NEW! Healthcare Response to a No-Notice Event: Las Vegas Webinar Recording and Resources

ASPR TRACIE hosted a webinar on March 28 with healthcare providers who responded to the October 2017 mass shooting incident in Las Vegas. The diverse panel covered topics such as surge management, triage, prioritization of surgical care, incorporating pediatric providers in adult response operations, and mortuary response. ASPR TRACIE also developed eight tip sheets based on healthcare system lessons learned from recent no-notice incidents (listed alphabetically):

NEW: Medical Surge and the Role of Urgent Care Centers
The Medical Surge and the Role of Urgent Care Centers paper and accompanying one-page fact sheet are based on interviews ASPR TRACIE conducted with urgent care center (UCC) physicians and administrators from across the country. ASPR TRACIE found that UCCs are willing to participate in healthcare emergency preparedness and response activities and possess capabilities that could be valuable during emergencies. However, many are not engaged in preparedness activities, have concerns about the legal and financial implications of their involvement, and lack knowledge of their communities’ healthcare surge plans and how they could sustain their response to an emergency.
NEW: CMS Emergency Preparedness Rule: Integrated Health Systems Implications
The CMS EP Rule includes a provision for integrated healthcare systems, which consist of multiple, separately certified healthcare facilities under one parent organization. If a regulated facility is part of an integrated healthcare system that elects to have a unified and integrated emergency preparedness program (rather than have each facility separately conduct their own emergency preparedness program), then each facility and the parent organization must adhere to the integrated healthcare system requirements outlined in the final rule. This document outlines the information available to healthcare system emergency planners about the integrated healthcare system requirements in the final rule.
Healthcare Coalition Overview and Fiscal Models Fact Sheets
ASPR TRACIE’s General Overview of Healthcare Coalitions (HCCs) provides a synopsis of core capabilities and response functions and includes links to helpful resources. The Healthcare Coalition Fiscal Models Fact Sheet summarizes various fiscal models HCCs can use to sustain programs. Check out our Select Healthcare Coalition Resources page for additional tools, templates, and HCC plans.
Short Video Conversations with ASPR TRACIE: Patient Surge Strategies
Surges in seasonal illnesses have led to increased patient volume in private practices, UCCs, and emergency departments across the country. These two new short videos feature Drs. Syra Madad and Sean Studer from NYC Health + Hospitals describing their flu surge problems and Ryan Hay, Director of Emergency Preparedness from Lehigh Valley Health Network, describing their solution to flu surge. These videos complement our Considerations for the Use of Temporary Care Locations for Managing Seasonal Patient Surge (working draft) document.

Technical Resources Icon Technical Resources
There are currently 53 comprehensively developed Topic Collections in the Technical Resources domain; our next collection will focus on Medical Countermeasures. We also recently updated our Burns Topic Collection to highlight two new American Burn Association webpages: Oral Fluid Resuscitation (Guidelines for Care in Austere Conditions), which can help emergency healthcare planners manage shortages in intravenous fluids and plan to treat burn patients in a grim environment; and Mass Casualty, which includes links to resources designed to help manage burn capabilities in the event of a mass casualty event. The Network for Public Health Law shared this Emergency Legal Preparedness and Response: Resource Collection, which includes links to resources on a variety of health law topics, including social distancing powers, liability, mental and behavioral health preparedness, and crisis standards of care. Emergency planners and public health officials can use these resources when developing plans and responding to local, state, or regional public health emergencies. This resource is now included in the ASPR TRACIE Healthcare-Related Disaster Legal/ Regulatory/ Federal Policy Topic Collection.
Assistance Center Icon Assistance Center
The Assistance Center has processed nearly 3,300 technical assistance (TA) requests from a variety of stakeholders (including over 720 related to the CMS Emergency Preparedness Rule). Recently released responses to TA requests include: Hospital Water Storage Tanks, Considerations for Oxygen Therapy in Disasters, and Tribal Emergency Preparedness Resources. Access the updated, categorized summary of many of the requests we have received, and please reach out if you need assistance.
