The Applied Technology Council (ATC) was awarded a task order by the Federal Emergency Management Agency (FEMA), under the topic of “Investigation of Seismic Technical Issues,” which calls for ATC to monitor earthquake events and assist FEMA in performing post-earthquake investigations of building and related infrastructure performance. This work relates to FEMA’s statutorily required activities under the National Earthquake Hazards Reduction Program (NEHRP), the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended, 42 U.S.C. 5170a, Section 402, General Federal Assistance, the Post-Katrina Emergency Management Reform Act (Title 6 United States Code 313; Section 503 – Federal Emergency Management Agency), and The Homeland Security Act of 2002, as amended.
Lessons learned from past investigations have served as the basis for mitigation guidance, including reports, technical advisories, recovery advisories, fact sheets, and design guides. Some have also become the basis for code change proposals improving the hazard-resistance of model building codes and reference design standards.
Given that earthquakes occur without warning, this work requires advance preparation, timely reporting to FEMA on earthquakes of significance as they occur, and the ability to rapidly assemble and deploy post-earthquake investigation teams for field investigations on an as-needed, as-directed basis.
ATC is seeking to develop a call list of highly qualified architects, structural engineers, geotechnical engineers, researchers, code developers, building officials, and other design and construction professionals willing to deploy on investigation teams following a major earthquake or earthquake-related event occurring in U.S. states and territories exposed to seismic risk. Deployments would be expected to occur after initial emergency response activities, but before perishable data have been lost, and could be expected to last a few days to more than a week. Team members are compensated for their time at negotiated contract rates and reimbursed for travel expenses in accordance with federal travel regulations.
Desired qualifications include experience in post-disaster investigations, failure investigations, structural engineering design and research, performance-based design, code development, code enforcement, professional licensure in one or more states, and willingness and availability to deploy with somewhat limited advance notice.
