
MINIMUM QUALIFICATIONS
Bachelor’s degree with major coursework in civil engineering or related field is required. Engineer in Training (EIT) certification is also required. Must possess a minimum of four (4) years of increasingly responsible experience in civil engineering or a related field. An equivalent combination of training, education, and experience may be considered.
SPECIAL REQUIREMENTS
A valid driver's license (must obtain a Florida driver's license within 30 days of employment) is required. May be required to respond to emergency calls and serve on the City Emergency Management team.

The City of Oviedo Public Works Department is responsible for developing, providing, and maintaining essential infrastructure throughout the City of Oviedo. The Department is divided into three Divisions: Engineering, Operations, and Utilities. The Engineering Division is responsible for the design and construction administration of all Capital Improvement Projects.
