TRAFFIC HAWK SPEEDING ENFORCEMENT

Ladies and Gentlemen


The safety of everyone who enters our community, who travel our roads, and the residents who live here, is of paramount importance to all of us. One area of concern has existed for years, vehicles speeding over posted limits on our roads. Your Safety Committee has performed extensive research throughout 2023, which included weekly radar patrols to assess the extent of the speeding issue. We also had extensive, best practices interviews, with several clubs who had similar issues, including Addison Reserve, Broken Sound, Frenchman’s Creek, Hunters Run, and the Polo Club. Based on this research, and these interviews, the Board in 2023 approved the adoption and installation of the Traffic Hawk speeding enforcement program.


The sole purpose of the Traffic Hawk system is to have all operators of vehicles in our community drive at or below our posted speed limit of 30 MPH. Doing so, reduces the risk of accidents with possible serious injuries to both vehicle operators and pedestrians. 


All of us at Delaire, our Residents, Non-residents, guests, and employees certainly understand this issue. Most of us habitually put the interests of everyone here as a priority and drive safely at the posted limits. This program and the schedule displayed below of Monetary Fines and Suspensions, (Gate Transponders for Members/Driving Privileges for Guests), will only affect those drivers who willfully choose to ignore our speed limits. Drivers who simply follow good practices by adhering to our speed limits will have no impact from this program.   • Residents or Non-residents can receive not only monetary fines, but also experience the loss of their transponder privileges, requiring them to enter through the visitor’s lane.
  • In accordance with current Association rules, Residents and Non-residents are responsible for the actions of their Guests, and thus would be financially responsible for all fines imposed on them.
  • Repeat speeding offenses by Guests could lead to suspension of those Guest’s driving privileges on our property. They would still be able to visit Delaire but would not be allowed to drive a vehicle on our roads during their suspension period.
  • Residents would not be responsible for speeding violations by drivers for service providers who are frequently in our community calling on multiple members. Examples include national delivery companies like Amazon, FedEx, Door Dash, etc. Also included would be local service companies such as landscapers, pool companies, etc. All these service providers would be responsible for their own fines and any driver suspension.

Per our Bylaws, any fine or suspension levied by the Delaire Country Club Property Owner’s Association, would be first referred to the Compliance Committee for a hearing. You may attend the hearing, and present reasons why a fine or suspension should not be imposed. If you choose not to appear when your case is called, the fine or suspension will still be reviewed by the Compliance Committee in your absence.


Any fine or suspension imposed by the Compliance Committee will be effective immediately. The fine will then be included in your next monthly invoice from the Association.
