AURP: "Ryan, truly great meeting you and your colleague, Tung Nguyen, in Delaware at #AURP2023. What are some new developments at USD Discovery District?"


Ryan Oines: "Construction at the USD Discovery District in Sioux Falls, SD is underway! Situated at the intersection of Frances Ave and Nobel Street, our first building pays tribute to Dr. Frances Kelsey and Ernest O. Lawrence. We are currently pursuing prospective tenants. Through this, our marketing strategy includes 'Favorable Environments', a new podcast series that invites leading voices in health technology and life sciences for insightful discussions."

The AURP Community of Innovation extends our deepest condolences to the family and friends of Bernard F. Craig, Jr., who passed away late last month. Bernie was the Executive Director of Construction with Wexford Science & Technology. Bernie's long and distinguished career in the construction field led to his management of the development of a number of Wexford’s research park projects across the country. Bernie was especially proud of the success of Wexford's work with Wake Forest University's new medical school facility, one of the company's signature “Knowledge Community” projects. Bernie most recently was excited to be heading up Wexford's current multi-year project, UC Davis's Aggie Square Innovation District, in Sacramento. Our deepest condolences again to Bernie's family and to all who had the great fortune to know him.

In Memoriam

In her end-of-year message as head of U.S. EDA, Alejandra Y. Castillo, Assistant Secretary of Commerce for Economic Development, writes "2023 was another year of tremendous impact and growth at the U.S. Economic Development Administration (EDA)." In her essay ("EDA 2023: A Year of Impact"), Assistant Secretary Castillo notes "[e]conomic development is an ongoing process and, while we celebrate the accomplishments of 2023, we do so with one eye forward to the future and the ever-expanding responsibilities that await us. We are excited to build on EDA’s proud legacy of spurring equitable, placed-based economic development in 2024 and beyond." Read more.

U.S. EDA completed its tenth Build to Scale (B2S) program award cycle this year with over $270 million in grants across 437 awards issued since B2S's inception in 2014, according to a new report from SSTI. In that year, eleven awards were given specifically to research and science parks across the U.S. As EDA (through its Tech Hubs program) and NSF (through its Engines program) both deploy federal funding to selected areas across the country, AURP's Brian Darmody, in a new AURP Blog post, notes: "it is more critical to provide physical resources to build inclusive physical infrastructure for tech companies to grow and thrive, including incubators, accelerators, and science and research parks, including those at non-R-1 research universities, HBCUs and Minority-serving institutions." RFP Alert - Hillsborough County, FL

Hillsborough County (FL) Seeks Master Developer for Land Surrounding Museum of Science and Industry Near the University of South Florida


The Board of Hillsborough County (FL) Commissioners has approved a Request for Proposal asking developers to submit their plans for the redevelopment of the 67-acre site surrounding the Museum of Science and Industry (MOSI), located near the University of South Florida (USF) campus. Hillsborough County is seeking creative and competitive proposals from experienced and qualified master developers with a track record of mixed urban projects. Submissions are due in late February 2024. The Board plans to select the top-ranked master developer in Summer 2024. Learn more.

The University of California, Davis has named George Baxter, current CEO of Edinburgh Innovations Ltd., to lead innovation and economic development for UC Davis and its Aggie Square Enhanced Infrastructure Innovation District (host of our AURP I2RP event this week). Edinburgh Innovations is a management company tied to the University of Edinburgh, a public research university in Scotland. Aggie Square is a $1.1 billion, 1.2 million-square-foot center set to open early 2025. Read more.

The University of Delaware (UD), whose STAR Campus hosted #AURP2023 in October, ranks 47th out of 626 academic institutions across the U.S. when comparing non-medical school R&D expenditures, according to the Higher Education Research and Development (HERD) Survey released by the NSF. Rising from #78 to #47, UD now ranks in the top 8% nationally for R&D activities. UD now is in the company of institutions such as Utah (46), Rutgers (45), Iowa State (44), SUNY, Polytechnic Institute (43) and Stanford (42). Read more.

Dan Duncan, former Executive Director of the Nebraska Innovation Campus (NIC) and AURP Past President, recently received the Lincoln (NE) Chamber's 2023 Roger T. Larson Community Builder Award, given to a candidate whose leadership has shaped the Lincoln community. At NIC, Dan helped the campus develop from inception to 700,000 square feet of occupied space. Currently, Dan owns Dan Duncan Consulting LLC, focusing on helping communities of innovation understand their unique assets and how to leverage them. Read more.

University of South Florida (USF) President Rhea F. Law has announced Dr. Sylvia Wilson Thomas will take on the permanent role of Vice President for Research & Innovation, which oversees the USF Research Park. Dr. Thomas has served as Interim Vice President for two years, and under her leadership, the collaborative work to enhance the university’s research and innovation activities is well underway. Since joining USF in 2005, Dr. Thomas has served as Professor in Electrical Engineering, an affiliate faculty member in Medical Engineering and a former Assistant Dean in USF’s College of Engineering. A new plan is taking shape to bring the University of Florida (UF) together with (AURP's Annual Sponsor) Concept Companies and Trimark Properties to develop roughly 13 acres east of UF's campus into a world-class destination for growth companies, helping creating a jobs pipeline for UF students. This collaboration aims to further advance Gainesville’s Innovation District, home of UF Innovate | The Hub. “The idea was that an urban district centered around innovation, collaboration between the university and corporations, and pioneering research and technological advancement, would be the highest and best use of the area,” said Trimark Properties' John Fleming. AURP participated in the 2023 Defense Tech Connect, Smart Cities and SBIR Conference at Maryland's National Harbor Gaylord Resort. More than 400 attendees from across the U.S. discussed creating communities of innovation around defense tech, expanding smart city infrastructure and developing technology companies using SBIR non-diluted funding. Exhibitors included Raleigh, NC Smart City Initiative, federal labs, including AURP member Idaho National Laboratory, and SBIR programs from NSF, NIH, U.S. Department of Defense, U.S. Department of Energy and tech hubs across the country. Life sciences companies are moving or expanding out of the Boston, San Francisco and San Diego clusters for smaller cities, such as Austin; Nashville; Boulder; Seattle and similar cities with emerging biotech ecosystems, according to Commercial Property Executive. “Demographic shifts have worked in the favor of emerging markets that are unrelated to life science,” said Travis McCready, Head of Life Sciences, Americas Markets, JLL. “Most of the major hubs are struggling with some combination of a high cost of living, a lack of affordable housing and challenging transportation dynamics.” Read more.

The Biotechnology Innovation Organization (BIO) has named John F. Crowley, a longtime leader in the biotech industry, to be the organization’s new CEO. Crowley began his career with Bristol-Myers Squibb and later left to start Novazyme Pharmaceuticals, which was eventually acquired by the Genzyme Corporation. Crowley later left Genzyme to become the founding President and CEO of Orexigen Therapeutics in 2003. A year later, he joined Amicus Therapeutics, where he eventually became CEO in 2005. Read more.
